The Economic and Financial Crimes Commission (EFCC) on Monday said it is investigating former governor of Zamfara State Abdulraziz Yari for alleged non-execution of a contract to the tune of N900 billion.

The Head of EFCC Sokoto Zone, Mr Abdullahi Lawal, stated this in a rally to mark the World Anti Corruption Day at Hajia Halima Central motor park in Sokoto.

Lawal said since the establishment of the Sokoto Zonal Office of the commission in October 2018, it has received 236 petitions, and out of this, 151 cases are under investigation, 20 cases filed in court, while the commission had secured four convictions.

The EFCC boss added that from February 2019 till date, the commission has recovered N910,975,783.69k on behalf of victims.

“Out this, we have deposited N125,548,000.00k with the Central Bank of Nigeria for safe keeping,” he said.

He further added that during this period, the commission also recovered 36,000CFA, four exotic vehicles and 53 tricycles under investigation, while the court has given judgment on the final forfeiture of two vehicles.

“We are also investigating five houses and two shops; and two houses are under interim and final forfeiture respectively,” he said.

The EFCC zonal head explained that a contractor in Zamfara State was quizzed by the commission for allegedly collecting N200 billion since 2013 for digging 287 motorized boreholes but failed to execute the projects.

He also said a senator in the zone was arrested for obtaining a loan of N400 million in pretence to revive Hirjira Textile Company, now moribund.

Lawal warned people in the zone to be careful not to give their account number to anybody in the name of transacting any suspicious business.

Speakers at the rally included Dr Murtala Aminu, a lecturer at the Usman Danfodio University, Sokoto and Chairman of the Nigeria Bar Association (NBA), Sokoto branch, Mr. Mustapha Yusuf Abubakar.

The both urged Nigerians to embrace transparency and shun corruption.

The duo averred that the nation has abundant resources for everybody to enjoy but corruption has put the country where it is presently.

Others at the event included heads of parastatals, agencies, corps members, members of the National Union of Road Transport Workers (NURTW), National Association of Road Transport Owners (NARTO) and officials of the (EFCC).

Farmers urge government to sustain border closure


The Rice Farmers Association of Nigeria (RIFAN) has urged Federal Government to sustain its current border closure, saying it would help boost the economy.

Alhaji Idris Abini, the chairman of Niger State chapter of the association made the call in Minna during an interview with the News Agency of Nigeria (NAN) on Sunday. Abini said that the closure had increased rice production in the state due to increased demand by marketers and consumers.

“Although we are yet to meet local demand for rice. We have started the journey to produce more rice due to the closure of our borders because efforts will be made by both the government and farmers to produce enough food.

“The border closure is a right step in the right direction because it is already increasing wealth among farmers as consumers are beginning to patronise our local rice,” he said.He added that Nigeria has different varieties of rice that could compete favourably with foreign ones.

The RIFAN chairman said the closure would ensure security in the country as smuggling of illegal arms and ammunition would be curtailed.“Those criticising the closure of the borders are not a true Nigerians because it is one of the best decisions of this administration,” he said.

Abini expressed optimism that the policy would succeed as government was providing the enabling environment for agriculture to thrive by supporting farmers with inputs and implements.“The Federal Government has demonstrated this through the Central Bank of Nigeria (CBN) Anchor Borrowers’ Scheme by allowing farmers to access more loans even when previous ones have not been fully repaid,” he said.

Nigeria’s Rice economy is estimated at $5.2b and has been projected to hit $6.3b by 2025. However, the country is far from attaining the feat, as the industry is plagued by impediments that are capable of jeopardising its potentials.

At the third Agric Conference & Exhibition of Daily Trust Newspaper, with the theme: Repositioning Rice, Sugar & Dairy Production For Optimal Yield, in Lagos, stakeholders ascribed abysmal performance, especially in rice production to government’s policy summersault, noting that in terms of boosting local production, there is no clear information on what farmers need to do and how to do it, adding that there is urgent need for all the players to always put government on its toes.

President of Nigeria Agribusiness Group (NABG), Alhaji Sani Dangote, represented by the Groups Director-General, Dr. Manzo Daniel Maigari, who spoke on “The Rice Economy and Value Chain Issues,” said the country’s combined improved seed production capacity is 100,000 tons, satisfying less than eight per cent of the national demand.

He said: “There are some impediments that include: one extension agent to cover three times the number of Small Holder Farmers (SHFs) recommended by FAO; the mechanisation rate is at 0.3 horsepower (hp) per hectare, compared to 8hp in China due to challenges in accessing finance; 70 per cent of SHFs produce over one cycle due to low access to irrigation schemes; only 10 per cent of SHFs have clear access to markets through grower schemes and actor linkage platforms due to limited financing, inefficient data collection and low levels of farmer literacy.

“75 per cent of milled rice production is dominated by small scale millers with rudimentary equipment, thus impeding quality; poor branding and packaging limits off-take from large scale retailers and high-end consumers and smuggling of estimated one million tons of rice sold to local millers and retailers due to restrictive trade policies.”

The CEO/Editor-in-Chief, Daily Trust, Mallam Mannir Dan-Ali, who said despite various intervention projects by government, especially under the current administration, it is pretty obvious that government needs to do more in certain critical areas in the value chain, added that a report by Price Waterhouse Coopers (PwC) has shown that the average yield for rice production in Nigeria remains at two tonnes per hectare, which is almost about half the average yield in most Asian countries.

“Put the above statistics side by side the fact that Nigeria is Africa’s leading consumer of rice and also one of the largest rice importer in the world, then you know that we need to take much more serious steps to develop the critical sector of our economy than we have done so far,” he said.

He said the country couldn’t achieve the desired shift from subsistence to commercial agriculture, without conscientious efforts by all stakeholders in the entire production, processing and distribution process.

“There is a need for a lot more action from both government and the financial institutions to stimulate increased funding interventions for the agricultural sector, in order to reposition the sector and enable it to deliver the desired value.”

The Co-Chair of the NABG, Mr. Emmanuel Ijewere, who chaired the conference, said to reposition the rice industry, there is a need for research institutions to develop varieties of rice that will be known as Nigerian rice.

He noted that the Agric system has almost collapsed and currently under the Intensive Care Unit (ICU) and needs urgent attention to rescue it from fizzling out. “The border closure has put us in ICU, currently more people are eating locally produced rice and more farmers are cultivating rice…The country is in intensive care as a result of the border closure, it is we Nigerians that will make it survive. I believe that the sector is likely to emerge stronger and healthier from the ICU.”

The Executive Secretary/CEO, National Sugar Development Council (NSDC), Dr. Latif Busari, who spoke on “The Sugar Economy,” said the country has the potential of becoming a net exporter of sugar as consumption in the country has been on the increase since Independence with an annual average growth rate of eight per cent, according to the National Bureau of Statistics (NBS).

He however, said the fact that about five per cent of the national demand for the commodity is produced locally, while the balance is imported with a huge foreign exchange on a yearly basis, poses a serious challenge to the industry.

According to a communiqué issued at the end of the conference, it was observed that despite the country’s cattle population put at about 20 million, domestic milk production is not commensurate with the large cattle population, as only about 2.2 million is used for milk production.

President of the Movement for the Survival of Ogoni People (MOSOP), Dr Legborsi Pyagbara, has expressed regrets that at the time the Federal Government under President Muhammadu Buhari accepted to clean-up Ogoniland as recommended by the report of the United Nations Environment Programme (UNEP), communities in the are supporting activities oil thieves.

“The communities are in full support of their children engaging in such acts. Before now, we thought it was only women that were supporting the artisanal refining, but we have realized that men are in full support.
“Few months ago, I held a meeting with people of the communities were these illegal activities are high. To my greatest surprise, they told me that if their children stop the artisanal refining, where will the children get money to feed them?”
He lamented that the illegal oil bunkering activities in Ogoniland is the greatest threat to the success of the ongoing clean-up of the area.
MOSOP President, Legborsi Saro Pyagbara, disclosed this on Wednesday in Port Harcourt, while speaking at a symposium organised by the Correspondents’ Chapel of the Nigeria Union of Journalists (NUJ) in Rivers State, on the topic “UNEP Report: Assessing Stakeholders Compliance in Ogoni clean up” as part of activities marking the 2019 Correspondents’ Week.
Pyagbara lamented that the number of impacted sites in Ogoniland has increased more than it was three years ago due to illegal oil bunkering in Ogoni communities.
He said: “Artisanal refining, which we call ‘kpofire’ or illegal bunkering is the greatest challenge facing the ongoing clean of Ogoni. It will be impossible for the clean-up exercise to be successful when kpofire business is going on.
He pleaded for the support of the Media because due to the activities of the illegal bunkerers, the number of impacted sites in Ogoni has increased from the number that it had three years ago.
The MOSOP President stated that the people of Ogoni ethnic nationality wholeheartedly accepted the clean-up exercise as recommended in the report of the United Nations Environment Programme (UNEP) because it has to do with their environment.
“On post-assessment stage of the clean up, MOSOP has played the roles given to it by the UNEP report. We had a challenge convincing the people that money will not be shared because UNEP report did not recommend payment of compensation to impacted communities.”
Also speaking at the event, former Vice Chancellor of Rivers State University, Professor Barinua Fakae, sad it is regrettable that nothing seems to be done to save the environment will destruction.
Fakae said: “The environment belongs to all of us. That we stay and don’t do anything about the environment is very sad. While we may survive the current realities, our children will suffer it.”
He stated that when the people of Ogoni started their agitation for remediation of their polluted environment, a lot of people saw them as noisemakers, pointing out that today, the United Nations has rated the UNEP report on Ogoni as the best report so far.
The former Vice Chancellor said: “Ogoni people agitated that their environment was being impacted on, but some people saw the agitation as noise-making. It was a necessary noise-making.
“The United Nations Report on Ogoni was recorded by the United Nations as the best report on environmental assessment.”
On his part, Vice President of the Trade Union Congress (TUC), Chief Chika Onuegbu, expressed regrets that the Federal Government only remembers about Ogoni Clean-Up whenever election is around the corner.
Onuegbu said: “The government remembers about Ogoni clean-up each time election is approaching. You will not hear anything about Ogoni clean up until electioneering period comes. You will see the Minister of Environment going to Ogoni frequently.

“You will see several groups and teams going to meet with Ogoni people and Ogoni will be in the news just because of election. Immediately after elections, you won’t hear anything again.”
He said time has come for the people of Niger Delta to rise to fight for themselves, saying that if they don’t fight for themselves, nobody can fight for them.

“The environmental degradation in the Niger Delta is one of the several neglects on the people of the region. We don’t have roads. This is the same Niger Delta that produced the nation’s wealth.
“The roads in the Niger Delta are not working, we have only one airport. It is only Air Peace that goes to Calabar Airport once or twice a week. The Asaba Airport and Uyo Airport were built by the state governments. We only have the Port Harcourt Airport. Our seaports are not working.

“Niger Delta is the only region that has resources, yet it is ignored by our government. Our politicians have also abandoned us and relocated to Abuja. Businesses are leaving us because they believe that the place is not conducive for business.”

In his remarks, Chairman of Nigeria Union of Journalists (NUJ) in Rivers State, Stanley Job Stanley, decried the prevalence of soot in the environment and urged journalists to take the campaign against environmental degradation as a point of responsibility.

Stanley commended the leadership of the Correspondents’ Chapel of NUJ for organizing the symposium, describing the topic of the symposium, which is: “UNEP Report: Assessing Stakeholders’ Compliance In Ogoni Clean up” as apt.

He said: “In this part of the world, people are passing through a lot of difficulties due to the pollution of our environment. Every morning when you wake up, you will observe black substances around you. You can imagine the damages these soot has cause to our systems.

“Mostly affected by this soot are the children because the adults have stronger immune system. Only God knows what our children will face tomorrow. It is only God that can save us.”
Earlier in his welcome address, Chairman of Correspondents’ Chapel, Chief Ernest Chinwo, said journalists want to know what has happened several years after the release of the UNEP report.

Chinwo said: “We have heard issues, people complained and we have seen with our eyes. There is soot everywhere in Port Harcourt. Our environment is fast going and nothing concrete appears to have been done to tackle these challenges.

“We know that there are other parts of the Niger Delta environment that have been impacted, but the Ogoni environment remains one of those that cannot be overlooked. Several years after the release of the UNEP report, what has the government done? What has the relevant stakeholders done? Let us as journalists start asking questions.”
