Oil Sector Reforms: PMB May Scrap Some Govt Agencies

There are indications that some agencies under the Nigerian National Petroleum Corporation (NNPC) may be scrapped as part of the reforms being initiated by President Muhammadu Buhari.
The president hinted this yesterday when he listed the removal of bureaucratic bottlenecks created by multiple government agencies as one of the reforms to be undertaken by his administration.
According to him, such bottlenecks currently impede the operations of companies in the oil and gas sector.
Buhari spoke at separate meetings with delegations from Exxon- Mobil and the Nigeria Liquefied Natural Gas Company (NLNG) at the presidential villa, Abuja.
Managing director of NLNG, Mr. Babs Omotowa, had earlier sought the president’s intervention in reducing the number of government agencies around the plant which, he said, had undermined the firm’s global competitiveness.
In his reply, Buhari told the delegations that his administration would undertake appropriate reforms and implement fresh policies to boost national income from oil and gas production.

He added that his government would also give priority attention to the security of oil and gas installations as well as maritime security in a bid to boost national earnings from the sector.
“It is the responsibility of the federal government to secure the environment. The vandalism of oil installations and pipelines, piracy, oil theft and the fall in the international price of oil have made our economic situation very disturbing.
“This government will do all within its powers to secure the environment and encourage more investments in the oil sector,” he said.
Buhari further noted that that his administration would ensure that Nigeria’s oil and gas industry quickly becomes more globally competitive, even as he assured the NLNG delegation of his administration’s full support to plans to expand the total production capacity of the company.
The president, however, lamented that political squabbles and interference in the past had prevented the NLNG from attaining its full potential.
“Today, we are celebrating six trains. It could have been 12 trains if all had gone according to plan,” Buhari said.
The MD of NLNG, Omotowa, had also sought the president’s support for Train 7 of the NLNG, which, he said, would create additional 18,000 construction jobs and an additional $3billion dividend to government when operational.
The Exxon-Mobil delegation was led by its managing director, Mr. Nolan O’Neal, while NNPC group managing director, Dr Joseph Dawha, was part of the NLNG delegation.

The reality is that in the short term (i.e. before our refineries, pipelines, depots and pumping stations will be ready) the only way out AFAIK, is for the government to intensify the competition in the downstream sector through NNPC. i.e. for NNPC to be heavily involved (much more than they are now) in the importation, transportation and distribution of refined petroleum products. Let one in every four filling stations be NNPC's and more importantly, let there always be fuel in those NNPC filling stations. That will force the independent marketers to sell at a reasonable price comparable to NNPC's or lose customers to them.

The easiest way out of these seasonal fuel crises that we face would have been if we were refining our own fuel locally. Instead, we depend largely on fuel refined and imported from overseas. Our new President, Gen. Buhari will certainly face a difficult task in this area if he assumes office. Here are five obstacles that will hinder him in the attempt to stop fuel importation. If the government can sumount them then fine. At least we will make a headway. Here we go:

1. Our refineries are not yet ready. With a refining capacity of over 450,000bpd that cannot even meet our domestic needs and operating at less than 30% mostly due to machine failure, our refineries are just not ready for the task ahead.

2. Government generates revenue from the process. Am talking about the VAT and other charges levied on imported petroleum products. If we stop importing fuel today, there will be a significant drop in government revenue, and if other sources of government revenue remains constant, our budget deficit will rise, debt profile will rise and the future sufferings of Nigerians will rise. Can you accept that?

3. Significant investments have been made into providing facilities for fuel importation. Am talking about the facilities for transporting fuel to Nigeria, those for moving the products from the vessels into storage facilities, those for administration, etc. People invested money into them. Do you think they will be smiling when an attempt is make to cut off their source of income?

4. Fraudulent oil marketers are benefiting from the process. Those who falsify/doctor their documents just to overcharge the government for subsidy, those who cause unnecessary delays in offloading petroleum products just so it can incure demurage, etc. All of them will come together to frustrate any attempt to stop fuel importation just as generator sellers are doing to our electricity generation companies. If you still don't understand, go and read the PwC report.

5. Risk of unemployment. All those people directly or indirectly employed as a result of the fuel importation business will face the risk of losing their jobs. They are among those praying that we should continue to import fuel.

I take points 1 and 3. Point 1 (Our refineries are not yet ready - so also the depots, pipelines and pumping stations) is the main reason for now and point 3 is a sacrifice we are going to have to make.

As for point 2 (Government generates revenue from the process), I say: Is it not the same revenue (and more) that the government is giving back to the importers in the name of subsidy?

Point 4 (Fraudulent oil marketers are benefiting from the process) You mean they will try and sabotage the process. Alright, they should go ahead. They should however be ready to face the full force of our collective will as a nation. It is time to start putting criminals where they belong.

Point 5 (Risk of unemployment) Those jobs will be more than compensated for by the jobs that will be created when we build our own refineries, depots, pipelines and pumping stations. Just imagine for instance the number of NSCDC personnel that will be employed to protect over 10,000 kilometres of pipelines and a couple hundred pumping stations, more so since saboteurs will be lurking around because they are benefiting from importation.

@JohnSnow maka why? Why must you be the bearer of the news that it's going to be a very cold winter? In any case, assuming proportionality, hence a 30% cut in GT intake. So the original 66% chance for each hopeful (as estimated on this thread a long time ago) drops to about 46%. No wahala.

I mean, how does one figure that an army general, a former head of state and former oil minister (which is the most significant of all in this respect because you have to be worthy of it intellectually before you are appointed, the others you could get to by simply rising through the ranks), how does one figure that such a person is an illiterate? I noticed the western media never tackled him on that in all the interviews then because they know it for what it is: a very silly and daft propaganda.

3. buhari most get at least 1/3 the total vote in a state in 2/3 of the total number of state.




If buhari does not have 1/3 of the total vote cast in a state in 2/3 of the state Jonathan won, the result will be cancelled. And a run off would be call

So show me, the final result.

You have to look at the state Jonathan won, and see, if number 2 happen, this is the most important part, in nigeria election. except if they have change the law. but if the law is still the same.. you a person most have all this to be declare winner.

In the case of awolowo vs Shagari.

Awolowo won 5 state(ogun, ondo, lagos, oyo, bendle),
azikiwe won 4 state( anambra, imo, cross rivers, rivers),
waziri won 2 state borno and gongola.
Aminu kano won kano state.

When you add 5 + 4 + 2 + 1= 12 state.. of 19 state.

Shagari won just 7 states.. it is not required by law to win 2/3 of the state, but more of 1/3 of the total vote in 2/3 of the total states. And 1/3 of 2/3 of your closest rival state won.

This is why Orubabe may have been fighting jega.


To explain this following requirement

1. win by a simple majority .
2. Buhari most get 1/3 of the total vote in a state of 2/3 Jonathan state won ( the argument of Awolowo/Akinjide/Shagari case)
3. buhari most get at least 1/3 the total vote in a state in 2/3 of the total number of state.


2. If Jonathan won 12 states.. Nigeria law requires buhari to get 1/3 of the total vote cast 8 states of those state Jonathan won.

If Jonathan won Benue, Imo, and rivers state.. Buhari is required by law to get 1/3 of the total vote cast in 2 of this state.. May be imo or rivers or benue and imo.



3. This law means buhari most get 1/3 of the total vote cast in 2/3 of the total state cast. meaning if there are 12 state in Nigeria.. buhari most get 1/3 of the total vote cast in 8 states of Nigeria.

Only 1 and 3 did buhari meet. So you dont have to congratulate anyone yet. There may be a run off of the election. if a court case is heard.[/s][/size][/b]
