Ashafa is a Senator while Jibrin is a member of the house of representatives, as such Ashafa couldn't have recommended to Jibrin's committee. I think the fault is from Senator Danjuma Goje, chairman senate committee on appropriation. Ashafa's committee recommended to Goje's appropriation committee but they ignored the recommendation.
