The Catholic pontiff, Pope Francis has noted that European countries are exploiting Nigeria and other African nations, calling on Europe to invest in ways that benefit the continent more, including sharing mineral resources more equitably.

Speaking with Reuters in a wide-ranging interview, the Holy Father said, “We must invest in Africa, but invest in an orderly way and create employment, not go there to exploit it.”

Explaining how European countries are exploiting Africa, he said, “When a country grants independence to an African country it is from the ground up – but the subsoil is not independent. And then people (outside Africa) complain about hungry Africans coming here. There are injustices there!”

Touching on the reasons for hunger in Africa, the Pope said that, “In our collective unconscious there is something inside us that says Africa must be exploited.”

The pope said Europe needed to focus on education and investment in Africa if it wanted to stem the flow of migrants, which is also an increasingly divisive issue in Italy, where the new governing coalition is taking a hard line.

“And there’s a problem,” he disclosed, adding that, “We send people back to those who have sent them here. They end up in the jails of traffickers”.

However, Human rights lawyer, Femi Falana, SAN, has indicted Western countries as being partakers of treasury looting in Africa.

He added that there had been a massive and accelerated transfer of the looted wealth from the developing world into developed economies.

Falana said this in a paper titled Human Rights Issues Surrounding The Non-Return Of Assets To Countries Of Origin and delivered during the weekend at the Second Forum of the Anti-Corruption Situation Room, organised by the Human and Environmental Development Agenda (HEDA).
He said: “African governments and anti-corruption bodies should stop labeling Africa as a continent of corrupt people. London is the centre of global corruption. The banks of western countries receive and keep stolen wealth from Africa and other developing countries.

“Western governments conveniently hid behind the free movement of capital ideology to fold their arms and turn the other way for many years after the end of the Cold War. This laissez-faire attitude on the part Western leaders encouraged corrupt leaders from Africa to use stolen wealth from their various countries to establish individual presence in their economies; buying shares in major corporations, mansions and other landed properties, yachts, planes, you name it.

“Mr. David Cameron whose family name was listed in the Panama papers had the temerity to label Nigeria as a fantastically corrupt country. The Abacha loot of about $5 billion has been traced to banks in Switzerland, United Kingdom, United States and other western countries. Apart from Switzerland which has reluctantly returned part of the loot no other recipient country has recovered and repatriated a dime to Nigeria.

“Since the Joseph Kabila regime has failed to request for the repatriation of the over $10 billion kept in Zurich banks by the late Mobutu Sese Seko, the Swiss government is planning to return the looted wealth to the family of the former dictator and not to the people of the Democratic Republic of the Congo.


“Throughout the 1970s and much of the 1980s, money leaving Africa into Europe and other parts of the world took an upward trajectory, leaving essential services to rot and decay. What then followed was a serious economic crisis across Africa, which witnessed the International Monetary Fund (IMF) setting up offices inside the various ministries of finance in state after state on the continent, as it tried to help implement a harsh austerity programme to “re-adjust” the various economies.

“Nigeria has lost billions to illicit financial outflow resulting from corruption and embezzlement of funds by public officials. Nigeria’s history as a “fantastically corrupt” country is apparent upon an appraisal of the activities of its past leaders and public officials especially as it relates to conversion of government fund.

“Meanwhile, scores of African “migrants” were finding their ways into Europe, looking for employment and a better life. This alarmed Western governments whose citizens began to make their feelings known by voting in right wing governments promising to put a stop to immigration from so-called “Third World” countries.”

“The idea of untrammelled, free movement of capital economic orthodoxy has long been dead and buried. Western Governments, especially the USA, now freely impose sanctions against countries, for instance, Iran and Russia, even against specific individuals and companies in those countries and elsewhere in the world. Why then have corrupt political leaders in Africa and their stolen wealth not attracted the same level of vigour and scrutiny?

“It is simply that corrupt money emanating from Africa and elsewhere had long been thought of as a ‘victimless’ crime. There is, after all, no one visibly hurt, no building being blown up, no planes flying into high rise buildings or anything of that nature. It was seen as just another typical “Third World” malaise. Well, not any more. There is a nexus between stolen wealth and human rights.

The Bauchi State Deputy Governor, Alhaji Nuhu Gidado, on Wednesday tendered his resignation letter, some of his aides have confirmed to the News Agency of Nigeria.
Yakubu Adamu, his Special Assistant on Communication Matters, said Gidado’s letter was sent to the Governor, Mohammed Abubakar, through the Office of the Secretary to the State Government on Wednesday.
In his letter, which Adamu made available to NAN by text on Wednesday, the deputy governor said he had earlier reiterated his commitment to serve for a single term.

My name is Dahe. I struggled to graduate from the university. I made first class. After that, I got a job that pays 120k per month. But there is this problem with the job. You work like the bull and hardly have time for yourself. I sometimes sleep in the office just to beat time. It's work all through from morning till night.

There is this girl that I fell in love with. She was 21 then while I was 25. She kept complaining that I always keep to myself at work without a bit of care for her. The complain and accusations kept on till I decided to listen to her. I only worked for two months and had just been paid for the second month.

I invited her over to my house in Abuja. She came, and that time she was on her final year. She came with so many books and by the look of things, she was prepared to stay longer.

As usual, workload took over every event. At midnight, my phone rang and it was my girl. I was afraid to explain anything but I told her I was coming home right away. I did. It was hell in my home. We managed to make love and slept.

The next morning, my MD called demanding my presence. My girl insisted that I call him back and ask for a break that day. I did not.

Rather, I begged her and went to work. I truly loved her and wanted to propose to her before she goes back to school. But to make her feel good and belonged, I called her on phone to break the news. I proposed to her.

My MD sent for me to ask that I work through the night again. I said no. He pleaded, but I refused. It was hard saying no, but I had no choice.

At home my girl had turned herself into a ready made wife and I regretted not proposing to her till now.
I did not go to work the next day due to the new development at home. You understand what I mean..
My MD called to vent his anger, but I was calm and my girl swore never return to me if I didn't resign from the work. I took her word and resigned.

I looked for another work to no avail. She kept servicing my bank account with lots of money. Her father is rich.
She called me and asked me to speak with her mom and after some weeks, the dad. They kept saying, "please take good care of our daughter, don't break her heart".

My girl gratuated with a 2.1 honours and I attended her graduation ceremony where I met her parents live. After some weeks, her father called me to ask me about my plans with her daughter, I did not hide anything, and he told me to act fast.

A month later, I called him to inform him of my plans to marry his daughter the coming Christmas, but only that money was the big issue. He told me to go on with my plans that he will take care of everything. I jumped at it and we wedded. He took care of everything starting from invitation card to reception.

He refurnished my house in Abuja and transferred three years rent sum to my landlord's account. He paid in advance. Our first child came, still I and my wife are jobless. My In-law takes care of us.

I wanted to be in charge of my home but the man kept interfering, making the daughter to take a contrary decision on crucial matters.

My wife no longer takes my advice, what do I do? I need your candid advice on this matter. Please help me!

Bauchi residents now live in fear following the activities of unknown motorcyclists who have resorted to stabbing unsuspecting pedestrians and zooming off on their bikes.

Investigations indicated that the motorcyclists target their victims mostly on highways in the outskirt, particularly Fadaman Mada, Awala and Gida Dubu areas of the metropolis.

An Islamic cleric, Malam Buhari Dahiru, who witnessed the stabbing of a woman in one of such incidents that occurred in Fadaman Mada area on Tuesday night, described what he saw as ‘highly upsetting’.

“I was going home about 8pm after leading prayers in a mosque, when a motorcyclist slowed down, stabbed a woman trekking home, and then zoomed off.

“The woman fell down and started shouting for help; she was eventually taken to the hospital but I cannot say whether she is now alive or dead,” he said on Thursday.
He said subsequent inquiries indicated that similar incidents had occurred in Awalah and Gida Dubu areas of Bauchi metropolis.

“Most worrisome is that the motive for this rampant stabbing of innocent pedestrians is not clear.

“Unlike the one we are used to, whereby youth on drug stab to dispossess people of their valuables, nothing is taken away from the victims in this case.

“The mode of action is same in all cases – a motorcyclist slows down, stabs a person trekking and zooms off,” said Dahiru, who is the acting Imam of a Friday Mosque at Fadaman Mada area.

On April 25, Principal of Government Junior Secondary School, Bigi in Bauchi metropolis, Malam Shagari Shehu, was stabbed to death in similar circumstance, along NYSC Street in Fadaman Mada.

Mr Shaaban Alhassan, younger brother to late Shehu,who witnessed the unfortunate incident, said his brother was returning from the mosque along with his children when he met his death.
“On Wednesday, April 25 at about 8pm, my brother was returning from the mosque with his children when a motorcyclist approached them, slowed down and stabbed him.

“He was rushed to the hospital where his cut was stitched; he showed signs of recovery but later gave up,” said Alhassan.

Three days after the Principal was stabbed, another person was equally stabbed in the same manner along the same street.

The victim, Umar Audi, who had visited a friend, was however lucky to survive with stitches, as narrated to NAN by the friend.

“He (Audi) was walking at about 7.30pm on Sunday, April, 29, when a motorcyclist rode towards his direction slowly, stabbed him, and zoomed off.

“I immediately came to his rescue and rushed him to the hospital; Thank God, he survived with stitches,” said the friend.

Contacted for his comments on the development, Bauchi Police Command’s Public Relations Officer, DSP Kamal Datti, told NAN they received report on only the incident involving the Principal.

He however said the command would swing into action by strictly monitoring the flashpoints within the metropolis.

He called on members of the public to report movement of suspicious characters to the command for immediate action.

Also commenting, Bauchi Commandant, Nigeria Security and Civil Defence Corps (NSCDC), Mr Raji Ibrahim, said they were not aware of the development, but promised that his men would be on the alert henceforth.

The President of the Federal Republic of Nigeria, Muhammadu Buhari, recently, labeled Nigerian youths as lazy during a business conference held in London

The United States has scored the President Muhammadu Buhari administration low, saying corruption is evident across all levels of government.

The observation was stated in the US 2017 Human Rights Report. It said the Federal Government led by Buhari failed to implement laws against corrupt practices.

The report added that although the government took steps to investigate alleged human rights abuses, "impunity remained widespread at all levels of government."

It said in part, "Although the law provides criminal penalties for conviction of official corruption, the government did not implement the law effectively, and officials frequently engaged in corrupt practices with impunity. Massive, widespread, and pervasive corruption affected all levels of government and the security services.

"The constitution provides immunity from civil and criminal prosecution for the president, vice president, governors, and deputy governors while in office."

The report also faulted the operations of the Economic and Financial Crimes Commission (EFCC) in prosecuting corruption charges. It said the Commission failed to follow due process.

It cited the case of the embattled former National Security Adviser (NSA), Sambo Dasuki , who has been in custody of the Department of State Services (DSS) since 2015, despite court orders demanding his release.

The report listed the most significant human rights issues during the year to include:"Extrajudicial and arbitrary killings; disappearances and arbitrary detentions; torture, particularly in detention facilities, including sexual exploitation and abuse; use of children by some security elements, looting, and destruction of property; civilian detentions in military facilities, often based on flimsy evidence."

The list also included, "denial of fair public trial; executive influence on the judiciary; infringement on citizens’ privacy rights; restrictions on freedoms of speech, press, assembly, and movement; official corruption; lack of accountability in cases involving violence against women and children; trafficking in persons; and early and forced marriages."

The report also berated Nigeria's judicial system, saying it was compromised during the period under review.

Interference with judiciary

The US said the executive and legislative arms of government continued to interfere with the judiciary.

It added, "Although the constitution and law provide for an independent judiciary, the judicial branch remained susceptible to pressure from the executive and legislative branches. Political leaders influenced the judiciary, particularly at the state and local levels.

"Understaffing, underfunding, inefficiency, and corruption prevented the judiciary from functioning adequately. Judges frequently failed to appear for trials.

"In addition, the salaries of court officials were low, and they often lacked proper equipment and training. There was a widespread public perception that judges were easily bribed and litigants could not rely on the courts to render impartial judgments.

"Citizens encountered long delays and received requests from judicial officials for bribes to expedite cases or obtain favorable rulings."

The report is coming at a time the Buhari's administration is under heavy criticisms by prominent and ordinary Nigerians.

Ex-Nigerian leaders including former president Olusegun Obasanjo and former head of state Ibrahim Babangida had at separate times written an open letter to President Buhari, highlighting the failures of his government and urging him not to seek re-election in 2019.

Despite these appeals, Buhari on Monday, April 9, 2018, officially declares he is seeking re-election.

The Federal High Court in Lagos has ruled that the Federal Road Safety Corps (FRSC) lacks the powers to impose fines on erring motorists.

Justice James Tsoho held that FRSC cannot turn itself into a court of law by punishing those who commit traffic offences. The court gave this judgment in a suit filed by one lawyer, Mr Tope Alabi.

The lawyer had asked the court to declare that only a court of competent jurisdiction can pronounce a person guilty under Section 10 sub section (4) and 28 subsection (2) of the FRSC (Establishment Act) 2007 and Regulation 143 of the Nigerian Roads Traffic Regulation, 2011.

The judge declared the sections null and void for being inconsistent with Section 6 of the 1999 Constitution which vests judicial powers in the courts.

The judge also awarded N1 million as damages to the lawyer because FRSC confiscated his vehicle and driver’s license.

“It is my conviction that the plaintiff is entitled to remedy on this account,” the judge said.

Justice Tsoho held that while FRSC is statutorily empowered to arrest and fine traffic offenders, a closer look at the definition of the word “fine” means “a pecuniary criminal punishment or civil penalty payable to the public treasury.

“In the instance case, however, the involvement of the element of arrest takes the imposition of fine by the second defendant (FRSC) to the realm of criminal punishment.

“It is noteworthy that a fine, when viewed from that perspective, is a component of sentence.

“From these definitions, it is obvious that the act of sentencing is a judicial action or exercise. Imposition of fine connotes conviction for an alleged offence. This presupposes a trial and conviction of the person fined, especially having regard to the definition of sentencing.

“It is, thus, very clear that the FRSC, not being a court of law, can not impose fine, especially that it has no powers to conduct trial.

“Hence, the exercise of the statutory powers given to the second defendant under the Act as pertaining to imposition of fine is clearly a usurpation of judicial powers exclusively vested in the courts,” the judge held.

Justice Tsoho further held that FRSC’s imposition of fine on the plaintiff because of his cracked windscreen is illegal.

“In the circumstances, I endorse the plaintiff’s submission that by virtue of S.1(3) of the Constitution, the power to impose fine conferred on FRSC by the enabling Act is null and void to the extent of its inconsistency with Section 6 of the Constitution,” the judge held.

The judge said though the National Assembly is empowered to make laws, it cannot go outside the limits set by the 1999 Constitution.

“Basically, an unconstitutional legislation is null and void. That is, therefore, the effect of Section 28 (2) of the FRSC Act 2007 which has purportedly conferred power on the second defendant to impose fine, which is a judicial function. Such power is unconstitutional and unenforceable.

“The FRSC is not constitutionally vested with judicial powers and cannot and should not under any guise purport to function as a court, with competence to impose fine on alleged offenders.

“Much as FRSC seems to have passionate zeal for traffic law enforcement, it cannot be allowed to do so in breach of constitutional provisions.

“It is necessary to add that even in respect of strict liability offences, a court of law should appropriately declare the guilt of an alleged offender and then impose fine.

“FRSC’s function should not go beyond issuance of mere notices of offence,” the judge said.

“The point must be made is that it is a cardinal principle of natural justice that no person be condemned without being heard. It is in observance of this that a person alleged to have committed an offence has to respond to such allegation before a court of law during trial,” he held.

According to judge, Alabi was issued a Notice of Offence Sheet on April 4 last year, but FRSC did not take him to court for five months before the plaintiff filed his suit on September 9, last year.

“The vital question to ask is how long would the second defendant reasonably take to commence prosecution of a traffic offence? The plaintiff was not under obligation to wait indefinitely for redress due to FRSC’s inaction or laxity,” the judge added.

The judge faulted FRSC’s practice of detaining vehicle whose drivers commit traffic offences.

“I hold the view that confiscation of the vehicle was unnecessary in the first place, though the second defendant (FRSC) spiritedly sought to justify it.

“The seemingly indefinite retention of the plaintiff’s vehicle papers and driver’s licence by officers of the second defendant is totally unreasonable, insensitive and unacceptable.

“The confiscation no doubt deprived the plaintiff of the use of the vehicle for as long as it lasted and also custody of his vehicle papers and driver’s licence.”

The judge granted 11 of the plaintiff’s 14 reliefs, and said he was awarded N1 million rather than the N10 million Alabi prayed for because “FRSC acted under the belief that it was statutorily empowered to so act,” adding that the corps’ innocent mistake “constitute a mitigating factor as to the quantum of damages.”

The National Assembly, FRSC and the Attorney-General of the Federation and Minister of Justice, Mohammed Bello Adoke (SAN) were the defendants in the suit.

Dr Ogbodo Nwobodo, an Abuja based physician, has attributed the prevalence of barrenness to some unsafe practices among women.

Nwobodo told the News Agency of Nigeria (NAN) in Abuja on Tuesday that women ought to avoid habits identified by medical personnel as causes of barrenness.

He noted that although there are various causes of barrenness in women, not-well-treated Sexually Transmitted Diseases (STDs) could be one of the reasons in some cases.

According to him, pregnancy may not occur due to hormonal problems, which could affect the release of eggs in the ovary and the thickening of the lining of the uterus.

“Also, teenage abortion is a fundamental cause of infertility, especially when it results in pelvic inflammation that can block the fallopian tube.

“Cleansing private part with anti-septic or medicated soap causes irritation and may result in inflammation of the vagina,’’ the physician said.

He explained that fibroid, arising from irregular sexual activities by a woman, could also lead to barrenness if not treated promptly.

He also said that if a couple had been experiencing painful sexual activities, it could be part of the symptoms of any disease that could predispose a woman to barrenness.

He noted that although some people saw infertility as a woman’s problem, the problem might be with the male partners in some cases.

Nwobodo said infertility in a man might even be the only reason why a couple could not conceive.

He, therefore, advised men to go for fertility test like women.

He also urged couples in that condition to observe the cause of infertility among themselves.

He said that routine visit to the hospital for the check-up was important whenever they notice any change in their body system. (NAN)
