Simply get a new or another working hard disk.

your boot priority is not set to boot from cd...ur windows boot manager is still the active and 1st boot device...
enter ur bios...make a snapshot of it so we can advise(im currently having the same problem tutoring lammhandsome)..as efi and uefi settings can be a handful....

It is likely hard disk malfunctioned. What are you talking about? What do you know about EFI? Please, stop being petulant!

Try another hard disk. It is usually hard disk problem rather than UEFI Settings. If it has dropped lately it could have affected the hard disk or cable or connector not properly in place. But looking at your case hard disk is likely the issue. I would advise you try another hard disk first.

1) Check if your battery is fully charged or dead.

2) Remove the battery and connect the charger and try to put on the system. If that didn't work move to the next step.

3) Check if your system RAM is good.

4) Disconnect the battery and charger. Hold the power button down for 15 to 20 seconds and reconnect your charge and try to put it on.

i strongly believe u have an inferior complex....and i can understand why...but im mature enough to stay calm..
before u can conclude that someone shd change a harddisk,u have to be damn sure all other options have failed..
now lets assess it together from the psalmdaves post:

a windows 8.1 disk already contains boot files needed to startup/install a system...so why did his system continue to show boot device not found(from the picture'
possible causes are:
1..his boot sequence doesnt have cdrom on priority one..
2..a bad cd would be bypassed even if it was on priority one.
3...a boot order in uefi mode would never boot from any of these devices(that the point that eluded u and made u think it was hard disk problem)
4...a secure boot is enabled
5...a legacy support is disabled..(in other word cfm)
6..in some rare laptop bios...quick boot is enabled...
ur 3fo error...is not caused by only a bad harddisk/partition but other factors too arising from the aboved mentioned points 3-5.
until u have successfully tested all these options can u now suggest from minimal options to maximum options(replacement)
think abt it,even if a hard drive is bad,the installation cd would still run but would stop on the harddisk detection page and stating detailed reasons..
ur own kind doctor would have killed all ur patients by either suggesting a replacement or formatting for every little thing u minimally diagnosed...
for me,im a surgeon....i love to carry detailed tests,observations and diagnosis before i make important decisions..
ur asking me wat i know about efi(nawa o,see as nairaland forum don mix "madmen" with sane people)..no braggin bro..we aint on the same grounds on any level u can imagine!

First thing is to try changing boot media to the DVD drive.

After that, try changing the SATA connector, or trying pushing it in properly.

Then, only after that, can I suggest trying to change the HDD.

thanks for the additional detail...i totally forgot about connector...
this one of the other few causes of HARD DISK(3f0)error....but its a rare one...

Should I clique on ok or apply after doing disable all? Second, couldn't find windows defender.

1) Download Malwarebyte and scan your system --> HERE

2) Double-click on the downloaded installer file and follow onscreen instruction to install it.

3) Click on fix to update it and next, click on scan and wait for it to scan for malware.

4) Delete all detected issues and restart your system.

5) Press Windows Key + R to open 'Run'.

6) Type or copy and paste msconfig into 'Run' and click on 'OK' to continue.

7) Click on 'Services' tab and select the little box close to 'Hide all Microsoft services' and click on 'Disable all'. Next look for 'Windows defender' and select the box close to it.

8.) Click on 'Startup' tab and 'open task manager' link and click on each file and click on disable below.

9) Restart your system.

my hp Compaq CQ 65 doesn't seem to be faring well.when ever I start browsing and proceed to download a file or watch videos online or even start Facebook video chat, the browser just crashes and shows something like low system memory or something like that sha. I also tried monitoring the performance using task manager and most times when browsing the CPU usage gets to 100% .I would be glad if anyone can help me.. the ram is 3 gig... Though I added one gig to get it to that level. and the system is not that new. an advice will really help cos the whole thing is just pissing me off.
have you tried cleaning the junk files in your laptop. Morning bosses....please I need ur help on this issue....so I installed hp protect tools for my elitebook 8440p.....everything was working fine at first....then I noticed my system login time has increased and my processor keeps getting hot like it was doing much work whereas i wasn't working on any softwate and this was not so before....I noticed my Bluetooth is gone tho each time I open the Bluetooth option in the hp protect tools I receive a pop up to on the Bluetooth and the Bluetooth will on if I choose yes so I'm confused there...I use a single button to switch on the Bluetooth and wifi and my wireless is finding it hard to come up without the Bluetooth....also my default security which was the finger print scanner was somehow changed to password.....I have uninstalled the software and got my finger print scanner as default security again but the Bluetooth is still nowhere to be found....pls guys ur help is needed here

It could be caused by overheating or a virus/malware infection. Get ur computer cleaned internally to rid it off dusts and other particular. Also scan with an anti virus or antimalware program lik malwarebytes

Backup ur data and do a clean installation some times after installation same issue arise if so just prepare for a new hard disk

I'm having a serious problem with my pc. Whenever i install an application like winrar, ms-office, corel and the like, everything will work perfectly but immediately i shut down my system, everything stop working when i restart again.
