@alj_harem i don't quite agree with your views above, oil subsidy problem is mainly a problem of dishonest and irresponsible pple in charge of our oil colluding with some "Powerful" elements like Oil marketers and highly placed political figures. they have succeeded in shortchanging the system(innocent Nigerians and our Govt.) thru false claims at different stages the oil goes thru b4 it gets to the common man. What i will suggest for to you is that we press the govt to repair our refinery that will all the fraudulent deals to disappear for good, if the refiniries are running at capacity there will be no need for importation that leads to false claims from marketers and NNPC/PPPRA agent. The main challenge is getting the refineries to work optimally by freeing it from the "second cabals system" who have made it their personnal refinery. In case u don't know the "second cabal system" i mean, they are the same as 1st one but they also collude with the refinery officials and secretly run our refineries at significant high production capacity while they make claims of far lower output through their mouthpiece: NNPC/PPPRA, the extra oil they have secretly refined is not only sold to Nigerians they are brought in as imported petroleum product, they then go ahead and make false claims of the volume brought in to shortchange the govt for the second time and the whole of Nigeria at large. An Effectively and efficiently run refinery is everything to the common man cos it keeps the price of petroleum product down for them. subsidy removal is a solution as well but it is an incomplete one becos the money goes to an inefficient govt. which means the oil subsidy will only change hand. some will be used for capital projects as claimed while the bigger part will end up with new and untouchable cabals (B*** and co.) within the govt (GEJ/future GEJs and co). Fuel subsidy: Importers to defend N1.43tn received Oil companies that benefited from the N1.43tn 2011 fuel subsidy payments will next week appear before the Senate to defend the amounts they were paid. On Friday, the Senate Joint Committee investigating the fuel subsidy came out with a list of over 100 fuel importers who allegedly received huge sums of money as subsidies. The committee had claimed that it discovered that about 73 of the companies did not qualify to participate in the process since they had no depots or tank farms as required by the guidelines. There was also the inclusion of construction companies which were paid the subsidy, a development that was queried by the committee, but for which no answers were provided by the Petroleum Products Pricing Regulatory Agency. Chairman of the Joint Committee, Senator Magnus Abe, told our correspondent on Sunday that it had yet to reach any conclusion on what to do with the companies involved. According to him, it would only be fair to give the said beneficiaries a chance to defend themselves before bringing them to judgment. He said, “We cannot judge anybody when we have not heard from them. We have to hear from them before we reach any conclusion. “People are of the view that because of the investments in the subsidy we should have some more benefits that we have now, so we will give them a chance to tell their own side of the story. “We as a committee have promised that we will be fair to all and get to the bottom of the issues. So we are ready to do a thorough job.” Some of the oil companies mentioned by the committee to have received subsidy included Oando Nigerian Plc, which received N228.506bn; MRS Ltd, N224.818 bn; Enak Oil & Gas, N19.684bn; Conoil , N37.960bn; Bovas & Co. Nig. Ltd, N5.685bn; and Obat, N85bn. Also, Integrated Oil and Gas, which has former Minister of Interior, Capt. Emmanuel Iheanacho (retd.), as a principal player, allegedly received a total of N30.777bn in 2011, while IPMAN Investment Ltd got N10.9 bn. Others include Africa Petroleum Plc, which allegedly got N104.83 bn; AMP Petro-energy, N11.4 bn; Akor Plc, N24.11 bn; A.Z Petroleum, N18.13 bn; Capital Oil, N22.42 bn and Dozie Oil and Gas, N3.37 bn. They gave us a list with abt 20 companies who have collected a total of N1.2 trillion since 2006 out of over N3.655 Trillion+, they even told us there are some unqualified construction companies with no oil farm tank who are into Oil marketing. What r they doing about these pple/companies? When r they gonna release their own name they r using legit companies to cover up the sin of their "cronies in crime" the senate panel are working for GEJ and everyone except those who want oil subsidy to stay. All we do in Nigeria is "PACKAGING", we simply cover up our suffering with smile. Rather than set a target that suites the average Nigerian they ve chosen to and set their eyes on overtaking SA. While south Africa has enough land to make every of her citizen rich and comfortable as farmers Nigeria has limited land but natural resource in abundance. GEJ and his army should be targetting better standard of living on the average and true industrialization at a pace our natural/human resource can sustain. Going back to the topic at hand, i did a rough estimate of the total payment published in this article and it was less than N1.3 trillion, what happened to the rest payments made and the company names? If u follow the link i pasted here earlier (TheNation Newspaper version), it says the senate panel refused to name some other companies that were registered as construction companies and they did not meet requirement for oil marketing companies. That means they have identified some offenders and av refused to name them, even when pressed by journalists/pressmen. The question u shld be asking r those i have highlighted above, and not that silly ethnic-bashing thing u r doing, that's too early for now. We shouldn't jump to make hasty conclusions yet, they have only published the names, they have not given us the names of those who have violated the law by declaring false value of crude oil imported or by redirecting locally refined crude oil through the ports as imported crude oil. However, i can bet that between Adenuga, Tinubu, and Otedola companies lies a great deal of these "oil crimes". Senate names fuel subsidy beneficiaries The Senate yesterday released names of the beneficiaries of fuel subsidy amounting to a grand total of N3.655 trillion for five years (2006 to 2011). The upper legislative chamber said fuel subsidy has guzzled N1.426 trillion between January and August this year alone. Chairman, Senate Ad-hoc Committee probing the management of fuel subsidy regime in the country, Senator Magnus Abe, read the names of companies benefitting from fuel subsidy at the resumed investigation by the committee in Abuja . Senate President, Senator David Mark, had lamented the existence of those he referred to as “oil industry mafia” and charged the investigative panel to unearth those behind oil deals. Executive Secretary, Petroleum Products Pricing Regulatory Agency (PPPRA), Mr. Reginald Elijah Stanley, however, disagreed with the N1.426 trillion for 2011. The PPPRA boss said that some of the figures reeled out by Abe did not quite add up. According to him, “some of the figures read did not tally with the actual figures.” Stanley gave the figure of N1.348 trillion as the amount spent on fuel subsidy between January and August this year. He also gave a grand total of N3.665 trillion as the amount spent on fuel subsidy between 2006 and August 2011. But the committee wanted to know why fuel subsidy which used to be about N500 million in one year suddenly jumped to N1. 426 trillion within the space of less than one year. Abe also wanted to know what a construction company has to do with importation of fuel. He, however, did not mention the construction company listed among the beneficiaries, in spite of the preseure piled on him by reporters. A member of the committee, Senator Bukola Saraki, noted that part of the guidelines for licence as oil marketer specifies that applicants must own a tank farm and the company registered at the Corporate Affairs Commission (CAC). The committee said that information available to it is that some importers who do not own tank farms use names of oil majors to receive subsidy as marketers. Stanley said that they received the complaint and referred the matter to security agencies for proper investigation. Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Mr. Austin Oniwon, told the committee that the NNPC collects subsidy for locally refined products but not as much as the amount paid for imported products. On alleged massive round tripping by marketers, the NNPC boss said that he had not caught anybody engaged in round tripping. He said he would not “want to speculate on it.” Oniwon also said that N71.2 million was spent on turnaround maintenance of Kaduna Refinery. He said that they have been given 24 months to resuscitate the three refineries in the country. Asked what the country is losing as a result of the non- functioning of the refineries, Oniwon referred to the salary paid to staff at the refineries. The NNPC GMD also failed to give the committee the quantity of products that are produced locally since the refineries were shut down. “I will get back to you”, he retorted. The committee mandated him to furnish it with details of the quantity of products produced locally. Abe said that former President Umaru Yar’Adua abolished kerosene subsidy and wondered why it was re-introduced. The PPPRA boss said that it was re-introduced by the board of the agency, but failed to furnish the committee with necessary documents to support his claim. He failed to justify why N200 billion paid as arrears was not recorded in the books of the agency. Findings by our correspondent indicated that in 2006, only MRS, Total and Oando were officially listed as beneficiaries of the fuel subsidy recognised by the Federal Government. The three companies were said to have been listed as “major marketers.” But in 2007, AP and Mobil joined the three companies and were listed under the category of majors. The same year, NIPCO was introduced and listed under the category of petrol depot owners. A new category of “independents” included some marketers who had no depots. AITEO Energy Resources and Triquest Energy was also added in 2007, bringing the total to eight beneficiaries of the fuel subsidy. The Nation gathered that the list of subsidy beneficiaries increased sharply in 2008 to a total of 23, made up of six majors. In 2008,Conoil joined, and NIPCO was joined by Capital Oil and Folawiyo Energy, under the category of depot owners. The list of “independents” also increased from two in 2007 to 14 in 2008 as AITEO and Triquest were said to have been joined by Triquest Oil services, IMAD Oil & Gas, Integrated Oil and Gas, Rahamaniyya, AMG Petro Energy, Brittania, ACORN, A-Z Petrolleum, SHIELD Petroleum and MAJOPE Investment Limited.
