Firstly, canada requires IELTS to test your level of reading and writing of English language for students and those who want to permanently reside there, but that's not to say Nigeria is not considered an English speaking country. TOEFL among other test is also for this purpose, so that low IQ like you will not go to there country and mess them up. And for your information, i graduated year 2001, and am sure your mother will still be changing your diapers then, so more reason why i engaged you, so that you don't just say rude words to people because you don't see or know them. If we have to move ahead, then firstly we have to re-amend the 1999 constitution as amended, and dis emphasis from monetizing politics in this country. The government should have the political will to make the necessary changes, especially with the presidential system of government from the bicameral to unicameral to free some funds for functional development. If we continue with the way things are, then we will only continue to enrich the political class at the expense of the majority.
