They mean you should go to osun state to obtain a local government identification letter. In that case you may as well go to Osogbo passport office to do it after getting the L.G. ID. It is faster there as there are fewer applicants. But if you talk seriously to the right person in Lagos office, they will do all that packaging for you for a fee. The guy you are dealing with currently only want you to add money for him, hence he decided to make it look like an issue you need to worry about.Talk better to him. Tell him you are going to do it in Osogbo. You will see him bulge because he would miss the tip involved should you walk away. This is no problem at all. The bank will issue and stamp the statement of account of your dad upon request. These are the only requirement of CHC. They will do their due diligence after receiving your application. Good that country speaks French which is one of the official Language of Canada else you would have needed to translate to either English or French depending on the Language of your Application. Please be careful with credit card info oOoO. I have paid for someone before with my Nigerian debit card. You can even do a funds transfer to the school with the help of your bank. The risk is too much should your credit card info be compromised. Beware of online Fraud. The reply you got could have been a man-in-the-middle attack. I have read people who did not pay their school fees and yet chop TRV. My dear pchax is one of them. Read his post starting from january 2015. However some school expect you to pay acceptance fee before they issue you unconditional admission. Go to the web site of the school or mail the international admission office for the exact situation in your school.
