He doesn't have the power unless the Constitution is amended. To be fair to him he did in 2020, signed an Executive Order granting LG/Judiciary and legislative autonomy but the 36 Governors went to Court and the Supreme Court reversed it.

The State Governors have also told their Speakers toys not to touch the Constitutional Amendment until State Policing is added and the Autonomy removed.
