Lagos — There were fears at the weekend that the multi-billion dollar Trans-Saharan Gas Pipeline project being midwifed by Nigeria, Algeria and Niger is now a target for sabotage by the Movement for the Emancipation of the Niger Delta (MEND).

The militant group, which has launched a string of onslaughts against operators in the oil industry, in its latest threat to attack Federal Government's facilities, said yesterday it would hit the gas project and oil facilities in the next 72 hours.

Spokesman for MEND said in a statement yesterday that his group would not hesitate to sabotage the gas project.

According to agency reports," MEND warns the investors to the Trans-Saharan Gas Pipeline project that unless the Niger Delta root issues have been addressed and resolved, any money put into the project will go down the drain."

Nigeria earlier on Friday signed an agreement with Algeria and Niger to build a multi-billion dollar gas pipeline across the Sahara that could send up to 30 billion cubic metres a year of supplies to Europe.

In an interview with Dow Jones Newswires, Chakib Khelil said state-owned "NNPC (Nigerian National Petroleum Corporation) will search for gas in Algerian deposits," while Algeria will explore Nigerian reservoirs.

"We will ensure that it faces the same fate other pipelines are facing today," the MEND spokesman said. He claimed the new threat came as a traditional ruler in the delta was allegedly seized by the army.

The MEND spokesman said "armistice as against amnesty for freedom fighters is what MEND and Tompolo (a MEND leader) are favourably disposed to for adoption as the next step to take towards resolving the crisis."

In an e-mail, the spokesman for MEND warned companies still operating in the delta, "namely Agip, Total (TOT), Shell and Exxon Mobil (XOM) to leave while there is still time because within the next 72 hours" it may launch new attacks.

Chevron Corporation said on May 25 it had interrupted its onshore operations after a string of attacks on its pipelines.

The MEND threat is coming barely one month to the commencement of the amnesty granted militants groups in the Niger Delta.

According to the Federal Government timetable, a 60-day grace period, which is to run between August and October 4, has been handed down to militants to denounce their armed struggle.

The offer of amnesty, according to the Federal Government, is predicated on the willingness and readiness of the militants to give up all illegal arms in their possession, completely renounce militancy in all its ramifications unconditionally, and depose to an undertaking to this effect."

Meanwhile, Commander of the Joint Task Force in the Niger Delta, Major General Sarkin Yarki-Bello, has asked oil companies threatened by the Movement for the Emancipation of the Niger Delta not to mind them but go ahead with their lawful duties as his men would not shy away from protecting them.

"It is not the first time MEND is issuing this kind statement and my reaction has always been the same. Even though we are observing a ceasefire to make the amnesty work, we shall not shy away from our responsibilities.

"If they attack any of our locations or where we are deployed, we will not fold our hands but will confront them. What did they say the oil companies have done to them? Let them come and confront us. They know their propaganda is failing and no one is taking them seriously.

"They had given 72 hours, 42 hours, 24 hours and nothing happened, so they are only sitting down somewhere and churning out statements on the internet and you people believe them.

"The other time they claimed that they killed 23 soldiers, do you believe them? Can we lose 23 soldiers and no one has complained? This is all propaganda. They wake up and accuse our soldiers of all manner of evil, from rape, extra-judicial killing and anything on this earth but we are not bordered. That is their way and life - propaganda", he said.

On the alleged kidnap and possible killing of a royal father, the Agadagba of Egbema Kingdom, HRM Isaac Thikan, who they said was a stanch critic of JTF operations, General Bello said he has never heard of the name and has never read anything on the said criticism of their operations by the said monarch.

MEND has said the monarch was arrested on June 24, 2009 by JTF and taken to their office and that they were yet to her anything from him except that he may have been killed, warning that if the royal father was killed, they will embark on retaliatory strikes.

A SURVEY by an anti-graft watchdog has found Kenya east Africa's most graft-prone nation with a bribe expected or solicited in nearly half of all transactions, followed by Uganda and Tanzania.

The inaugural East Africa Bribery Index, according to Reuters yesterday, showed Kenya's police force was the most corrupt public institution with 66.5 per cent bribery rate.

The index focused on seven bribery indicators: likelihood of encountering bribery, the prevalence, severity, frequency and impact of bribery, the average size of the bribe and the contribution of bribery to an organisation's income.

Measured on those criteria, Kenya's overall bribery rate was 45 per cent, Uganda's 35 per cent and Tanzania's 17 per cent.

The survey was commissioned by the Kenya division of Transparency International (TI), which has been publishing a separate bribery index for Kenya since 2002.

"The ranking of key public service delivery agencies , shows that the public service in east Africa is riddled with corruption," said Job Ogonda, the group's executive director.

Corruption and red tape were cited as a headache by east African corporate bosses in a survey by PricewaterhouseCoopers published in April.

The World Bank says higher costs for businesses due to corruption, as well as poor infrastructure or insecurity, are "invisible costs" that can hit competitivity with other regions in the world.

Kenya's police force has dominated the Kenyan bribery index since it was first published.

Kenyans expect to being asked for bribes, known as "kitu kidogo" - a little something - to get most services, and so they rarely report such incidents.

Tanzania's police was ranked second most corrupt public institution with a 62.6 per cent bribery rate followed by Kenya's Ministry of Defence on 61.9 per cent and Tanzania's judiciary and courts on 61.5 per cent.

The least corrupt public institution was Uganda's Postal Corporation with a rate of 2.3 per cent.

The survey was compiled from responses from 10,517 people in Kenya, Uganda and Tanzania.

High unemployment and a harsh economic climate also contributed to an increase in bribery, said Ogonda, as candidates buy their way into a highly competitive jobs market.

"Cases of unemployment-related bribery in Kenya rose from six per cent in 2008 to 11 per cent in 2009 , Tanzania, 41 per cent of the total value of bribes paid were for employment related issues," he said.

Kenya is the region's economic powerhouse with a gross domestic product of $35 billion. Growth plunged to 1.7 per cent in 2008 from 7.1 percent in 2007 due to post-election violence, bad weather and the global slowdown.

Tanzania's growth will slow to 5 percent in 2009, a Reuters' poll showed, while Ugandan growth is seen slowing to 5.5 per cent in 2009.

In what may appear as a major political upset in 2011, the ruling Peoples Democratic Party [PDP] may have ceded the presidential slot to the South East in the next general election. Accordingly, the party said it is the turn of the Igbos to produce the next president at the expiration of the tenure of President Umaru Yar’Adua.

This development may have altered the popular belief that President Yar’Adua will have an automatic ticket in 2011.
Similarly, the party said it had concluded arrangements to summon all its governors to give account of their stewardship as it approaches the next general election. The party is already taking stewardship account from its ministers. No fewer than five ministers had been to the party secretariat to brief the National Working Committee [NWC] of their activities.

The South East zone is therefore expected, according to the PDP, to unite with a view to putting their acts together to clinch the nation’s top post.
“After the presidency moves from the North, after the administration of President Umaru Yar’Adua, we expect it to move to the Southeast. That is the simple truth about it,” Dr Mohammed Bello Haliru, PDP’s Deputy National chairman, declared in Abuja on Thursday when he received the Olokoro community from Abia state, which visited the party’s national secretariat in solidarity with National Chairman, Vincent Ogbulafor.

While emphasizing the need for the Igbos to unite to prove they are capable of handling sensitive posts in the country, he added:“there must be unity among the Igbo race to show that they can be trusted with leadership like the Presidency.

“If the Southeast cannot be united behind a leader or their elders, it would be difficult to entrust the Igbo race with leadership when it moves from the North to the Southeast.” Dr. Mohammed Harilu Bello said.
“ We therefore want to remind you that this is the time for you to work for it. We have no doubt in the leadership of an Igbo man, but the Igbo race must unite to show leadership. They must unite to show leadership in PDP and in Nigeria,” he said.
Apparently to re-echo the party’s position, National Publicity Secretary of PDP, Professor Ahmed Alkali said, “this message from the Deputy National Chairman should not be lost on the Igbo race and what it stands for.”

Earlier, Ogbulafor tasked the Olokoro Community in Abia state to ensure that the PDP wins the next governorship election in the state.
“Make sure that by the next election, we get back the state for the PDP. Let it be a task and a challenge that must be accomplished.”

He welcomed the All Progressive Grand Alliance (APGA) National Treasurer who decamped to PDP, stating that the National Working Committee (NWC) under him would always champion qualitative leadership without cost to Nigerians.
Ogbulafor also disclosed that the party had resolved to summon all its state governors to account for their stewardship so far, explaining that the election year is gradually at hand.

The man behind the world's biggest online Michael Jackson fan club has said heartbroken followers of the star have committed suicide because of his death. Gary Taylor, president and owner of MJJcommunity.com, said he understood the tragedies had mostly taken place outside of the United Kingdom but he believed one may have been British.

“I know there has been an increase, I now believe the figure is 12. I believe there may have been one Briton who has taken their life,” he said. “It is a serious situation that these people are going through but Michael Jackson would never want this. He would want them to live.”

Jesse Jackson, a friend of the singer, has recorded a YouTube film on the site urging fans not to ‘self destruct.’ He said: “This is a time when hearts are heavy. There is great pain but great cause to celebrate Michael's life.

“It made Michael happy, saying 'We Are The World'. Don't self destruct. We fall down sometimes, we get back up. That's the right thing to do. In Michael's name, let's live together as brothers and sisters and not die apart as fools.”
MJJcommunity.com was formed 10 years ago by Mr Taylor, a London office manager, and has more than 14,000 online users and 30 staff worldwide. He said the singer's death had left his fans on the forum ‘in a surreal place’.

“They can't accept it, they feel in some sort of different reality”, he said. “I'm stunned that he's dead. One minute he is coming here for concerts and the next he is gone. I think the funeral will be where the reality kicks in that he is gone and won't be coming back, there will be a huge depression in the fan community when that happens.”
Thousands of Michael Jackson fans are expected to gather for a vigil on July 13 at the O2 Arena where the star was due to perform. They will assemble at Canary Wharf from 1pm before moving on to the 02 from 6pm.

BAGHDAD (Reuters) – U.S. troops pulled out of Baghdad on Monday, triggering jubilation among Iraqis hopeful that foreign military occupation is ending six years after the invasion to depose Saddam Hussein.

Iraqi soldiers paraded through the streets in their American-made vehicles draped with Iraqi flags and flowers, chanting, dancing and calling the pullout a "victory."

One drove a motorcycle with party streamers on it; another, a Humvee with a garland of plastic roses on the grill.

U.S. combat troops must pull out of Iraq's urban centers by midnight on Tuesday under a bilateral security pact that also requires all troops to leave the country by 2012.

All had left the capital by Monday afternoon, Major-General in Staff, Abboud Qanbar, head of Iraqi security forces in Baghdad, told Reuters.

Another Iraqi official who would not be named said some units in cities outside Baghdad would leave at the last minute. Pentagon spokesman Bryan Whitman said 30 bases remained to be handed over. There are still some 130,000 U.S. troops in Iraq.

Addressing military leaders in Baghdad, Prime Minister Nuri al-Maliki said: "Our sovereignty has started and , we should move forward to build a modern state and enjoy (the) security which has been achieved."

Many Iraqis were elated even though they feared militants might use the withdrawal as an opportunity to step up attacks.

"The American forces' withdrawal is something awaited by every Iraqi: male, female, young and old. I consider June 30 to be like a wedding," said Ahmed Hameed, 38, near an ice cream bar in Baghdad's upmarket Karrada district.

"This is proof Iraqis are capable of controlling security inside Iraq," added the recent returnee from exile in Egypt.

The government has declared June 30 a national holiday, "National Sovereignty Day."

"BIG JOY"

A spate of bombings in recent days, including two of the deadliest for more than a year that killed 150 people between them, have raised fears militants will try to step up the pace of attacks.

Yet few Iraqis see that as reason for the Americans to stay.

"It is a big joy to see them leaving," said Abu Hassan, 60, a shop owner. "There might be some more attacks because of struggles between the different parties, but Iraqis are controlling security now. It's up to our forces now."

At a ceremony outside central Baghdad's old defense ministry building, the last Baghdad location to be handed over by U.S. forces, a military band played while soldiers and army college students paraded through a square festooned with Iraqi flags.

"Baghdad is safe, Iraq is safe. We are moving to sovereignty in secure steps," Qanbar said at the ceremony, which unusually was not cordoned off, despite the presence of the commander of U.S. forces in Baghdad, Major-General Daniel Bolger.

U.S. troops will remain at two giant bases near Baghdad airport that are defined as non-urban, in case the Iraqis need to draw on their firepower.

"They'll ask us for help whenever they need something but they've got a lot of capability. This is their country. It only makes sense they should secure their own cities," Bolger said.

Ultimately, Iraq's future depends not on U.S. firepower but on efforts to reconcile fractious ethnic and sectarian groups.

In an interview with Reuters on Monday, the new U.S. ambassador to Iraq Chris Hill said the U.S. did not seek a long term military presence in Iraq, contrary to the fears of some Iraqi political groups, only a long term diplomatic presence.

"But at the end of the day the Iraqis are going to have to work out the political problems themselves," he said.

More than six years of U.S. occupation and the orgy of sectarian violence it unleashed have left most Iraqis feeling at best ambivalent about U.S. forces.

Many complain their lives have improved little since then, with daily struggles caused by power cuts and water shortages.

"They did a good job getting rid of that tyrant, Saddam, and we thank them for that, but it's really time for them to leave," said Talib Rasheed, 70, sitting outside in one of Baghdad's leafier suburbs. "Maybe they could leave us some electricity?"
