Let's assume for a minute that such an "appropriate authority" exists, how long do you think they will take to respond and get there, when the police can do the job within a few minutes? Onions lying on the highway can cause an accident, and the earlier they are removed, the better. Police duty is to safeguard lives and properties, and I believe they did just that by picking the onions.

This is Nigeria, where things work in very wierd ways. Actually, asking price for most real estate here is not justifiable. All it takes is for a few people with deep pockets to raise one or two structures in a certain location, and BOOM!, you see land owners tagging ridiculous prices to plots around there.

I believe the reason for this anomaly is the wide disparity in income distribution. Very few middle class. So, its either land in certain locations are very cheap, or very expensive.
