Instead of casting aspersions on him, rather route your question to the organizers of IELTS here in Nigeria; BC or MOD. As they are in better position to give you the correct response you need. 2-5mins call to them tomorrow will do it for you.

you dont need a contact for unilag transcript.
Request for transcript on UNILAG website and apply for it to be sent to WES canada.
Give them about a week, visit Unilag. Go to Senate building, ground floor and request for it to be processed.
Thats all.

WES sent my transcript to Unilag for Verification since May 16th. Followed up with Unilag only to be told they didnt receive any email or courier from WES for me.

Yes automatic. Infact the points got added before I received my letter from Manitoba immigration. Would have started application process immediately but just realised my ielts expired in May 2018 I think it's valid for two years. So I have to write another ielts before I apply for pr. The earliest time I got was 7th July so will submit application mid July as soon as ielts results comes out.

Is 30th of June full?

Did you legally adopt your niece? If yes, then you can bring her to Canada as she is your daughter.
If you never legally adopt her then you can't bring her to Canada as she isn't your child.
Under the Canadian immigration laws, you can sponsor a niece only if both of her parents are dead.

Now the tricky part about adoption. If you are trying to adopt your niece after landing in Canada, the adoption process will take much longer given you will have to fullfill the adoption requirement of your province of residence first, and your province will have to approve the adoption before you can go on to adopt and sponsor her to come to Canada.
