No one is supposed to remind you.

My question to you is this:so the state government will still need to get a warrant or court order to possess it's possessions?

It's a fact and accepted that no government official in the legitimate discharge of his duty should be attacked by any individual.It's criminal to do so in any part of the world.
At best take the government to court.
Okorocha should be arrested anytime he sets foot in I'm state and taken to court for criminal assault.

Honestly the solution I think that should be adopted is holistic reform and increase of police personnel.
Remember most states and even communities have vigilantes.They can be further incorporated to help the police.
Let me use LASTMA as a case study.Have you ever heard or seen a LASTMA arrest an erring government official at the state or council arreas?Even ordinary councillors can violate a traffic law and go away with it.Ditto,virtually all manner of traditional rulers.
So how can a similar type of quasi security outfit apprehend a state government,council or traditional ruler if he/she is found implicated in kidnappings,or the security challenges the region is facing.
All it takes is for someone close to someone close to the governor to make a call;he gives a command,and the case is either quashed or downplayed.
Reform the police holistically,remove any form of immunity government officials constitutionally have;or just a few years down the line,people like you will still come here complaining that the new Western security outfit are either biased,not doing their job properly or more likely to be the case, accused of shielding some individuals.
Nigeria is not ripe for any form of regional police under the purview of ALL the governors we presently have.

There are agencies where issues like that are reported and taken up, including the Consumer protection council.She could even have reported to the police industrial court.
