The house passed the law, the state government has to gazette it before ministries and agencies can implement it. You can not walk into a ministry with a copy of the house of assembly resolutions and tell the commissioner to implement it, e no go work😁

Sim should use executive order to appoint his people as caretaker chairmen of the local governments in the state, let the other party take him to court and he will drag it up to Supreme Court, that should take a year, by then his structure on the ground would have been solidified.
