Lagos has approx 3000 health care centres, for a population of 15,880,000.
Thats about 5,200 persons to 1 hospital

Zimbabwe (Not Harare) has 300 hospitals. If i divide this with the population of Harare (2,000,000), It gives 6,000 persons to 1 hospital

So why is Harare ranked higher than Lagos in healthcare?

First of all I am not all about whether Lagos is the worst or not. My major concern is that Lagos being the most populated city in Nigeria is on that list at all.

Using Harare, Zimbabwe as a comparison for Lagos, Nigeria already tells the story.

The biggest city of each country was used as the metrics in the survey analysis.

Lagos was used the same way Algiers was used in Algeria. Algiers isn't the worst city per se in Algeria. Those cities represent the differential breakdown of the effectiveness of government policies on the living conditions of people around the world.

I get your point and you are right in your assertion as Lagos is not the worst city in Nigeria.

But you need to get the context of the report.

The report was not a comprehensive assessment of every city in the world. The selected cities were the biggest cities in each country where the largest population reside. One city per country.

The importance of such report is that it provides a representative sample of how effective government policies have been in terms of infrastructural development, economic balance of wealth, climate, crime control and general well-being.

What it means is that Lagos as a microcosm of the entire country shows that our government failed compared to other governments in Africa. Their policies failed. Very poor.

Off course they may not be absolutely correct but that won't mean Lagos should be the best city in Africa. We should be concerned Lagos made the list at all and not just that it's the worst as stated.

It would have not been any different if Lagos is the 5th worst.

Like I said in some of the metrics pollution is given much attention. For example One can say New York is worse than Amsterdam. Though New York beats Amsterdam in terms of infrastructure and all, but the level of pollution may carry far heavier sanctions that overwhelms the others.

I think the commercial capitals of countries was used.

Even at that, despite the level of exposure to infrastructural development, factors like environmental pollution can make Lagos worse than a city like Birnin Kebbi for example. Gradings most times give high precedence to conducive environment than even social amenities or presence of infrastructure like skyscrapers or bridges.

Your first accusation is incorrect. You know you twisted the narrative to suit your claim. He invested state funds in a business and the state reaped benefits from it. That is no crime, in fact he should be commended. Had Tinubu invested Lagos funds in his business, you would say he developed Lagos.

As for the Pandora papers, it was his family investment. The only issue here was that he kept it secret/hidden. But that can be forgiven. He didn't steal to make that investment.
