Nope, the users of Russian weapons were armed with older generations and used them against the latest generations of American weapons.

Iraqi T-72 tanks defeated British Chieftain tanks in 1980s, but by 1990s the T-72 became onsolete with RHA armour and was defeated by mordern American Abrams tanks with composite armour.

Russian MiG-23 jets defeated French Mirage jets in Angolan bush war.

Also Russian T-62 tanks defeated British Centurion/Olifant tanks in Angola.

Show us where F-15 defeated Su-27 .

Russia itself has not fought NATO-USA, only then shall we know who has better weapons.

No military in this world ever buys all they need. America buys withing available defence budget. You think USAF just walk into factory and grab manufactured weapons walk away back to military base like it's hamburgers?

...speculate all you want, F-16 and F-15 remains in service with USA till year 2025. Nobody is buying 3,000 F-35 stealth jets in the next decade.

The only news that gets published is problem problem, e.g. SAAF has critical pilots shortage, yes such gets published, like this one :

More 100 F-35 have produced and are used for training and OT&E. It will going into service this year.

A budget is finite

They allocated a certain ammount of money towards getting attack helicopters that ammount of money was not enough to consider the Tiger, Rooivalk, Z-10 or Apache.

These 3 helos are in the same price range (Z-10 costs the most). A price range that Brazil could not meet to complete an order of the size they needed

Simple fact
They can afford 100 Rooivalks if they want it, Brazilian spending on weapons/equipment is 5 times more than South Africa

Brazil's military budget for 2014 is $31 Billion....you see now? It's not poor countries that buy Hind helicopter.
