2.The railways are designed to terminate in several dry ports in the country including Kaduna, Ibadan & the regular sea port in Lagos for movement of import/export merchandise and other trade. Even the pipes for the AKK project will be transported using the Warri-Itakpe railway.

In fact if you carefully read the OP, it was mentioned that the Kajola Railway Factory is designed to produce coaches for the national line AND other private rail users that will be using the railways for cargo/transport.

Therefore these railways are set to be very profitable considering the level of cargo trade on its routes.
