I am not really against the idea of cattle colonies in as much as the federal government or the herdsmen will purchase the land for the colonies from willing land owners. From the explanation I have read so far, cattle colonies will be a bigger version of cattle ranches that most people have been advocating for.
Then they will have their own government and their own legal system (Sharia) huh?

I doubt you can ever get it, government ran 2016 budget before the passage of 2017 budget. Yes a project captured from 2016 and funded from 2016 budget even if it is executed in 2017 is still considered a 2016 project as long as it is being funded from 2016 budget.
Are you serious?

Is that what you understand by roll-over?

You are finding an escape route in project overlap.

There's no where they spoke about execution overlapping to 2017.

They wanted to know the fate of the rolled-over projects from 2016 appropriation.

It means that some project in 2016 budget were not executed in 2016 fiscal year due to non-release/lack of funds.

By law, capital budget not expended at the expiration of a fiscal year is returned back to the treasury.

These projects are then inserted (re-appropriated) into 2017 budget when it is assumed funds would be made available.

Besides...

Are you saying that projects captured in 2016 appropriation and funded in 2016 are being executed in October 2017 even when your boss claimed that 2017 releases were made in August 2017?

And the second tranche of 2017 releases were made in October 2017. https://www.thisdaylive.com/index.php/2017/10/03/fg-set-to-release-second-tranche-of-capital-budget/

What?

https://www.nairaland.com/4153967/photos-ongoing-road-rehabilitation-federal

Are the projects being inspected in the widely publicized tread above funded in 2016 when two tranches of 2017 releases have been made as at the time the tread was splashed all over the internet?

Senator Barnabas Gemade had asked why the ministry (Works ) had zero performance of capital projects in 2017.

The minister , however , blamed it on the late passage of the 2017 budget .

Fashola said , “ The 2017 budget was passed in June. The procurement law requires a procurement plan which took till September. In following this law, the first release was in August. Most of the projects were going through procurement formalities such as tax identity , contract terms , even construction companies went on holidays . So , there were so many things.”

Chairman of the committee , Senator Kabiru Gaya , then asked about the amount of projects that were not procured in 2017 since there was a rollover of projects from 2016.

Fashola was unable to respond to the question , stating that even the Director of Planning in the ministry could not give a definite answer. He , however , pleaded with the committee to bring a detailed report later .

More than hate comprehension seems to affect your capacity to make informed comments, It should be obvious that this projects were already contained in the 2016 budget and moved to the 2017 budget, as Fashola clearly said no new project was executed for 2017. But obviously you are only pleased by negativity so enjoy.
Does this make any sense to you?

It's now safe to conclude that you are poorly educated, have zero talent and probably do not have any meaningful training/skill.

You would be an outstanding failure in many professions (even magic) just like the people you defend.

If projects are rolled over from 2016 to 2017 do they still remain in 2016's capital appropriation?

Must a capital appropriation always be NEW PROJECT?

Buhari's mind is made up on the grazing reserves.

Below is what is in his mind on the issue.

He believes strongly the rights of cattle over that of human beings to graze as they like along the "grazing route".

That is why he "begged" Benue leaders "in the name of God" to accommodate their fellow "countrymen".

He believes the rest of country are unnecessarily disturbing the cattle rearers.

‘Fulani herdsmen problem as old as Nigeria itself,’ President says

President Muhammadu Buhari has said that the Fulani herdsmen crisis is as old as Nigeria itself.

Buhari also said that his government would develop the capacity to keep Nigeria united.

He made the comments while speaking to journalists during a recent trip to London.

Excerpts from The Cable below:

On a permanent solution to the herdsmen crisis

The problem is virtually as old as Nigeria itself. Culturally, the herdsmen don’t stay in one place. They move with the season. Normally, harvest is completed much earlier in the north. Then they have to move southwards for green pasture. In the first republic, there was what they called cattle routes and grazing areas.

They were marked. Infrastructure were put in terms of windmills, earth dams, even veterinary clinics. Now after first republic, people turned these places into farms. And if you have 500 cows, if they don’t eat for 24 hours, or need water, you can’t stop them [from moving around].

What they used to do then is that if anybody went outside the cattle route, or outside the grazing area, he would be arrested, taken before an alkali’s court, fined. If he can pay, okay. The money is taken and given to the farmer. If he can’t pay, the cattle is sold and the farmer is paid. People were behaving themselves.

So when people came and took away the land for the cattle route, for the grazing areas, you find out that from Kaduna to Bayelsa, Nigerians are fighting cattle rearers now. But when I was in the Petroleum Trust Fund, we made a comprehensive study of cattle routes and grazing areas throughout Nigeria. I am referring the governors’ forum and the minister of agriculture and rural development to the report. Let them see what they can do and save the situation...

52 Then said Jesus unto him, Put up again thy sword into his place: for all they that take the sword shall perish with the sword.

53 Thinkest thou that I cannot now pray to my Father, and he shall presently give me more than twelve legions of angels?

54 But how then shall the scriptures be fulfilled, that thus it must be?

55 In that same hour said Jesus to the multitudes, Are ye come out as against a thief with swords and staves for to take me? I sat daily with you teaching in the temple, and ye laid no hold on me.

56 But all this was done, that the scriptures of the prophets might be fulfilled. Then all the disciples forsook him, and fled

The biggest mistake we made to our selves was choosing English language as our official language thereby making us strangers to our selves. indigenous language would have been better because it will be had to treat your language person as a total stranger no matter how bad it is.That spirit of brotherly love and unity must speak when ever you see a person share same language with you.English Language as official language over our indigenous language was the origin of our problem until this is corrected we will remain enemy to our selves for ever. There is a very strong force and power in a shared language e.g you find your self in the mist of igbo guys and you are not igbo then it happen that one of them knows how to speak a little of your language but not fluently he will be your closest person among others who cannot even say come in your own language, your closeness with the one that speaks little of your language will be stronger than the rest this has happen to me on several occasions. All these hatred and killings of a fellow Nigerians is as a result of the fact that there is no common thing that bind us together and language would have been that common thing.A division in language is a total disconnection of reasoning and understanding, you can never reason and understand any thing from some one who does not speak in a language that will make you to understand. Before you reason with any body you must first understand the person that is why in Nigeria an hausa man does not reason with an igbo man because there is no understanding of common language,a yuroba man does not reason with an igbo man due to lack of common language. Ghanaians are more united than Nigerians why because there is a common binding spirit that exist among them that makes them not seeing their selves as a total stranger to each other.Remember the story in the bible when God chooses to punish and stop the construction of tower to heaven he causes division to their common language and they could not reason and understand each other any more the next thing they began to fight and kill each and that was the end of that construction thus the killing of each other and the hatred that is going on in Nigeria today is due to lack of common language.Lets have a rethink and start correcting our mistakes from our root else we will never have our DREAMED NIGERIA.
These are just too many Nigerians like you who are conjuring excuses everywhere and every time to hide our deficiencies.

Nigerians did not rejoice, some section of Nigerians did because they wanted power by all means.
And the stupid coup planner are responsible for some of the current problems we are facing.

The introduction of a presidential system achieved the opposite of its aims, it led to civil war, institutionalisation of corruption
and massive degrading of our collective morals.

Akande is spot on, no system can beat the parliamentary system for a large ethnically diverse and largely illiterate population
such as ours.
Presidential system did not lead to civil war (that is if you are referring to the Nigerian Civil War).

The civil war started in 1967 and ended in 1970.

The presidential system of government started in 1979.

Always seek to understand the subject before making embarrassing comments next time.

The "institutionalisation of corruption and massive degrading of our collective morals" were also some of the reasons given by the military coupist for taking over from the "parliamentarians" in 1966 which culminated in civil war.

Baba Akande is one of the people who cannot internalize their losses.

When such people fail they start looking for excuses for their failures instead of doing a thorough introspection.

Any intelligent human being won't read up to two lines of Buhari's life history before coming to a sane conclusion that Buhari has always been a monumental failure.

In any case, does Baba Akande appreciate the intellectual and physical rigours of debating in a parliament daily?

Can he honestly tell us where Buhari would have found such intellectual acumen?

Events have overtaken his so-called "super-strategies" now.

It was a costly mistake to put a whole tribe's political eggs in one single Tinubu's basket without any plan B and without a counter-force.

Yoruba should be represented by an agglomeration of independent minded, highly cerebral and successful young men.

Tinubu's so-called strategies are too easy for the Fulani to upend.

There's no evidence that he has anything up his sleeves anymore.

The Fulani have decimated him without mercy.

There are too many foolish people all over the world.

So they've stopped claiming that Trump is reaping Obama's effort.

Failures don't admit their fault, they blame everything on outside influence than looking inwards.

The same man that the ultra left wing FAKE NEWS and charlatans predicted would ruin the economy is now seen as "lucky".

They predicted stock market crash if he was elected. Stock market did not crash.

It is now showing that they depended on luck during their own time and not basic economic principles.

Trump knows the fundamentals of the economy.

Having ran businesses for decades he knows what make business proper and he applied those things.

He was wise to remove excessive regulations on businesses.

He removed the restrictions on the Keystone Pipeline and lifted ban on coal mining.

Smart people concentrate on the right thing and pray for good fortune (so-called luck), while utterly empty people spend all their lives looking for luck.

Even when the so-called luck runs out, the achievement would have eclipsed any negative to a certain level.

Obama openly boasted that his administration's priority was high tech jobs and not "menial" manufacturing jobs already "gone".

He wanted to be seen as the president that turned America to SOPHISTICATED job while throwing blue collar workers away.

He was busy pursuing homosexual agenda all over the world neglecting his primary assignment.

Benue Killings: I Have Documentary Evidence Against Miyetti Allah – Ortom

What makes it difficult for this Miyetti Allah leadership to be arrested if, according to what you have said, they are the alleged perpetrators?

Well, I am told that arresting (people) is a process. So, that is ongoing. That is what I have been told, but there is need to arrest these people because if we allow them to go scot-free, it will not serve this country good. Like I always say, if you allow impunity to thrive, you are asking for anarchy. It is wrong. I am a law-abiding governor and all I have been trying to let my people know is that for development to come to Benue, we must be law abiding. Let the people know that we do things in an orderly manner, we don’t just do things anyhow. When I came in (as governor) I disarmed the youths who were armed. Today, relatively, we were peaceful until this unfortunate incident happened. Benue State was putting itself together. It is difficult to say (what makes the arrest difficult) since I am not a security agent and I am not a professional in that area, but I am told it is a process that will continue. I think that I have done the needful, the people of Benue have done the needful and what is needed is intelligence gathering to security agencies. This we have done.

I believe it's the agric minister baba Audu Ogbe who is insistent on using the term "cattle colony" to settle those who are apprehensive about the term ranch.
Mr. Grammarian, Audu Ogbe knows what he is saying and people know what Audu Ogbe is saying.

It is you that is trying to confuse yourself.

In this context, a ranch is an economic term (preferred by majority of Nigerians).

While a colony is a political term (a Fulani hegemonic and expansionist agenda being pushed by Buhari in collaboration with Ogbe and people like you).

Always have it in mind that your "linguistic proficiency" naturally stops where other Nigerians' start.

Any well meaning government looking to solve a problem would come out in plain language without equivocation.

I see your proposal but it is not too far from that of the govt which I am tacitly supporting. Understand that no way the FG will acquire any land without paying compensation which is same as buying it.
In the alternative the community/ state govt may choose to lease the land to the govt. Is this not better than allowing the herd owners buying the land directly from the land ownerd. These clashes do not have the luxury of time. It needs to be curtailed urgently before ISIS/BH decides to have a look in SMF worsened a
n already dire situation.
It is too far from what you and Buhari are pushing. Very, very far.

Government buying land from state governments is the same as the grazing reserves they are pushing.

It will be resisted.

Fulani would see themselves as privileged and hide under that to continue their occultic killings.

It would be difficult for state governments to control since they would claim they are on "federal government land".

They already see themselves above the laws of the states.

The arrangement would further confer a special status on them.

It is impractical.

There is no reason we should indulge Fulani because of cows.

It means that federal government must acquire land to hand over to chicken farmers who decide to be violent tomorrow or the next day.

Buying land from land owners is what every business owners do.

Dangote acquired his refinery land from Lekki land owners, facilitated by the Lagos State government.

Your ISIS blackmail wont move anyone (that is if there is anything like that again).

Reports by an international organization tracking terrorism in the world rated Fulani herdsmen as the 4th in the world.

A faction of Boko Haram already pledged allegiance to ISIS long ago.

In any case, Buhari said he had defeated Boko Haram.

The decimation of ISIS and defeat of Boko Haram will definitely push Fulani herdsmen terrorist higher in the ranking.

The law in Benue State gave the Fulanis a timeline which expired last December.

Your argument and the federal government's are tending toward appeasement which is the most dangerous aspect of it.

Why can't they buy land for themselves?

There is no seizing of land here. I believe whatever arrangement that will arise will be made in collaboration with the state govt and the affected communities. Otherwise, what is your panacea to the menace.
The states have roundly rejected such arrangements.

You can check the news for updates.

No single state agreed to any federal arrangement to appropriate their land for Fulani grazing reserve.

Even the joker in Kogi State has not carried his madness to that level.

Panacea is for Fulani to buy land from communities for ranching.

They will have to grow or buy grass/hay as fodder to feed the cattle.

Bukola Saraki has already shown the way in Kwara State with the imported Zimbabwean farmers.

Let them go and understudy the system.

Typical business people go into any state they chose to do business and acquire property for their business.

If they run the business well, they will make profit and pay tax to government.

That is the right thing to do.

You can't be killing people everywhere and trying to use force to appropriate their property.

You guys are sounding more stupid more and more.

Human beings use senses not instinct.

No human being should be allowed to use "killer instinct" to "defend" animals in the 21st century.

Normal human beings take insurance policies to hedge against risks in their business.

Why can't they run the business like it should be.

There are white farmers imported by Bukola Saraki from Zimbabwe to Kwara State.

They breed cattle too.

They don't employ "killer instinct" to protect their cattle in Kwara otherwise they would have been deported long time ago.

All this nonsense defense you people put up to justify murdering human beings should stop.
