The President Muhammadu Buhari’s government under the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) disbursed N762,730,000 grants to 13,160 beneficiaries but could not produce the names and addresses of the people.


The 2018 government’s audit report, obtained by SaharaReporters, revealed that SMEDAN, which disbursed the grants, failed to document “the names of the micro enterprises, physical addresses, phone numbers, electronic mail and key contact persons.”

SaharaReporters learnt that the N762 million was disbursed under the Conditional Grant Scheme for Micro and Small Enterprises growth across the six geopolitical zones of the country.

SaharaReporters gathered that the benefiting states were Benue, Katsina, Gombe, Akwa Ibom, Ebonyi and Oyo.

The SMEDAN authorities in the audit report by the 2018 Auditor-General of the Federation’s Report of the Accounts of the Federation of Nigeria, had stated that 13,160 micro enterprises selected from the six pilot states benefitted from the grants.

The government’s audit report noted that SMEDAN, however, could not produce the names of enterprises it disbursed the monies to, while asking the Director-General to account for the N762 million grants and recover the same to the treasury of the Federal Government.

The audit report partly reads, “Unsubstantiated Payment of Conditional grant to micro enterprises – N762,730,000; the provision of Financial Regulation 603 states that, 'All vouchers shall contain full particulars of each service, such as dates, numbers, quantities, distances and rates, so as to enable them to be checked without reference to any other documents and will invariably be supported will relevant documents such as local purchase orders, invoices, special letters of authority, timesheets, etc.'


“We observed during the audit that, the sum of N762,730,000.00 was disbursed through various financial institutions to beneficiaries of Conditional Grant Scheme for Micro and Small Enterprises growth in the six geopolitical zones.

“However, vital information such as names of micro enterprises, physical addresses, phone numbers, email addresses and key contact persons was not made available for verification, in contravention of extant laws and regulations.


“This infraction was due to the failure of the Director-General to strictly comply with extant laws and regulations, especially as it relates to providing vital information and attaching key supporting documents to payment vouchers.


“The risk is that the agency may carry out expenditures without providing vital information and supporting documents thereby exposing the government to possibility of fraud and ultimately loss of funds.”

SaharaReporters was told that when the audit department contacted SMEDAN, it hurriedly provided only the list of beneficiaries in Akwa Ibom State, but “the attachment made for Akwa Ibom did not contain the amounts disbursed to each of the beneficiaries and their signatures showing completion of transaction. Their response therefore did not adequately address the audit issue raised.”


The report said further, “The Director General is required to provide full list of the beneficiaries containing their location in the six pilot states i.e. names, amount disbursed, contact addresses, phone numbers, email addresses and signatures showing evidence of collection of this fund to the Public Accounts Committee of the National Assembly and the Office of the Auditor-General for the Federation. Otherwise he should account for the sum of N762,730,000.00 supposedly disbursed to the financial institutions on behalf of the beneficiaries.”

The management of the Borno State College of Nursing and Midwifery has lifted the suspension on students who allegedly refused to welcome President Muhammadu Buhari when he visited the state on June 17.

SaharaReporters had reported how about 30 students of the institution were suspended for one week from June 21 to June 28 for failing to welcome the President.
They were also asked to report back to the college along with their parents or guardians.

“You are hereby suspended from the college for one week with effect from today 21st June, 2021 for disobedience of executive order to welcome the President of Nigeria, Muhammadu Buhari GCFR, GCON (on the 17th of June 2021),” a letter of suspension from the college to one of the students, read.

“You are expected to report back to college on the 28th of June 2021 along with your parent or guardian,” the letter issued to the affected students read.

A staff member of the institution confirmed to SaharaReporters on Friday that the students have been recalled.

“Thank you so much SaharaReporters; the issue has been resolved. A stakeholders' meeting was called and the suspension was cancelled.

“In fact, the governor (Babagana Zulum) was very angry because he wasn't aware of such thing. He called the provost and ordered him to recall the students,” the source said.


SaharaReporters had reported that there were fears ahead of the President's visit that he would be greeted by protesters or booed because of the insecurity in the state.

"It cost Zulum N350 million to mobilise the crowd they touted as Buhari's supporters," a source in Borno State government had told SaharaReporters.

"When President Buhari visited Lagos last week, they had to fly him over the city in a chopper because of a hostile crowd," another source had added.

Governor Zulum had earlier urged residents to show appreciation to President Buhari during his visit.

The governor in a statewide broadcast on Tuesday gave reasons why the people of the state should honour the President when he arrived in Maiduguri.

Borno is the epicentre of insurgency war in Nigeria.

The state has been at the end of incessant deadly attacks by terrorist groups–Boko Haram and the Islamic State West African Province (ISWAP), and many residents have grown frustrated with the Buhari government.

Ahead of his election in 2015, Buhari promised to defeat Boko Haram but six years into his government, that promise has not been fulfilled.

In February 2020, residents of the state booed the President as his convoy drove in and when it was leaving Maiduguri, Borno State, during a condolence visit.

The residents were heard shouting in Hausa: “Bama so, ka samu a kunya,” meaning: “We don’t want you, because you have disappointed us.”


Buhari, during his recent visit to Borno, however, said he was committed to serving Nigerians as a result of the love shown to him.

The Energy Commission of Nigeria, one of the key agencies under the Ministry of Power, has been embroiled in a contract inflation saga, involving transformers and streetlights.

The commission is being asked to account for N17 million which it earmarked as the cost of transformers and streetlights, according to a 2018 government’s audit report.
The report stated that the Energy commission inflated some of its capital projects such as, “supply and installation of transformers, Solar Street Lights, Solar Boreholes, and purchase of office stamps to the tune of N17,603,083.74.”

Also four of the capital projects the commission claimed to have embarked on were found to be either incomplete or poorly executed.

These include; the contract for the establishment of 152 solar streetlights in Dawakin Kudu/Warawa, Kano 1, Kano State at a contract sum of N100,190,891.20.

Two, the contract for the establishment of solar powered streetlights at Zaria Prison, Kaduna State, for the sum of N4,614,054.20.

The audit report reads, “Issue 1 – Inflation of contracts; Financial Regulations 3102 state that “(a) Any public officer who is alleged to be involved in the inflation of contract shall be allowed 5 days within which to respond to the audit query addressed to him.

“Where the query involves an Accounting Officer, he shall be reported to Mr. President. In the case of any other officer, he shall be surcharged appropriately and removed from the duty schedule, dismissed, and prosecuted. (b) Where the inflation of the contract involves the Tenders Board, all the members that approved the inflated contract shall be severally and collectively sanctioned.”

“Audit observed that, contracts on sampled capital projects such as, supply and installation of transformers, Solar Street Lights, Solar Boreholes, and purchase of office stamps were inflated to the tune of N17,603,083.74. The summary is as follows:

“One; inflation on Solar Streetlight, N14,340,092.85; two; Inflation on Solar Borehole, N2,334,828.14; three, inflation on transformer, N638,962.75 and Purchase of Office Stamp, N289,200.”

“Recommendations – The Director-General is required to recover the inflated contract amount of N17,603,083.74 and remit same to the CRF. Evidence of remittance should be forwarded to the Public Account Committee of the National Assembly, failing which sanction should apply.


“Issue Two; Poor execution of Capital Projects – N111,469,645.40; The provision of Financial Regulation 3105 states that, A public officer, on receipt of a query from the Auditor-General for a poor quality work carried out by a contractor, has 42 days to get the contractor to rectify the abnormalities or get refund for the amount over-paid as a result of the poor job. If the query remains unanswered after the time limit, the officer(s) that certified the job for payment shall be demoted in rank while the contractor blacklisted and reported to the Economic and Financial Crimes Commission for prosecution.

“Audit observed that four contracts amounting to N111,469,645.40 that were awarded by the Commission in the year 2017 were poorly executed by the contractors.”

The report added that the ECN Director General should justify the award of contracts totalling N111,469,645.40 to incompetent contractors, failing which sanctions should apply.”

An undergraduate student of the University of Lagos identified as Chidinma, has been arrested by the Lagos State Police Command for allegedly killing the Chief Executive Officer of Super TV, Usigo Ataga in the Lekki area of the state.

Chidinma was on Thursday, paraded at the police headquarters in Ikeja where she confessed that she committed the crime.

The state Commissioner of Police, Hakeem Odumosu, said Chidinma is an undergraduate of the University of Lagos, adding that she had confessed to committing the crime, Punch reports.

Also, the owner of the rented apartment where the tragic incident took place has been arrested.

Odumosu also said Ataga’s account had been blocked to prevent further withdrawals from it by those taking advantage of his untimely death to deplete the account.

Controversy had surrounded the death of the late Ataga since he was murdered.

Some online reports claimed that an alleged mistress stabbed him to death with multiple wounds found in several parts of his body after they lodged in a place in the Lekki area of Lagos.

It was also reported that a sum of N5 million was withdrawn from his bank account and his phones, debit cards and other valuables reportedly missing.

A 28-year-old suspected armed robber, Gbenga Kikiowo, has said that he chose to become an armed robber when he was seven-year-old to command international respect like some infamous notorious robbers in Nigeria.

Kikiowo made the confession after he was arrested and paraded by men of the Ondo State Police Command at the state police headquarters in Akure, the state capital.

According to him, he was caught by the policemen with one of his gang members, Tope Aladeloye, 25, on their way to buy bullets ahead of an operation within the Oke-Aro area of the state.

He disclosed that his motive was to be as popular as past notorious armed robbers in the country such as Ishola Oyenusi, Mufu Olosha Oko, Lawrence Anini and Shina Rambo, adding that he had performed robbery operations in Ghana, Daily Post reports.

The suspect began his robbery operation at his home town in Igbara-Oke, headquarters of the Ifedore Local Government Area of the state at a tender age, and revealed that he had been jailed three times as he blamed spiritual attacks for his engagement in social vices.

“I called my partner who normally goes with me for operations. I informed him that I had a gun with me but there was no bullet. So he told me to bring the gun down to Akure from Ife which I did. It was on our way to buy the cartridge that we were arrested by the Scorpion Squad of the police.

“Honestly, I don’t have any genuine reason for what led me to crime because I was born into a very rich family. I suddenly started stealing from my parents. They believed in traditional custom and that’s what they practise, so the more they use spiritual solutions for me to stop my criminal act, the more I steal.


“I even went to Ghana to rob. After a while, I brought my squad to Nigeria and we were arrested during an operation in 2015 and remanded in the Olokuta prison.

“My father’s name is Kikiowo Ayodele. He’s a very popular man in Igbara-Oke axis and married six wives with 24 children. He’s a well known retired soldier and also a farmer. He is rich in his own capability, not educated but believes in his rugged life and farming.

“My last hope was the gun I was caught with because I had made up my mind to quit local crime for big ones, like going internationally. That’s why I took the risk to look for a gun. I wanted to become an international armed robber like Mufu Olosha Oko and Oyenusi because I wanted my name to reign. I believed that it’s through crime that it could reign,” he said.

Kikiowo boasted that if not for the gun, there was no way the police would have arrested him, stressing that he believed more in using intelligence to operate.

He also said he did not engage in searching for money when he went to steal from his victims, adding that he knew where exactly the money was.

“Through intelligence you can operate and do all things and you will achieve it. Let me tell you, I don’t look for money when I enter your room. I smell money,” he said.

The state Commissioner of Police, Bolaji Salami, said on May 24, 2021, the command received from a reliable source information about the move of a gang of armed robbers to carry out a robbery operation in Akure metropolis.

The police boss said on receipt of the information, detectives swung into action and in the process, one Kikiowo and Aladeloye were arrested at Oke-Aro, Akure.

“The suspects also confessed to have been involved in other robbery operations within and around Ondo State. Items recovered are one pump action gun,” he said.

Salami added that Kikiowo and other paraded suspects will be charged to court soon.

Beggars in Ibadan have reportedly returned to Mokola roundabout and other places where they initially occupied in the city before they were relocated by the Oyo State Government.

Many of the beggars were seen sitting down while some of their children were playing at Mokola roundabout a few days after the state government moved them to a special facility.

The beggars' spokesperson, Sagire Yusuf told Vanguard News that his people did not reject the state government's offer to take them off the streets to a special facility.

He, however, lamented that it restricted their freedom.

“My people are complaining that their freedom is restricted. Why some people have not gone is because they are blind and they need assistance before they can go there. But, they promised to go there tomorrow.

“As for those people you saw at Mokola, that’s where they live. People know them there. That’s where they get money. That doesn’t mean they don’t want to go. The state government has done well for us by providing necessary facilities,” he said.

It was learnt that the beggars are worried that they may starve when the state government stops providing food for them.

But at major streets and junctions where they had stayed for years, some churches often go there with food for beggars.

And that is beside the alms they get from passersby.

SaharaReporters earlier reported that Oyo State Government had commenced the evacuation of beggars from some parts of Ibadan, the state capital, to a resettlement facility.

According to the government, the evacuation of the beggars from the Jemibewon area to a resettlement facility in Akinyele started on Tuesday, June 15, 2021.

Beggars, over the years, had been living around shanties on Jemibewon Road in the Sabo area of Ibadan, which is a Hausa/Fulani settlement in the city.

The government, however, recently said it had commenced evacuation of the beggars to the newly built Akinyele Resettlement Centre.

At least 30 students have been suspended by the management of the Borno State College of Nursing and Midwifery for refusing to welcome President Muhammadu Buhari when he visited the state on June 17.

A letter of suspension from the college to one of the students obtained by SaharaReporters showed that they were suspended for one week from June 21 to June 28 over the action.

The letter reads, “You are hereby suspended from the college for one week with effect from today 21st June 2021 for disobedience of executive order to welcome the President of Nigeria, Muhammadu Buhari GCFR, GCON (on the 17th of June 2021).

“You are expected to report back to college on the 28th of June 2021 along with your parent or guardian.”

Speaking to SaharaReporters, a staff member of the school said about 30 students were affected.

“Thirty of the students were suspended, not one. I don’t know when it now became compulsory to go and greet the President in the sun. Even we staff members were forced to go and welcome him,” he said.


SaharaReporters had on June 17 reported that the state governor, Babagana Zulum, paid N350 million to mobilise the crowd for the visit of Buhari to the state.

It had been exposed that the governor considered the spending necessary to ensure that the Nigerian leader was not booed during his official visit to the state on Thursday.

Hunger Forces Children To Feed On Grass As Mum Looks On In Katsina Community

An increasing rate of poverty amongst the locals of Mabai village in Katsina State has become alarming as unidentified children were seen feeding on raw grass in one of the farms in the village.

The incident occurred in Mabai village in the Kankara Local Government Area of Katsina State.

The children could be seen in a video feeding on raw grass as a result of hunger.

The children are one of the many displaced individuals seeking refuge in Mabai village due to the recent increase in banditry in the state.


A source noted that the business of the parents of the children was affected by the activities of bandits hence the children resulted in eating grass to suppress their hunger.

A source told SaharaReporters that residents, including community leaders in about 16 communities had started relocating to Mabai village for protection from bandits.

He said Mabai village is considered to have a very strong and heavily armed vigilante group that prevents bandits from penetrating it.

He added that bandits have continued to terrorise the people as many people are being kidnapped, raped, and killed daily in the state.

He explained that daily attacks from bandits across the state have caused people to flee their homeland and seek refuge at Mabai village.

Adamu is down with a kidney problem in Germany, while others said the 67-year-old minister from Bauchi State has cancer.

The Minister of Education, Adamu Adamu, is currently battling an undisclosed ailment in Germany and has been away from the country for months.

SaharaReporters learnt that the key ministry has lacked adequate coordination as the Minister of State for Education, Chukwuemeka Nwajiuba, and the Permanent Secretary, Sonny Echono, now take all critical decisions.


Some top sources at the ministry said Adamu is down with a kidney problem in Germany, while others said the 67-year-old minister from Bauchi State has cancer.

“He has been away from Nigeria for many months, undergoing treatment. I cannot recall when last I set my eyes on him in the ministry but certainly not this year,” a top source stated.

Checks by SaharaReporters confirmed that Adamu has not been on any official duty for most parts of the year.

On May 27, the Federal Ministry of Education inaugurated a “Safe to School, Be Seen, Be Safe” initiative to ensure the children’s safety in and out of school.

Adamu was represented at the occasion by the Minister of State for Education, Chukwuemeka Nwajiuba.

On June 15, the Federal Ministry of Education established the National Research and Development Foundation Draft Executive Bill Committee, with a call on members to propose legislation that will ensure robust knowledge.

Adamu was represented by the Permanent Secretary, Echono.

On June 20, Adamu was said to have approved the takeoff of the Federal Polytechnic, Orogun, Delta State, to commence academic activities in September 2022.

Adamu was again represented by the Permanent Secretary in the ministry, Echono.

SaharaReporters learnt that Adamu, being a close ally to President Muhammadu Buhari, may continue his tenure from the sickbed even as critical educational policies, directions and interventions are lacking in the country due to the absence of quality leadership.

SaharaReporters had on September 7, 2020, reported that Adamu was in a hospital in Berlin, Germany, but it is not clear whether he is at the same hospital presently.
