They had no chance under the central government system but since 2013 we started implementing the devolved gov..milder form of Nigeria federalism..and those towns now boast of tarmac, hospital and some infrastructure.Just look for new pictures of Wajir,Mandera,Lodwar,Garissa,Marsabit and Isiolo.Youll see transformation the last few years. They each get around 100m dollars as county allocation and further 20m as equilazation funding to correct historical marginization per year.They can probably collect 10m dollars
if they try as own internal revenues.The equilazation funding will be for 20yrs at which point they should have caught up with the rest of the country.

Fighting over what and where.The purpose of army is to defend the country against external aggression.Nigeria strength and usefulness to Nigerians is how they fight Boko Haram and maybe Cameron over the disputed areas.Kenya faces a threat from Somalia Alshabaab and we have take the fight to their country.The hypothetical strength of an army is an academic exercise.Look at Ethiopia with possible bigger ground troops than Nigeria but they got whooped by Eritrea.They lost the sea and became landlocked.Eritrea is very tiny but they fought with their life's.Look at Rwanda..those tusti numbering maybe 20k strong kick Congo..country maybe 3 times Nigeria in size..they walked all the way from Kigali to Kinshasa and installed their puppet.They fought like their life depended on it.An army like Nigeria which has been described in similar terms like Mali..too cowardly to fight..can be over thrown by Chad.Chad kicked Libya so hard and yet Libya had all the weapons you can imagine.Nigeria lost to Cameroon.

no. 1 is that the Kenyan situation was an attack on a dedicated settlement. but Boko Haram is waging a war against Nigeria.

ISIS is not new phenomon. Russia are dealing with it. CIA double dealing is the problem. Anyway right now the biggest threat to region peace is the lack of stable gov in Somali.Somali gov need all the help to stabilize themselves - and I don't see anybody helping them apart from Turkey. The US & UK need to send assist the Somali gov with enough money to be able to fight terror.
