While I agree with you that degrees gotten from some Western countries have high values, it must be pointed out that not all foreign degrees are worth all the accolades, and not all Nigerian universities produce "mediocre " graduates.

If you ever studied in a typical Nigerian federal university, you'll agree with me that many of our universities are actually doing well in terms of producing quality graduates. Don't forget that it is still many Nigerian graduates that go out there and outperform their peers from other countries at postgraduate schools in those foreign universities.

You’re right but Nigeria is doomed. I know a guy who, after gaining his PhD, lectured for 10 years in UK unis, and the desire to return home made him apply to UNILAG as a lecturer. This was in 2011. To this day, he got no reply. He relocated from UK to the USA where he continues lecturing. This is a guy with two PhDs one in legal philosophy from LSE and the second in jurisprudence from Birmingham.
