Try using the very same procedure used to make the deposit. If you have used direct bank transfer, use same process. But it comes with a few charges unlike withdrawal via debit cards.

Get a printed statement from your bank showing your full name and address that you provided in registration for Skrill/Netteller.
Also have it stamped and signed by the bank. Very important.
