Governor Dapo Abiodun of Ogun State has revealed that he was the Chairman of Olokola Free Trade Zone under the former administration when the State lost the $16b Dangote refinery to Lagos.
Abiodun said he was appointed by his predecessor, Senator Ibikunle Amosun to oversee the Olokola Free Trade Zone where the said refinery was proposed to be sited.
He, however, expressed disappointment that the State could not achieve having the refinery sited in Olokola, due to what he called a break in discussion between the Amosun government and Dangote.
Though the governor did not state the roles he played in the discussion between Dangote and the immediate past administration, he said, “I worked as chairman of Olokola Free Trade Zone that was meant to have the Dangote refinery sited in Ogun Waterside, however, discussion broke down between Dangote and the then administration which led to the loss of that project to Lagos State; a sixteen billion dollars was lost to another State.”
According to him, Dangote had conceived siting the project in Ogun with the aim of not just refining crude oil, but to also take advantage of the mining lease he said had been awarded around the area but yet to be exploited.
The immediate past governor of Ondo State, Dr. Olusegun Mimiko has denied making demands from business mogul, Aliko Dangote which forced him to move its Dangote Refinery from the Olokola Free Trade Zone to the Lekki Free Trade Zone.
Dangote had in 2013, announced plans to build a refinery at the Olokola Free Trade Zone which is jointly owned by the Ogun and Ondo state governments, but the plan failed to materialise, with the project moved to Lekki Free Trade Zone in Lagos.
Reacting through a statement signed by his Special Assistant on Media and Digital Communications, John Paul Akinduro, Mimiko said only Dangote could explain why he decided to relocate the project.
The immediate past governor of Ondo State, Dr Olusegun Mimiko, yesterday blamed the disagreement between former Governor Ibikunle Amosun of Ogun State and President of Dangote Group, Alhaji Aliko Dangote, on the relocation of refinery from the border town between Ondo and Ogun states. Dangote refinery and fertilizer plants were parts of the businesses planned for the Olokola FTZ located in the border town between Ondo and Ogun states. The zone is an initiative of the Federal Government in conjunction with the two neighbouring states.
Edit: I just came across a 2013 video highlighting the signing ceremony for a 400,000bpd refinery and fertiliser plant in Olokola FTZ. How time flies...

The CCTV project was awarded by late President Umaru Yar’Adua’s administration to the Chinese firm ZTE in August 2010. The project cost was $470 million for the purpose of providing Abuja with electronic surveillance delivered through a network of street mounted CCTV cameras. It was also expected to provide Nigeria Police Force with anti-terrorism intelligence back-up through Code Division Multiple Access [CDMA] technology. It was funded from a $600 million China Exim Bankcredit facility at 3% interest and a term of 10 years. Nigeria was represented at the loan’s signing agreement in China in June 2010 by then Finance Minister Olusegun Aganga, then Police Affairs Minister Adamu Maina Waziri and then Police Inspector General of Police [IGP] Hafiz Ringim.
Whosoever is in charge of this project, Nigerians need answers on its current status and why such a costly project stalled for a decade while we are repaying the loan. These answers must be provided urgently because some agencies are asking for millions of dollars more in order to “complete” this project. Not a kobo should be put into it until we get the answers.

The Uganda Police Force (UPF) has come under renewed focus after revelations that it knew about the mental health issues of a constable who fatally shot a moneylender on Friday at Raja Chambers on Parliamentary Avenue in Kampala.
The police said it took a decision “not to arm [PC Wabwire] six years ago” after his mental health issues twice had him committed to Butabika hospital. According to a relative, who spoke to this publication on condition of anonymity, PC Wabwire had dozens of run-ins with his family members between 2016 and 2017 due to his mental health issues.
Despite a lengthy history of instability that was never remedied, PC Wabwire—who hails from Buwalira Village, Bumunji Parish, Masinya Sub-county in Busia District—joined the Force in 2018.
The Police Flying Squad Unit and the local police in Busia have arrested constable Ivan Wabwire who is accused of shooting dead an Indian money lender in Kampala.
According to Kampala Metropolitan Police spokesperson, Patrick Onyango, Wabwire was arrested as he tried to cross to neighbouring Kenya.
"A joint team of security traced the suspect to Busia district.
On 13 May 23, Flying Squad Unit joined the territorial police of Busia.
On 14 May 23 at around 0700 hours , Wabwire Ivan was arrested in Busia Municipality at Customs by a joint team commanded by the DPC Busia SP Didas Byaruhanga," Onyango said on Sunday morning.
He said the suspect is currently detained at the Central Police Station in Busia pending transfer to Kampala.
"We want to thank the officers who worked for the last 42 hours to ensure that Wabwire is arrested."
Wabwire on Friday shot dead Uttam Bhandari, the proprietor and manager of TFS Financial Services at Raja Chambers along Parliamentary Avenue in Kampala over shs2, 130,000 he owed the money lender.
It has since been said by police that Wabwire had been barred from holding a gun after being diagnosed with a mental problem.
To this, he was always being deployed at beats that dont require anyone with a gun.
However, on Friday, he stole a gun from his friend that he had left in the room that he used to shoot the Indian national.

In 2005, while Tony was the Managing Director of Standard Trust Bank he approached me to get funds to acquire UBA. I enthusiastically gave him $ 20 million, which was N2 billion at that time to buy the necessary shares in UBA for the acquisition. After a short period of time the share price moved up and I decided it was a good moment to sell and get out of the bank. However, Tony appealed to me to hold on to the shares as he was convinced that there were future prospects – so I kept the shares.
I became Chairman of Transcorp Hotel in 2007 with a shareholding of 5% and unknowingly Tony gradually started buying shares quietly.
By the following year in 2008 I went bankrupt in Nigeria. Tony proceeded to take my shares in UBA to service the interest on my loans and he also took over my shares in Africa Finance Corporation, where I was the largest shareholder.
Shortly after, Albert Okumagba informed me that an American firm wanted to acquire my shares in Transcorp, which I then agreed to sell. However, this supposed American firm turned out to be Tony Elumelu. The revelation of this prompted me to resign as Chairman of the hotel.
Years later in 2012 Tony said he wanted to see me so we met in my office where I had previously had a meeting with foreign investors who had not yet departed the premises. Curious to know, he asked what sort of meeting I had had and I disclosed that I wanted to go into the power business, specifically Ughelli Power Plant. Tony quietly went ahead to bid for Ughelli and he outbidded me by offering to buy the plant for $300million.
And as some would say: the rest is history.
Fast forward to the present…
I offered to buy Transcorp Plc for N250 billion, but unfortunately, my offer was rejected. My goal was to maximize the company’s potential as a Nigerian conglomerate with a market cap of at least N2 trillion instead of the current N40 billion, but it seems some shareholders have a different vision.
As a businessman, I believe in healthy competition and market dynamics. Two captains cannot man a ship, and I respect the majority shareholder’s decision to buy me out. This is the nature of the game.
But let me be clear: my offer was made with the best intentions for Transcorp Plc and its shareholders. I saw an opportunity to unlock the company’s full potential and create value for everyone involved.
It’s important for investors to understand that free entry and free exit are crucial to healthy markets. The scramble for shares after my acquisition is a testament to the value that Transcorp Plc can offer, and I hope the company continues to thrive under new leadership.
My message to Transcorp Plc and its shareholders is this: I remain committed to the growth and success of Nigerian businesses, and I will always be looking for ways to create value for all stakeholders. Stakeholders are unfortunately always shortchanged by getting stipends while the owners and managers of the business live a jet-set lifestyle, which is detrimental to the stakeholders. Thank you for the opportunity to engage in this exciting chapter of Transcorp’s history.
Nigerian businessman Femi Otedola has described his interest in the Transnational Corporation of Nigeria (Transcorp) as one driven by the need to unlock the company’s full potential and create value for shareholders.
Mr Otedola made the revelation in a statement that marks his first public intervention in the recent battle for the soul of Transcorp. He was responding to repeated enquiries made to him by PREMIUM TIMES regarding why he acted the way he did in the Transcorp transaction.
“I offered to buy Transcorp Plc for N250 billion, but unfortunately, my offer was rejected,” Mr Otedola said.
The billionaire recently divested his newly acquired stake in Transnational Corporation of Nigeria (Transcorp) to Mr Elumelu, pulling the plug on the scramble for the top ownership of the group.
Mr Otedola sold his substantial shareholding of 6.3 per cent, a haul of 2.6 billion shares bought in separate transactions, to Mr Elumelu.
Earlier, within days of his acquisition of a substantial shareholding, Mr Elumelu had racked up his interest from 2.07 to 25.9 per cent.
Sources with details of the matter told PREMIUM TIMES that Mr Otedola’s move to take the peak spot in the conglomerate’s ownership upset the Transcorp chair, prompting him to open talks. He eventually agreed to compensate the businessman with millions of dollars, sources said.
In his new statement, Mr Otedola recalled how he “enthusiastically gave him (Mr Elumelu) $ 20 million, which was N2 billion at that time” to buy the necessary shares for the acquisition of UBA in 2005.
The businessman also alleged that Mr Elumelu stabbed him in the back a number of times in the past.
He said in 2012, he told Mr Elumelu about his interest in Ughelli Power Plant and the Transcorp chair “quietly went ahead” to outbid him in the acquisition of the plant.
