constituted a high-powered delegation headed by
the Senate President, Senator David Mark to

At least two of the 25 students of Ogba Junior
Grammar School hospitalised last Thursday for
inhaling poisonous fumes from a photo laboratory
close to their school are said to be battling for life at
the emergency ward of Lagos State University
Teaching Hospital, LASUTH, Ikeja. According to reliable hospital sources, the students
— Gbolahan Lawal and another, a female — are
however said to be under close watch by doctors
who believe they have good chances of recovering. Gbolahan’s mother, Mrs. Isiwatu Lawal, who spoke
to Vanguard said: “It was one of his friends who
told me what happened in their school while I was
waiting for him to return. This is because he wasn’t
sick before leaving home. “When I inquired from his friends, they said the
chemical released by a photo laboratory behind
their school affected all the pupils including him.
While some of the pupils affected were rolling,
clutching their stomach and screaming, he didn’t. “So on his way home, he slumped on Ogba Road. It
was bystanders who came to his rescue. They took
him to a hospital where first aid was administered
on him, before he was transferred to LASUTH,
Ikeja.” She noted that her son complained of chest pain
earlier and began vomiting the following day. “At
present, he is about receiving another drip. But the
doctors have assured us that he will be stable in
few hours. She stated that Gbolahan was the only male among
the five students critically affected by the chemical,
adding, “he is the only one in his ward. I don’t
know where others are.” Meantime, Lagos State Commissioner for Health, Dr.
Jide Idris has said that there have not been any
new cases of confirmed cholera in the state aside
the three earlier confirmed cases reported since the
detection of the epidemic prone disease.
Idris who disclosed this, weekend, while speaking on efforts to curb the spread of the disease, noted
that not all diarrheoa cases were cholera, stressing
that various organs of government had been
working assiduously since the detection of the
disease in some parts of the state to contain the
spread. According to him: “Following the notice alerting the
public to the cases of cholera in some parts of the
state, various organs of the government like the
Ministry of Health, Information and Strategy,
Environment, Water Corporation, Waste Water
Management Office, Rural Development and Water Regulatory Agency have risen to the occasion, and
have been working tirelessly to contain the spread.

Mourinho could be set to ring the changes after
launching a scathing attack on his players
following their shock 2-0 defeat at Newcastle
United. The Chelsea manager left his squad in little doubt

NON Teaching staff in tertiary institutions in Nigeria,
have advised the Federal Government to ignore the
Memorandum of Understanding it entered into with
the striking lecturers on the aegis of Academic Staff
Union of Universities, ASUU, saying its implementation would lead to another round of
crisis. The Non Teaching Staff comprising Non-Academic
Staff Union of Education and Associated
Institutions, NASU, National Association of
Academic Technologists, NAAT, and Senior Staff
Association of Nigerian Universities,SSANU rather
advised government to implement the 2009 agreements it entered with the unions in tertiary
institutions. In a statement signed by Samson Ugwoke,
President of SSANU and spokesperson of NAAT,
SSANU and NASU tited, ‘Our stand on the on-going
ASUU strike’, the unions sympathised with ASUU but
noted that the MoU was not in the best interest of

Trenchard Hall of the University of Ibadan on

sister union, ASUU over their long drawn struggle

of all the university-based unions (NAAT, SSANU,
NASU and ASUU). The three Non-Teaching Staff
Unions of NAAT, SSANU and NASU are opposed to
any extraneous demands by either ASUU or any group in the university which are prejudicial to the
welfare of our members. ”Our stand is that government should jettison the
so called ASUU’s Memorandum of Understanding
(MOU) and concentrate on full implementation of
the 2009 FGN/Unions agreements which border on
staff conditions of service and welfare, and
increased funding to universities. ”The MOU being referred to by ASUU is for their
selfish end and it is bound to generate more crises
in the university sub-sector. The Non-Teaching Staff Unions in the universities
will stoutly resist any attemp t to ‘sell’ the
universities to ASUU. ”All university based unions signed agreements in
2009 with the government, it is therefore advised
that all contentious issues in all the agreements be
settled holistically to avoid a ‘relay race’ in strike
actions in the universities. ”The implementation of any union’s MOU should
not come in between the period of implementation
of signed agreements rather, such items in the MOU
should wait to be re-negotiated in another

Twenty five students of Ogba Junior Secondary
School went into coma on Thursday in Lagos
after inhaling a chemical waste allegedly
discharged into drainage by Bizcircuit Photo
Laboratory situated in Ogba Shopping Plaza,
Lagos. The incident occurred at about 12.40pm while
the students were still in their classes shortly
before the close of school for the day. The situation led to panic from the school
authority and some parents that raced to the
scene. Officials of the various state emergency
management agencies arrived the scene and
rushed the unconscious victims to Blue Cross
Hospital and Lagos University Teaching
Hospital, LASUTH. Head of Logistic, Lagos State Emergency
Management Agency (LASEMA) Mr. Femi Giwa
told journalists at the scene that of the 25
victims four were in critical condition and
presently responding to treatment. He said a distress call was received and the
officials responded immediately to save the
situation. Giwa said on arriving the scene, the team
conducted a general assessment and
discovered that certain liquid chemicals with
offensive and choking odour was stored and
used for production in the photo lab on the first
floor of the shopping complex. He said the offensive odour permeated the
environment, which could have led to the
unfortunate incident. He said the government sealed off the premises
and arrested three of the staff of the photo
studio. He however assured that proper investigation
would be conducted to ascertain the chemical
analysis and its effect on the environment. The State Director of Fire and Safety Services,
Mr. Rasaq Fadipe, said officials assisted the
rescue operations to avoid the spread of

Nigeria’s army said Friday it
had killed 74 suspected Boko Haram fighters in a
raid in northeastern Borno state, as gunmen from
the Islamist group battled security forces in a
neighbouring area. The army, which is battling to crush a four-year
Islamist uprising in Nigeria, said it deployed bombs
and ground troops to destroy insurgent camps in
Borno on Thursday. Army spokesman Mohammed Dole said that “74
suspected militants” were killed in the assault
outside the Borno capital Maiduguri, where Boko
Haram was founded more than a decade ago. The operation followed an assault Monday on Boko
Haram camps in another part of Borno, which the
military said left 37 Islamists dead. In a separate outbreak of violence, suspected
Islamist fighters stormed the city of Damaturu in
coordinated raids on Thursday, burning at least
four police buildings, said a senior police officer
who requested anonymity. The officer said there were casualties from the
attack, which will be seen as a setback in the
campaign to end the insurgency. The military had claimed an offensive launched
more than four months ago had put Boko Haram
on the defensive and left it incapable of attacking
major urban centres like Damaturu. Figures released earlier this year said the conflict
had cost more than 3,600 lives, including killings
by the security forces. The current toll is certainly
much higher. Damaturu is the capital of Yobe state, another area
repeatedly targeted by Boko Haram in an
insurgency aimed at creating an Islamic state in
Nigeria’s mainly Muslim north. “They invaded the city in large numbers in vehicles
and on foot from different directions,” the officer
said. They then opened fire “on police facilities with guns
and explosives and engaged soldiers and
policemen in a fierce gunfire exchange that
continued deep into the night,” he added. The officer said the insurgents torched the area
police command and at least three other police
facilities. “There are indeed casualties, including a number of
the insurgents, but it is difficult to say how many
they are”, he said. A resident, Haruna Sadi, said the attacks started
around 5:00 pm (1600 GMT) and continued late
into the night, forcing residents to stay indoors. “We didn’t sleep last night due to fright and the
deafening gun sounds and explosions coming
from all over the city,” Sadi said. “Everybody is still indoors because of a radio
announcement of a 24-hour curfew by the
military,” he added. Boko Haram, thought to be a fragmented group,
with a murky leadership structure, has attacked
churches, mosques, the security forces and schools
across northern and central Nigeria, Africa’s most
populous country and top oil producer. The Islamists have killed hundreds of people across
the northeast since late June, including scores of
students. Last month, President Goodluck Jonathan ordered
the country’s top military leaders to redouble their
efforts following a spate of brutal attacks on
civilians. Jonathan imposed a state of emergency across the
northeast in mid-May when the offensive was

The President, National Association of
Resident Doctors (NARD), Dr Jibril Abdullahi, said on
Friday the nationwide strike by the association was
suspended in the public interest. Abdullahi said this in an interview with Journalists
in Abuja on Friday. The association suspended its more than three-
week long strike, which started on Oct. 1, after its
National Executive Council meeting in Abuja on
Thursday. He said that a Memorandum of Understanding
(MoU) on the suspension of the strike was signed at
the meeting between the leadership of the
association and representatives of the Federal
Government and labour. “Our last discussion was on Monday Oct. 21; that
was exactly three weeks after the start of the strike. “The government made some concessions,
although they did not meet the target of our
members. “We felt in the interest of what is happening in the
country, namely: the outbreak of cholera in Lagos
and Gusau; the outbreak of Lassa fever in
Abakaliki, it was high time we soft-pedaled and
allowed dialogue to continue, hoping that the
government will play its own role in ensuring our agreement is implemented. “The President and Commander-In-Chief has
already mandated the Minister of Health and
Minister of Finance to work together in resolving
this impasse. “We felt the commitment of the President is good
enough for us to tell our members in the interest of
the country, the health of our people, we should
soft pedal and resume our duties.“ Abdullahi said that the Federal Government
constituted a task force to ensure the immediate
payment of the funds released for the settlement of
salary arrears owed its members in 15 hospitals
across the country. He added that an inter-ministerial committee on
residency training would also be constituted to
work toward a comprehensive residency training
framework for the country. Abdullahi called on patriotic Nigerians to take up
the issue of residency training as a matter of
national discourse which would help in
transforming the health sector collectively. He said: “Residency training is not only in our
interest but first of all in the interest of the whole
nation. “So, we can ensure our country attains the level of
expertise whereby we will end this waste of
foreign exchange in the pursuit of medical tourism
abroad.’’ The association went on strike over the non-
payment of salary arrears of some doctors for over
four months under the Integrated Personnel and
Payroll Information System (IPPIS) arrangement. Other issues were the training and retraining of
resident doctors and the implementation of the
Consolidated Medical Salary Structure (CONMESS) at

universities should be agents of change. The president declared as intolerable a situation
whereby a large number of graduates produced by
universities lack relevant skills due to poor training. “University teachers must re-orient themselves and
avoid distractions at work occasioned by
unnecessary strikes which remain the bane of our
educational system with its attendant
consequences,’’ he said. He called on the Academic Staff Union of Universities
(ASUU) to call off its strike and allow reason to
prevail in the interest of the country and the
students. The president said that government would
continue to address the challenges facing the
country’s university system. “The Federal Government is leaving no stone
unturned in the quest to transform Nigerian
universities to make them globally competitive. “With 129 universities and several other higher
institutions, the country has no reason to lag
behind in the quest for technological
development,’’ he added. Jonathan also advised universities to mobilise
funds by commercialising their expertise and
research efforts to supplement government grants. He said the problem of funding should be tackled
from all fronts while all stakeholders must be
involved in cost-sharing for the country to have
standard universities. The president said his government had increased
the budget for education progressively from
N234.8 billion in 2010 to N426.5 billion in 2013,
with N55.4 billion allocated to the university
subsector alone. “Barely a month ago, the Federal Government
released the sum of N130 billion to universities for
infrastructure development and payment of earned
allowances to staff,’’ he said. He congratulated the institution’s vice chancellor,
Prof. Abdulganiyu Ambali, the senate, management
and staff as well as students of the university. The president said the knowledge and skills the
graduating students had acquired would guide
them in their various endeavours and service to the
nation. Earlier, Ambali had congratulated the graduating
students on the feats recorded and charged them
to work hard so that they would stand out from the
crowd. “It has been observed that hard work does not kill,
therefore, be focused on your dream. If you work
hard, things will work well for you and Nigeria,’’ he
added. Ambali, in his address entitled, “Winners you are,”
urged the graduating students to be good
ambassadors of their parents and their alma mater. “You should be reminded that University of Ilorin
stands for standard, excellence, probity and
integrity and that is what we expect you to preach
when you get to the field. “Let these values continue to guide you as you
seek your place in the world, winners, they say
don’t quit and quitters don’t win. “Winners you are! Continue to work hard and you

The Economic and Financial Crimes Commission
on Wednesday insisted that former Ekiti State
governor, Ayodele Fayose, has a case to
answer in respect of N1.2 billion poultry project
fund allegedly mismanaged during his tenure
as governor. The case had come up before Justice Adamu
Hobon presided Federal High Court in Ado-Ekiti,
the state capital. Opposing an application by Fayose’s counsel,
Mr. Owoseni Ajayi, which sought to quash the
charges against the former governor, Mr.
Adebisi Adeyemi, who represented the EFCC
said in a counter-affidavit that the anti-graft
agency had “established a prima facie case against Fayose. Adebisi insisted that Fayose’s application was
“entirely lacking in merit and a ploy to frustrate
the case and waste the court’s precious time as
necessary facts have been established against
him.” EFCC prayed the court to dismiss the
application, saying “we have established a
prima facie case against Fayose and there is

Patients at the Lagos University Teaching
Hospital (LUTH), Idi-Araba, Lagos, are counting their
ordeals as resident doctors’ indefinite strike enters
the fourth week. Reporters who visited the hospital on Wednesday
reports that only few consultants were seen
attending to many patients. The National Association of Resident Doctors
(NARD) had on Oct.1 directed its members
nationwide to embark on an indefinite strike. The NARD President, Dr Jibril Abdullahi, said that the
strike was to protest poor funding of residency
training. The other categories of health workers –
consultants, nurses, pharmacists, laboratory
technicians and cleaners – were seen attending to
patients. One of the patients, Mrs Dolapo Afolabi, told NAN
that the strike was taking worsening the conditions
of patients. She regretted that strike by health workers had
become incessant. Afolabi urged that strike by health workers should
be avoided in the interest of patients. “Strike is taking place too often in our hospitals; this
is very dangerous because people’s lives are
involved,’’ she said. Another patient, Alhaji Ibrahim Amodu, told NAN
that he came from Ikorodu to keep an appointment
with a specialist. Amodu appealed to the striking doctors and the
Federal Government to reach an agreement. Miss Nkiruka Eloho said that she was used to the
services of the teaching hospital because they
were cheap. Eloho regretted that she had been unable to see
her doctor since last week because of long queues
of patients waiting for few consultants. “I came here very early this morning but yet to see
a doctor. Consultants are attending to those with
critical conditions. “It is likely that I will not see a doctor today again. “I do not like to visit private hospitals where I may
not get a specialist. Also, their services are
expensive. ”The strike is depriving us access to doctors to look
after our health,” she said. Mr Femi Samuel told NAN: “I spent the whole
Tuesday without seeing a doctor because only few
senior doctors were working. “I decided to come early today, hoping that I would
see a doctor to attend to me in time, but it is still the
same story.” The President of the LUTH chapter of NARD, Dr
Emeka Ugwu, said that the strike was still on. “During the emergency NEC meeting of NARD held
on Oct.7, members were dissatisfied with the
Federal Government’s position on our demands. “As a result, we have to continue with the
