Abagworo na ndi otu ya. What is happening with Rochas. Hasn't he finished with politicking. This one I hear he is contesting for NGF chairmanship. Hope that is not the reason he contested for 2nd tenure. There is much work to be done in Imo state and not the cosmetic projects he brags about. Anything short of industrializing Imo will be seen as failure for me. No excuse this time around.

Government has no business running industries I agree. However, Government should create an enabling environment were industries can thrive. It's a shame that as big as Imo there is only one industrial estate in the State. Even the so called industrial estate or is it commercial estate has been turned into an avalanche of private housing estate. For you to attract investors into your state, the need to have an industrial estate or localization is one major necessity.

Every Nigerian apart from traders is looking for job in Lagos, Abuja and PH. I am totally against Government involving itself in financial leakages like industries. The only advice I can give is for Imo State millionaires and billionaires to come together and create a capital company like Obasanjo's transcorp which will accelerate corporate private sector growth in the State. Okorocha can invite us for a serious meeting and we figure out how we can contribute to establish such firm and our dream should not just stop at Imo but let us attempt South Korean stunt in Africa.

But the problem is that will ORO listen to it. From the look of things, he is all bent on making Imo a socialist state - something that is not a treat of the Igboman. Take a look at his cabinet for instance, it's filled with politicians than technocrats. What transformed Obasanjo's 2nd tenure as President was his utilization of technocrats to run his economic policies. eg Chukwuma Soludo, Oby Ezekwesili, Okonjo Iweala, El Rufai and others.

The Federal Executive Council on Wednesday approved the conversion of four federal colleges of education to universities.

The decision was taken at a meeting of the council, presided over by President Goodluck Jonathan.

Minister of Information, Patricia Akwashiki, and Minister of Education, Ibrahim Shekarau, briefed State House correspondents of the meeting’s outcome.

Shekarau listed the affected colleges of education as Adeyemi College of Education, Ondo (now Adeyemi University of Education, Ondo); Federal College of Education, Zaria (now Federal University of Education, Zaria); Federal College of Education, Kano (now Federal University of Education, Kano);and Alvan Ikoku College of Education, Owerri (now Alvan Ikoku University of Education, Owerri).

The minister explained that the colleges of education were part of the 21 federal colleges of education that had been awarding degree programmes in the last three decades under the close supervision of the different universities they are affiliated to.

He said the council considered the need for further quality in teaching service, hence the conversion of the colleges to universities since more graduates would be needed in the teaching profession.

“We are heading to having more graduates in the teaching profession and hence the need for these universities to produce graduates in education. If we need quality education, we need quality teachers,” he said.

Shekarau explained that the next step was for the Ministry of Justice to prepare amendment to the laws establishing the colleges.

This, he explained, would be followed by some administrative changes.

The minister added that the council had approved the establishment of the Federal University of Health Sciences in Otukpo, Benue State.

Until the approval, the university was said to be the College of Medical Health Sciences under the Federal University of Agriculture, Makurdi.

He said the institution had now been granted autonomy as part of continuous efforts to ensure quality graduates into the various fields of medicine and sciences.

“So, a total of five universities were approved at the council meeting today,” the minister added.

Education - mass education in any area is the beginning of industrialization and development.

Day One after Rochas Okorocha was sworn in as governor, people of Orlu zone trooped to him and requested for a government university in Orlu zone.

Four years after, nothing from Okorocha.

If an average civil servant from Owerri can train four people in tertiary education because they all go to class from home, eat from home, trek or cycle to class from home; an Orlu zone civil servant of similar grade may only be able to train just one person in tertiary institution, because the person has to pay for lodging, food and transport etc. elsewhere outside home.

Okorocha is from Orlu zone and loves his zone;

a woman - a woman - from Owerri zone must have hugely influenced this conversion of AIFCE to a university.

All these things are long talk. What Okorocha has done so far is encouraging for investors but Imolites generally want quick and immediate return on investment which one cannot easily get from agriculture or factory. Hotel, Church, Filling Station, Fast Food outlets and joints are the fastest yielding investments and we always opt for them. Despite Theodore Orji being criticised Abia still got more industries than other Southeast States even with heavy taxation and bad roads.

Well, it's a good development. But the fact remains that Owerri capital is already congested with universities. Decongesting Owerri from these citadels of learning will be good news to my ears. Orlu and Okigwe deserves befitting universities.

Bros, very huge advantages come with state or federal government-sponsored university when compared to a private university. A private university serves the parochial objectives of the owner.

Building of roads, hospitals and schools is a welcome development. Yet, these things cannot put food on the table of our young graduates. Neither will it stop the high rate of unemployment in our dear state. What every reasonable Imo indigene should be asking Rochas is nothing but these:
1) Why do you think only government job is the best for our state? Since almost all the jobs you brag about are government owned. for example, Imo Youth Must Work Programme, Imo Shoe Industry, Imo Palm Plantation and Avutu Poultry.
2) How many Multi-National companies have you attracted to Imo state? At least we know of Sabmiller Breweries in Anambra and China steel in Ogun state. Even though you may want to use Imo as not befitting for heavy industries but as an hospitality zone, how many 5star international hotels have you attracted in Imo state?
It's a fact that Goodwill Akpabio made his state a tourist heaven by attracting world class hotels like Le Meridian Ibom Hotel and Golf Course, Ibom Entertainment Centre and Lastly, La Capan Tropicana etc. What happened to the Prince and Princess hotel you claim is under construction. Why are you not giving attention to the Oguta wonder lake and golf course project abandoned by Ohakim?
These and many more are what we must task Rochas on. And not the praise singing attitude some of my brothers here are known to exhibit.

ONE thing you can never never compare akwa ibo with 5 south Eastern states let alone Imo state.

A retired Commissioner of Police, Chief Nicholas Daru Nkemdeme,
who served in the Ogun State Police Command, is not happy that
the South-East zone is still left with five states while other regions
have at least six. Now a lawyer and security consultant, he said at
the National Conference, where he was a delegate, they had slated
that each of the six geo-political zones should have eight states.
This, he said, would correct the structural imbalance suffered by
the people of the South-East.
He advised the incoming president to look beyond party leaning
and appoint people with proven integrity to positions of authority if
he must succeed. Excerpts:

What is your take on state police?

Like every other thing in Nigeria, the Nigeria Police has continued
to deteriorate, and I want to attribute it to bad governance.
Whenever members of the Nigeria Police are sent for a foreign
mission they do very well, and they have been commanded.
Past and present administrations have made deliberate efforts to
reposition the Nigeria Police, to make it effective and efficient.

They had set up three commissions that came up with good
recommendations but none of these recommendations has been
implemented till date. Yet Nigerians see the Police as non-
performer. They forget that the men and officers of the Police are
not magicians. They can only carry out their constitutional duties
within the limited resources available to them, because when
these same officers are on foreign duties like peace missions they
do very well.

The answer to the perceived non-performance of the Nigeria
Police is because the government is not doing what they should
do to enhance the effective performance of the police. If you want
the police to perform creditably well then it is the duty of the
government to provide them with the necessary equipment and
training with which to do their duties.

Today, the world has gone technological and the police must be
abreast with this new technological trend in modern policing. Take
the issue of cyber crime for an example, before there was nothing
like that and for the police to tackle such cases they must have the
requisite knowledge, training and tools to fight it.

I was a delegate at the National Conference. I went there under the
auspices of the Retired Police Officers Association of Nigeria. I
had canvassed that what the police needed to ensure the internal
security of the nation is to be properly funded. But the majority of
the people at the conference had voted for state police.

However, when I came back to Imo State and saw what Governor
Rochas Okorocha is doing with the Imo Civil Guard. Right now, the
state is the safest state in Nigeria because the incessant cases of
kidnapping, armed robbery have been reduced drastically which is
commendable. So, I had a re-think that it is possible to have a
state and federal police because if the Imo civil guards that are
not equipped have performed this feat and that if they are
equipped they will do much better.

Having a state police may not be a bad idea. I will also
recommend that other states should come to Imo State to under-
study how the civil guards operate.



People have expressed concern that those who made the election
of Muhammadu Buhari possible may not give him the free hand to
work, do you think so?

Some of those who are in APC were formerly in PDP, but the
question should be whether they have changed their attitude or
have the same attitude. I am sure that they joined APC because
they were tired of the PDP. Again Buhari is a man with a known
antecedent who will not brook nonsense from anybody.

I voted for Buhari because I know what he can do. I know what he did while in that position as a military Head of State. I believe he
can change the current situation where corruption has stunted the
growth of Nigeria.
All he needs to do is to appoint credible people
that will work with him to bring about the desired change. But
unfortunately those who have the requisite credibility to deliver
are not politicians and are mostly in the background. So Buhari
needs to look down the ladder to pick men and women of proven
integrity.

Why do you always attribute Aba's industrialization to T A Ugly ?

Aba is to Rivers what ogun is to Lagos.
Industrial and commercial Aba have been in existence before TA Ugly's grandfather was born so stop giving him the credit, give it to Okpara and Mbakwe.

NCC Spreads Digital Dividends to Varsities, Others via ADAPTI, DAP

AS part of its deliberate digital inclusion policy to address digital divides across a broad spectrum of the society generally and the school system in particular, the Nigerian Communications Commission (NCC) recently took digital dividends to some institutions of higher learning in the country.

These schools included Ekiti State University, Ado Ekiti, The Polytechnic, Ibadan, Imo State Polytechnic, Umuagwo, Federal Polytechnic Nekede, Ahmadu Bello University, Zaria, University of Benin, Government Junior Secondary School, Jabi, Abuja, Katsina State College, Katsina, Government Secondary School Dan Musa, Katsina State, among others.

The NCC acknowledged the gap in ICT services early enough and opted to cushion these needs by taking services, equipment and infrastructure to these centres of learning.

The Commission through the Advanced Digital Awareness Programme for Tertiary Institutions (ADAPTI) has been able to empower several of these higher institutions by donating digital centres, computer laboratories fitted with laptops and internet connectivity, generating sets as part of the digital dividends.

While secondary schools benefit through the Digital Awareness Programme (DAP). DAP ensures that teachers are empowered first to pass knowledge to the students.

DAP promotes hands-on digital empowerment by creating an environment where students have direct knowledge of usage of computers and ICTs in support of their studies.

Dr. Eugene Juwah, executive viice chairman (EVC) explained that this is one of the ways we can reach the unreached and serve the unserved and underserved members of the society.

Juwah further assured that many more institutions and schools will be covered especially now that the broadband revolution has begun. “Broadband will make a world of difference”.

Mr. Tony Ojobo, director, Public Affairs, in a statement explained that to continue the distribution of digital knowledge, and awareness in schools and support students in acquiring knowledge of computer in their studies, the Commission donated ICT/Telecommunications books to Ekiti State University, recently.

Juwah specifically said the Commission wants to put smiles on the faces of students and the school system.

The EVC who was represented by Ms. Josephine Amuwa (Director, Policy Competition and Economic Analysis), stated in Ekiti that one of the core functions of the NCC is the implementation of programmes and plans that promote the development of the communications industry and in order to achieve this, the NCC has implemented several capacity building initiatives to enhance the knowledge base of the participants in the telecoms industry in Nigeria.

Some of these initiatives include the establishment of the Digital Bridge Institute in 2004 in order to contribute to the creation of knowledge-based information society in Africa, through human resource capacity building in the Information and Communications Technology (ICT) sector.

The EVC stated that the Commission in 2005 also established the NCC library for use of researchers and undergraduate students from various tertiary institutions across the country.

He further explained that higher institutions in Ekiti State, which fall within South West geo-political zone, have not benefitted from the National Books Donation Initiative of the Commission since inception of the project which is carried out in phases, Hence the need to begin from the Ekiti State University.

Eighty Seven ICT/Telecom engineering books on behalf of the EVC were donated by Mrs. Biodun Olujimi, commissioner of NCC, and received by Prof. Oladipo Aina, Vice Chancellor of Ekiti State University.

The Vice Chancellor thanked the Commission for contributing ICT/ Telecommunications books to the University which will impact and add value to the lives of the students.

The Commission has also taken the ADAPTI project to The Polytechnic, Ibadan Oyo State, where 110 laptops were commissioned.

The Advanced Digital Awareness programme for Tertiary Institutions (ADAPTI) is one of the programmes through which the NCC strives to bridge the digital divide through the provision of computers in order to equip lecturers and also to improve the skills of students.

The EVC who was represented by the NCC zonal coordinator in Ibadan, Mr. Banji Ojo in his speech stated that The Polytechnic, Ibadan was among the 52 beneficiaries of the ADAPTI project of the Commission in 2013, and that more than 222 institutions of higher learning across the country have so far benefitted from ADAPTI since it began in 2008.

Speaking at the event, Juwah stated that the key objectives of these programmes are to prepare the nation for a digital tomorrow and equip the youth with the necessary skills to tap into the potentials of the digital age and in the case of ADAPTI, it is aimed at improving the resource persons in the process of impacting knowledge. The EVC further explained that the Commission is committed to assisting the nation in the quest for ICT penetration through ADAPTI.

Hon. Oyetunde Ojo, chairman of the House Committee on Communications, urged the students to take advantage of the computers, which were commissioned, advising that the laptops are for the use of lecturers to improve their administrative skills.

He also advised the students of The Polytechnic to stay away from crimes such as cybercrime and focus on their education in order to contribute to the nation’s wellbeing.

The Digital Awareness Program (DAP) is a special intervention programme by the Commission to address the digital information knowledge gap in the country especially among the teeming youthful population.

The strategy in this programme is to expose schools and colleges to Information and Communications Technology (ICT) awareness, usage and application by facilitating access to ICT tools.

Under the project, selected institutions of learning spread across the country are equipped with computer laboratories fully installed with internet facilities and their teachers exposed to ICT training in order to equip them to teach their students, Ojobo further explained in the statement.

By the last count, the DAP Project has supported 229 secondary Schools across the six (6) geopolitical zones of Nigeria, including the Federal Capital Territory with the provision of twenty one (21) desktop computers, Local Area Network, printers, scanners, VSAT dish and deployment of one year bandwidth subscription for Internet access.

These facilities are complemented with standby generators and a special accommodation built for that purpose; thus aggregating everything into a fully kitted Computer Laboratory.

The programme also entails human capacity building and managerial training for key personnel in charge of the Centres from the beneficiary institutions.

As part of the Commission’s Corporate Social Responsibility (CSR) to facilitate ICT Awareness in secondary schools and support students in acquiring knowledge of computer in their studies, the Commission commissioned two projects in Katsina state recently.

One of the beneficiaries is Government Secondary School, Dan Musa, Katsina State

A newly constructed computer laboratory with 20 Desktop computers with internet access, Generator Set, Air conditioners, NCC branded window blinds, was commissioned at the school.

Alhaji Ibrahim Shehu Shema, executive governor of Katsina State, was represented by Alhaji Suleiman Nuhu Kuki, special adviser (Science and Tech) at the event.

The projects were facilitated by Alhaji Jamilu Mohammed Dan Musa, a former commissioner of Water Resources in the State. So many stakeholder graced the occasion.

Katsina College, Katsina State also benefitted

In Imo State a constructed computer laboratory, installed generator, air conditioners and branded window blinds at Omuma Secondary Technical School in Oru East LGA was one of the DAP projects while ADAPTI projects with 110 laptops were supplied and installed at each of the following locations:
.Imo State Polytechnic, Umuagwo
. Skills Acquisition Centre, Orlu (a campus of Imo State Polytechnic)
.St. Damian School of Nursing, Okporo
.Federal Polytechnic Nekede


These are some of the initiatives by the Commission to spread digital awareness through digital inclusion, Ojobo added.

Don't people in the other two zones deserve the abundant benefits of location of public universities?

Don't people in the other two senatorial zones of Imo state pay taxes; or are they strangers in their state?



Who is that person who will now protest against relocating IMSU or duplicating IMSU faculties in anywhere in Orlu zone? Buhari is not going to create states.

Can some one tell Gov Okorocha that having a public university in Orlu zone does not shortchange his proposed private university; that given the huge population of people in the 12 lgas in Orlu zone, it is not a privilege but a right to have them benefit from closeness to a public university.

Aba is to Rivers what ogun is to Lagos.
Industrial and commercial Aba have been in existence before TA Ugly's grandfather was born so stop giving him the credit, give it to Okpara and Mbakwe.

Please do not get me wrong. I never attributed Aba's industrialization to Theodore Orji. I only wrote that industrialization in Nigeria's harsh condition is more or less a sacrificial investment aimed at enhancing one's home. Nnewi for example can never be attributed to any Governor or what so ever. Nothing stops our own Billionaires from coming home to build their industries just like Nnewi people did.

Education is the main industry in Imo state. A well educated population create industries. Govt does not create industry; if you don't know this sharrap; and not mtchew....

Tertiary education institutions as industries in Owerri mainly contribute to the expansion of Old and now New Owerri cities; therefore, Imo state govt is constrained to spend most of the states yearly development budget to match Owerri expansion with public infrastructure.

In the process, other areas of Imo state remain glorified villages.
This trend does no good to people of the state.

Orlu already have a polytechnic, School of Nursing, College of Health Sciences, Imo State University Teaching Hospital and a New Private University while Okigwe zone does not have these. Gov Rochas should move Imo State University to Okigwe Zone for Justice sake.
