Apex court? You have already given up hope of Tinubu succeeding at the PEPT. You now depend on the apex court to do magic for Tinubu to remain president.
There is no need to interprete a sentence written in simple English language. The simple sentence is that a president must win 25% of votes in 2/3 of the number of states and Abuja capital territory before declared winner.

Why Abuja? Because the president is also the governor of Abuja federal capital territory. Therefore, to govern a territory successfully, one must be welcome to the territory by a significant number of voters (minimum of 25% required by the constitution) in the territory.

Core north states have state governors that administer them.
Abuja has no governor except the president who administers Abuja. The five area councils of Abuja are recognised by the Constitution as LGAs. Abuja is not recognised by the Constitution as a state but as Federal capital territory. Nigeria's Constitution recognises 36 states in Nigeria, not 37. On administration section of the constitution, the constitution merely said that Abuja should be administered like other states in Nigeria but NEVER mentioned Abuja as a state.

Tinubu did not meet up with the requirements of Nigeria's Constitution to be declared winner of the last presidential election.

The constitution does not make it mandatory for a presidential candidate to win core north before declared winner. Core north states have governors. The Constitution made the president to be the governor of Abuja federal capital territory hence the requirement of minimum of 25% of votes of Abuja residents before a presidential candidate is declared winner.

Tinubu knows that a president also doubles as governor of Abuja federal capital territory, and that's why the framers of the constitution wrote without any ambiguity that a presidential candidate must win 25% of votes in Abuja capital territory before declared winner.
Nobody administers a territory he is not welcome by a significant number of votes from the territory.

Because no body can successfully administer a territory where he is not welcome by a significant fraction of the votes of the territory.
