It is better northern political leaders have a meeting and then call for a dialogue with Boko Haram.

A negotiated settlement through the United Nation that will allow for the existence of a state for the Boko fighters should be in the pipeline.

BOKO HARAM IS DEMANDING FOR AN ISLAMIC STATES.

That is fine.

The federal government of Nigeria can start from there and listen to their demand.

Northern Nigeria have no choice than to negotiate with Boko fighters.

The americans did so with the taliban in Kabul, Afghanistan.

The first start is to understand what the Boko haram fighters want from the Nigeria state.

If northern political leaders is able to understand that then the next step is to find a way around their demand and see how the demands can be met or achieved in a win win settlement.
