He got the money for free from CBN, most likely or some backdoor deals. Now Nigeria is transferring all these cost to the masses, when technically Nigeria owns that refinery, it was built with dollars meant for the whole country.

However the % increase in price was too much, but that's what you get in a monopoly. So Govt needs to deregulate that sector & encourage more cement players.
