I am thinking this is probably a setup between the guy that dropped the bullet and the policemen that later stopped the victim vehicle. The moment the damn criminal got out of the vehicle, he would have supplied all the vehicle details to his accomplices, the Nigerian policemen, who only had to wait along the expressway for the victim vehicle.
