You're absolutely correct my brother. My point is that local government chairman also bears the responsibility of reporting issues in their constituency, that is state responsibility just like the state government also runs to the federal government when they have state issue.
That's one of the synergy/handshake between the state and local government.

Some cases, the state would lias with the local government to forward their primary problem in their constituencies for state execution.

But unfortunately, we don't have functional local governments that represent the people.

Local government is dead and non existential in Nigeria. They are meant to forward this kind of info to the state government if they can not fund it.

I wedded in Winner's chapel in 2016. During the marriage class, punctuality was part of the teachings and it's compulsory for the couple and their parents to be in the church 30mins before the wedding service, to meet with the pastors. The marriage committee called me on thursday to remind me of this time and warned that if we come late, the wedding would not hold. So am very sure the couples were well informed of the pending consequences but decided to test the church.

The couple truly showed serious level of un-seriousness in my opinion.
