there is no way kano state or its capital will be more populated than lagos. If u know how demographic is worked out maybe u will apprfciate my contribution here. There was excess material for northerners to cheat with and they did just that. The north has carefully used the manipulation of population figure to their economic and political advantage.

If u r aware and can still remembe the 2006 populatn censor saw mass influx of pple from Niger and Chad who got counted multiple times and most eastern states where not having enough material while in the west there was low level of awareness/rebellion in some rural area.

how can anybody allocate money based on land, even if the land is not contributing much to the center?
what happened to population and production?
smaller allocation to small land mass is perfectly normal, even when they contribute less income. This is normal practice all over the world, the logic here is that zones/constituencies with larger land mass need more to carter for there basic need like roads, health, water e.t.c.
The more the land mass the longer the road needed to connect two locations, the longer the distance an ambulance will travel to get to a hospital or the more hospitals will have to b built to match the size of that land, and more pipes will be laid out/maintained to supply water as well to a population that is probably bigger.

Where the injustice comes in is the failure of these constituencies to contribute more tax as a result of low level industrialization, as a matter of fact the low level of industrialization in these area is used to priotize the zone that gets more allocation. The summary for allocation formular is always a balance between population and land mass, example is lagos and kano. While lagos has clearly has more population and smaller land mass kano has moderate population (in reality) which they claim is poorer than Lagos and a larger landmass which they claim is less developed and is actually is, any govt be it Nigerian or abroad will consider kano for more allocation under this arrangement.
The best hope for N-Deltans is a increased oil revenue allocation which is already at 13% and quit high enough for any serious govt (even Imo/ekiti state being the lowest are balling) to use to a great advantage.
Niger delta has no real excuse for under-developement, if u still dont get it u can ask a jos/plateau person abt their own story with tin minning and its after effect.

The way i see it is that corruption shld be checked by going after those behind our woes and special emphasy shld be placed on removal of duplicated functions in our oil industry, i made this second suggestion because we av too many inefficient hands our oil goes through b4 it gets back to us (the pple and the govt), the lesser the hands involved in oil resource management and processing the less corrupt hands will be involved and monitoring of the oil will be easier that way.
A well managed refinary will take care of that to a large extent.
Above all, some "system variables" like quantity of oil Nigeria uses and guantity of crude that leaves the country shld be established as this will solve a lot of problem for the Nigerian masses and govt.

Reps query $470m Abuja CCTV contract
The House of Representatives on Wednesday queried the $470m National Security Communication System contract for the Federal Capital Territory.

A component of the contract awarded to a Chinese firm, ZTE Corporation, is the installation of Close Circuit Television cameras in Abuja.

The Federal Government engaged the Chinese firm in the wake of bombings by the Boko Haram sect and other security challenges in the country lately.

But in a resolution in Abuja, the House asked its Joint Committee on Public Procurement, Aids, Loans/Debt Management, Information Technology and Police Affairs to “investigate the level of compliance with the award and the terms of contract and determine if the execution of the project by ZTE Corporation is in conformity with due process.”

This followed a motion by a member, Mr. Hassan Saleh, who informed the House that $399.5m of the contract sum would be sourced as a loan from the Chinese Government.

“The Federal Government has made a 15 per cent down payment, which amounted to N70.5m of the total contract sum and has signed a Sovereign Guarantee to the tune of $399.5m to enable ZTE to source for loan from the Chinese Government for the project,” Saleh told the House.

Besides, he stated that sub-standard CCTV cameras were allegedly being installed by the firm in Abuja, compared to similar projects executed in China, Ghana, Morocco, Senegal and Malaysia.

“The poles used are very close to the ground, making them easy targets for vandals, compared to what the same company did in their home country, China, and other countries,” he added.

One of the conditions of the contract set by ZTE, according to the lawmaker, is that the “contractual details of the transaction with the Federal Government should not be made public,” which implied that the project “is presently shrouded in secrecy.”

The House resolved that the alleged secrecy surrounding the details of the contract was a “clear violation of the doctrine of transparency, accountability and infringement of the laws of our country.”

Findings showed that the Chinese firm started erecting the CCTV shortly after the June 16 bombing of the Police Force Headquarters in Abuja by the Boko Haram sect.

The project was said to have been sped up following another deadly attack on the United Nations building in the city on August 23.

It was learnt that the project could also be used to monitor elections, verify the results and help in disaster management
