Whose internal affairs? Non-Yorubas pay taxes too and should be able to influence who will represent them and how those taxes are spent. Yoruba people also need to go down memory lane and remember whose (oil) money Lagos city was built with.

What that saying simple refers is that you don't tax people in a democracy, if they are ineligible for political representation (i.e the right to vote), it does not mean their chosen candidates MUST win any given election.
