for the fact that you are married and still married him, you have to include you husband.
You can apply for him and suprise him if you win. All you need is his passport which i believe you should have. Scan his passport and adjust it to size.
Apply for yourself, include ur husband and child(ren) as beneficiary then apply for your husband and include yourself and child(ren) as beneficiary.

your husband's or wife's Name, Date of Birth,
Gender, City/Town of Birth, Country of Birth,
Photograph each of your children's Name, Date of Birth, Gender, City/Town of Birth, Country of Birth, Photograph That's all.

That's the mistake many people make. The fact is many don't like reading while it'll do us good to cultivate reading habits. This is the instruction pertaining the background of the passport: The person being photographed should
be in front of a neutral, light-colored
background. Dark or patterned backgrounds are not
acceptable. I think her passport's background is light-coloured. But anytime and anyday, white background is still believed to be normal for every passport photograph

i used a 600x600 pixel and below 240kb,it is 195kb is this the right passport photo for dvlottery,and also i used google chrome for my application thanks alot

No 4. In the application form says " City where you were born" Assuming u were given birth in Oshodi in Lagos. Will Oshodi be the city or Lagos? Am kinda confuse here, any help from Oga Temmy, Mr Aderemison, Brightmon and other Gurus?
