Do you know Ministers beyond depending on the expertise of the technocrats in the ministry also rely on the judgement of their SA's. Every Minister is entitled to 3 SA's. One of the Special Advisers must be one who possess the expertise as it partains to the working of the Ministry.

And like I did state earlier, Ministers are just figure head. The Minister cannot unilaterally take decision without recourse to his Perm Sec and his Directors. The civil servants are the engine room of every ministries.

Let's not belabor the point...
But a Minister is NOT a mere ceremonial position.

Unfortunately, Nigeria and many Nigerians have largely sacrificed merit on the altar of "seniority" (as well as ethnicity and religion), and thus Nigeria has become a nation where even the most mediocre and incompetent persons in the civil service and much of the public sector simply hang on and try to stay alive while being "rewarded" with virtually automatic promotions through the ranks.
