Do you know Ministers beyond depending on the expertise of the technocrats in the ministry also rely on the judgement of their SA's. Every Minister is entitled to 3 SA's. One of the Special Advisers must be one who possess the expertise as it partains to the working of the Ministry.
And like I did state earlier, Ministers are just figure head. The Minister cannot unilaterally take decision without recourse to his Perm Sec and his Directors. The civil servants are the engine room of every ministries. Let's not belabor the point... But a Minister is NOT a mere ceremonial position. Ministers are supposed to formulate POLICY...
