All countries are targeted by scammers, some are just more prominent.
I imagine most scammers will stay away from Japanese since they don't
understand the language. Also, Japanese are very discriminating towards all foreigners(even whites) and their culture
encourages isolation.
As for Brazillian and Tanzania, they are very poor and hence attract fewer scammers.

I imagine that Chinese spies will be very active in Japan too since they are historic enemies.
But for Tanzania and Brazil, both need to be spying on the Chinese and not the other way around
