One of the commonest causes of speech delay is when a child can't hear properly, so they don't know words. By age 2, they should have a vocabulary of at LEAST a 100 words (whether english or your native tongue)
Tongue tie can't limit someone to know many words. It can only affect them to speak properly.

Last I check, Cameroon reach the quarter final of the world cup with home based players in 1990 Cameroon had a good performance in 1982 as well with home based players only.

For the record, my immediate elder brother died in 1993, and we were attending same primary school then, fast forward to 2014, my headmistress back then has retired and have an apartment of her which she is giving out the on rent, my dead brother now living in my headmistress house and he told her he was her student at holy trinity primary school Ilesa and equally told the woman that his parent live beside the headmistress church. So o day the headmistress came to our house and challenging my mom she can’t even come to check his son and kids since and also I saw my headmistress as well and she confront me that my brother lives in her house and no one seen it fit to check on him and his wife; I was shocked cos my mom had always been telling me about it, even aside that the headmistress knows me and my brother very well when we were young cos I was a bit fat so she nicknamed me (OBE). If you don't want to go through adoption, then they may not let you take the child out of the country. This is in part to protect the child against child or human trafficking which is a very serious issue globally. If you were coming to Canada, I would have strongly suggest you to go on and finish the adoption process while you were still in Nigeria. Once you have moved to Canada, adopting that child would be much more difficult and more expensive given that you would have to satisfy both the Canadian and Nigerian legislations on adoption.
