I think it's not about cowardice, methinks the ruling elites have somehow, found a way to divide the citizenry along ethnic and religious lines. When a northerner commits a crime, his people will root for him notwithstanding, they will turn the whole thing to a North-versus-South contest. Take a look at what is happening with the NBA-Ruffai debacle wherein the MURIC and some northern branches of the association have shamelessly weaved religious and ethnocentric sentiments into it, while blatantly refusing to take a more objective approach.
