From my own, if they want to reform the police. The least requirement into the force should be at HND, no OND no SSCE.

When govt finish recruiting the required number of candidates and sent them for a long time training. When they are back, after like two weeks of real time training... The govt should convert all the police officers from rank of CP down to the least rank to civil defence, road safety and maybe aviation security officers(instead of disengaging them)
Then after like a year or two, when the new recruit are familiar with the police structure, all the remaining senior officers should be dismissed.

Not to forget that the staff of police service commission and ministry of police affairs need to all be reformed cos all of them play part in the corrupt system of the police.

Even if you manage to win the court cases and political traps that will follow this, you will only end up sabotaging yourself as the workforce you will be doing away with will not go down without trying to fight back with everything they've got.

I would instead advise that you employ law enforcement expatriates, who have served in leading positions in the law enforcement agencies of their countries of origin, with emphasis on internal affairs, then you start building up a new law enforcement agency with them but by bit, a few hundred recruits per year while also reducing the number the NPF recruits per year, significantly less than the number that will be retiring from the NPF per year. The short term mandate of the new law enforcement agency will be to investigate and prosecute crimes within the NPF, basically serving as internal affairs department for the NPF but outside of the NPF, the long term goal will be to replace the NPF in totality, it will take a long time but will cause less problems.
And as the new law enforcement agency grows, they start getting involved in special operations and using the NPF manpower as muscles where needed, as they get more and more powerful and get more prestige, even high ranking officers in the NPF will be willing to cross over, the good ones among them can be scouted and then poached further reducing the manpower strength of the NPF.
Even with this, the NPF will still come at you with everything they've got, bringing up several laws and acts that prevent any other agency from investigating them and all, they will fight you with the judiciary and the legislature. You can only achieve this if the other two arms are in support and are carried along. The legislature might be easy to get on your side, but the judiciary is of the same feathers as the police force.

When you state that the mind of the average Nigerian is warped are you implying that the minds of people in other nations isn't warped?

I ask only because I find these sorts of labeling statements unintelligible? I just don't understand them.

Do you for instance believe that the average individual from nations considered top of Honesty League wouldn't take advantage of any disorganised institution where holes exists to further themselves or relatives ?

Why are there police forces in every nation, why is there a police force at the Vatican City?

What's the point of receipts in London, New York or Amsterdam?

Why is it that uppermost in the minds of the Chinese and Western nations in consideration of quantum computing is essentially password security? inscription and such

When you go to many other countries, you see Nigerians committing crimes and trying to game the system. It's not like there are no criminals or people trying to cut corners from these countries too, the difference is that it is a deviation from the norm in those societies while it is the norm in our own society. You are more likely to be seen as a stupid or foolish fellow rather than an honest person by an average Nigerian when you decide to be honest and just in certain circumstances. No perfect system exists anywhere in the world, it is the people who keep on putting efforts.

You are more likely to see Nigerians committing crimes in other countries than seeing natives of those countries committing crimes in Nigeria.

Easier said than done...

Same could be said for the president failing in his responsibilities. It is easier said than done but should be done nonetheless.

It's amazing seeing the media now coming to their senses when things have fallen apart in the southeast. When it started, it was all about Buhari being divisive and being an ethnic bigot, they cheered the criminals on, gave them voices and publicity, the moderate among them refused to condemn the madness all in the name of "speaking truth to power" and opposition to bad governance. Now that the result is here they are trying hard to dissociate themselves.

The insecurity issues Nigeria faces today is due to decay in security architecture for a very long time, it made the central government week, the effect started showing with the Niger-delta militants, other hyenas sensed the weekness and started attacking, the bokoharam insurgency last this long is part of the reasons why we are starting to see a new insurgency in the northwest and Southeast. It will get worse before it gets better but with sustained efforts, everything will soon be history. We started getting it wrong when we didn't finance the military for several years, allowing well trained mobile police officers to serve as bodyguards to rich and powerful people. The mopol of the early 2000s would have comfortably dealt with many of the crisis we have today, but they've been reduced to bodyguards. Today, the police force doesn't have any plan of taking over from the military in the places the military has managed to stabilize so the military can be free to move to other Hotspots which has led to the military being tied down in many places. Many settlements in Southern Borno, adamawa and yobe states shouldn't even have military garrisons by now so the military can focus on northern Borno and the lake Chad Islands, we've even seen civil militias being more effective than the police force.

No amount of weapons bought for the military will stop terrorists/criminals from attacking soft targets, only effective policing will stop that. The police force need to be in the rural areas too, not only in the cities and towns.
In many occasions, we've seen reports of terrorists hoisting flags in settlements in other parts of Northern Nigeria other than the northwest, these are done by very weak groups and individuals and only possible because there is no one to stop them.
If we are not careful, twenty years time the military will still be in supercamps in the northeast(I'm not even sure they have a time line of operation). The military needs to rest and rebuild, they need time to reflect and learn from the war of the northeast to better prepare them for another potential insurgency.

Virtually no one even focus on weapons procurement for the police, they recently got a share from the northeast extra budgetary allocation given to the military, till now nothing has been heard of their plans for the money.

Off-topic but felt like sharing.

Nigeria's crude oil has one of the least Sulphur content yet fuels used in Nigeria are the dirtiest and of very poor quality, why? Marketers who have formed a cabal to protect themselves from any government prosecution buy the worst fuel in the market usually from Netherland and sell at the price of standard quality to maximize profits.
Mind you, a former minister of finance claimed they were behind the kidnapping of her mother.

Human rights activist, Harrison Gwamnishu, has taken to his facebook page to report that the Okada man who broke the news of Glory Okolie, Izuchukwu Okeke, has been rearrested in Owerri, Imo state, and dumped in Keffi Prison, Nasarawa State.

For those who dont know, Glory Okolie is a 21 year old girl who went missing after leaving her home in Umutanze, Orlu, Imo State. As Glory's family searched for her, an Okada rider called Izuchukwu Okeke, also from Umutanze, was released on Police bail. Izuchukwu had gone out to work for his daily bread when he was waylaid by Abba Kyari's IRT, branded ESN, and locked up in the notorious IRT 'Tiger base' Owerri.

Izuchukwu informed Glory's family that she was detained at the base and had been converted into a 'house maid' for IRT officers. Glory's family raised the alarm and the story went viral. Glory was quickly moved out of Owerri to IRT headquarters Abuja where she was branded an "ESN spy girl"

Izuchukwu was then contacted by IRT and asked to come to the base to pick up his Okada. He went to the base but never came back.

Harrison Gwamnishu was able to track Izuchukwu down and found out that IRT arrested him when he came to pick up his bike, and transferred to from Owerri to Keffi prison, Nasarawa State. It is believed this was done because he revealed that Glory was in IRT detention

Gwamnishu also revealed that Izuchukwu's wife and 3 kids had since resorted to begging since their breadwinner was detained.

The Okada Man Izuchukwu Okeke who revealed Glory Okolie’s whereabout has been thrown into Keffi Prison (Correctional Facility).

Glory Okolie’s whereabouts unknown to us.

It seems the NPF is truly a criminal organization. On state police I stand.

It's almost everyone in uniform in this country. Even LASTMA misbehave whenever they are in uniform, the other day I was reading about how some immigration officers broke the neck of a young guy, we all know how customs officers kill anyhow in border communities. EFCC recently parked into the shop SARS was sent out of. NSCDC that is relatively new isn't left out of the madness. The same thing is obtained in the Civil sector where lecturers play gods, demanding for sex from female students and failing others, same with doctors, bankers etc. In the end, we will accept that most Nigerians are terrible people irrespective of where they are working. I'm very sure that if a new set of law enforcement officers are trained outside of the country today on best practices and a new law enforcement agency is created, apart from being slightly more effective than NPF, we will still be seeing the same abuse of power/office from them.

Within a year that the south west security group was created, they've killed innocent people and raided clubs to arrest those they deem irresponsible.

We can get it right by having a meaningful judiciary that people trust to get them justice but sadly, virtually all judges are bought and paid for already.

The Super Cobra deal doesn't seem legit to me either. I know credible agencies like Reuters carried the news, but I'm on the fence on that.

We also have the M346FA, if we are actually buying that, how can we afford to buy Attack helps almost immediately?

Not optimistic about any Mi-28 or cobra deal but concerning the M346FA, I doubt we just paid for it considering that delivery will start this year, and the rumors have been existing before the recent release of funds to the military. It is highly unlikely that we paid for the deal this year and delivery will also start within the same year.

Same thing I'm saying, only a foolish person will judge a person's mental age through what he posts on a faceless forum. There's a particular multi millionaire on this forum I met some months ago after his adverts on some goods. If you go through his posts, you wouldn't even believe he's the same person you met and conversed with in real life. Different personality entirely.

What I'm trying to say is, whatever you see here ends here. If you meet real life, it's another personality entirely.

Lmao, if you have the mental capacity of a kid you will definitely contribute to any topic like a kid, and if you have the mental capacity of an adult, there are things you will definitely not say or share. This is exactly the reason why kids are not held responsible for what they say and do and it isn't the same for adults.

“No good tree bears bad fruit, nor does a bad tree bear good fruit. Each tree is recognized by its own fruit. People do not pick figs from thorn bushes, or grapes from briers”

Now let's stop derailing, this is the last I will say on this topic.

Another thing vexing me about the military is their defensive posture. They are the reason why they are overstretched. Where they are supposed to launch an offensive against the enemy for a few weeks and neutralize all threats and return to their base, they prefer to set up these stupid camps. The camps and FOBs while reasonable in the northeast because of the territorial ambition of the terrorists isn't reasonable in the northwest because those ones just want to attack and leave. Even for those in the northeast, it will end up being disastrous if they are not supported by assault teams that will be constantly be on offensive.

If someone Whyem15 ?? can help with the pictures I'd show you the typical FOB newsmen call bases.

Those defending bases like this are very reselient.
2m tall hesco filled with sand will stop many of the nonsense happening to NA bases.

Forget hesco sef, sacks filled with sands and arranged in pallets will save lots of lives.

All I need to cause panic and loss of cohesion in such bases are long range weapons that will allow me hit the camps and put me out of range of most of their riffles. Surround such a base from multiple sides and you will just be laughing at what you would achieve.

When we have incompetent and inept officers like @ captainstephen leading the lines why won't they be powerful? It's just the sorry state of the Nigerian army today.

LOL, there is a reason reason the casualties of the army has been very low in cases like this, it's because they've learnt and know when to withdraw from poorly constructed bases that cannot be easily defended and could be easily recaptured.

You know absolutely nothing about the circumstances surrounding the attack yet you are already passing judgements. How many men were at the base when it was attacked, how many enemies attacked the base? You expect these men to be performing miracles and being victorious in every encounter no matter the odds against them? Abeg rest.

Who here has operated with airforce ground forces/sf, how effective is their training in terms of tactics and how sound are they? Are the training realistic in enough to make them understand how easy you can get killed if you loose your nerves under fire and is this drilled in them, and in what scenarios are live bullets used during their drills? I ask this, because during contacts/ operations they seem to loose high number of personnel compared to the navy SBS, infact the SBS has a reputation of getting job done with minimal casualties, and I have seen a bit of their training, in SBS training you can easily get killed if you flinch, because you are given a task to accomplish under live fire, we are talking bullets hitting 2 fleets from you during training.

Their training are very different. Most of those we call airforce SF are in actual fact SOF trained particularly in base protection and well constructed air bases at that. A good example is the NAF panthers, they will definitely perform poorly outside of their area of specialization and training.

About 4 days ago, a bandit group released all its victims because they could no longer feed them as logistics has been cut off. Just read now that another bandit group is now demanding for food from families of victims. There are also reports that some of those escaping and attacking villages in their paths are doing so for food. The publication also mentioned how easier it is to get guns among the bandits but food is something no one will give you.

How can we weaponize hunger against them?

There should be a robust plan for a raining season offensive within the next two years too, they should be thinking of getting equipment that will do well in the raining season in that part of the country (amphibious vehicles etc). We can't continue to let them rest for months all in the name of terrain. The terrorist's capabilities being limited during this per should be to our advantage. They won't be able to defend many of the territories they hold well during these period. The offensive has to be continuous.

There must be something wrong with ARA 2...

If there is anything wrong with it, Ara 3 should have been out by now, I think it has to do with capacity, not sure all the Ara NA ordered from proforce has been delivered.
Also, I read that these Bigfoots were supposed to be delivered last year, might have been delayed by the pandemic, can proforce produce 100 MRAPs within a year?

I just pray they got enough support equipment for these new MRAPs.
They should also consider recovering the vehicles that have been damaged in various bases in the northeast. Even with those that are beyond repair, they can still cannibalize parts from them to repair the slightly damaged ones.

Even if the president is crazy to the extent of borrowing to buy all these, especially for the navy, the recurrent cost will almost bankrupt the country. What's the current budget deficit? What percentage of the budget goes into debt servicing? For a government that has huge plans for infrastructure development (rail, new oil rigs, refineries, power sector etc) I doubt that will be possible.

The media is not fanning any coal. They are raising your awareness to the fact that there is an issue to be addressed. They are telling you yesterday 2 kids were killed today 5 were killed, things are getting very bad and things need to be done about it.

Let me give you an example of how the media has been very irresponsible. There is a thread on nairaland front page today with the headline stating that El-rufai said FG had been slowing down governors from ending banditry, implying that Federal government has been deliberately preventing the governors from ending banditry, the body of the article is entirely different from that.
The number of fake news we've been seeing in the past few years from traditional and social media is alarming. No verification of news, most have no correspondents on ground in many of the locations they cover in their news, many depend on social media post of random people for news, especially the sensational ones. It's almost as if they are struggling to compete with bloggers who post for internet traffic to their monetized sites( they actually do, how many people buy newspapers and magazines these days). Many of the major news group have had to change parts of their articles after publication because it contained false information.
Another recent example of media irresponsibility is the recent querying of the establishment of desert warfare command of the Nigerian navy in the north of the country and not in the south because it is a "naval base" that should be situated near coasts, implying that it was politically motivated.
All these aren't surprising as we all know that many of the media organizations are owned by politicians who served in past/present administrations and misinformation to them is simply a means to an end.

they are Muslims sir. Nigeria is not the only. Country that has this problem..

Fulani and dozo tribe in Mali are at war cuz of this. Dozo are mainly traditionalists and they blame Fulani for imposing jihad on them. They are Muslims, the ones in aghfanistan, Syria, Mozambique, Somalia, Mali, etc are all Muslims. Let's stop telling lies to our selves.

Dozo is not a tribe or ethnic group, it is a cinfraternity of hunters in some west African countries that has been alleged to be participating in ethnic cleansing of Fula people in the west African countries they are located in and allegedly supported by the Malian government (which is predominantly Muslim) similar to yansakai in Nigeria.
In Northern Nigeria, the biggest victims of bandits are also predominantly Muslims and those fighting against them are also largely Muslims. There is no evidence suggesting any religious purpose for the crime being committed by these bandits and it started as ethnic clashes.

In fact, two of the most notorious bandit leaders are not fulani.

The whole thing is exactly like wokou "Japanese" pirates that terrorized the coasts of China and Korea in the 13th-16th century. It will be very erroneous to claim they are Buddhist just because the religion that predominates east Asia was Buddhism. The crime had nothing to do with religion.

There is farmers-herders crises and then there is the issue with banditry. They are two different things. Herders have been existing in the south for several decades largely without conflicts until about 30 years ago when we started seeing a rise in farmers-herders crisis. This was why GEJ released around #100 billion to state governors in 2014 to establish ranches, the state governments collected the funds and today are preventing herders from going about their businesses without establishing the ranches they received money for.

https://www.ripplesnigeria.com/states-frittered-cbns-n100bn-jonathan-doled-ranching-development/

On the other hand, the herders are one of the biggest victims of bandits who started with cattle rustling and who have rustled thousands of cattles owned by herders, throwing many into poverty and killing others

The banditry issue became worse after being neglected for several years. Some of these bandits have been killing and stealing as far back as 2008. And it has also been receiving a lot of media attention in recent years unlike before.
Below is a link to a BBC report of bandit attack in 2012.

https://www.bbc.com/news/world-africa-19941593

We just politicize every issue in this country and shy away from addressing them.
