Toll collectors at the redeveloped 49-kilometre Eti-Osa/Lekki-Epe highway attended to their first customers yesterday.
Governor Babatunde Fashola led the way, stopping at the toll gate to pay. He was driving his official Land Rover Sport Utility Vehicle at 1.35p.m. The stretch was redeveloped by the concessionaire, Messrs Lekki Concessioning Company (LCC).
With the governor were the Director-General, Office of Public Private Partnership (PPP), Mr Ayo Gbeleyi and LCC officials.
The tolling began after 11 months of consultations with stakeholders, who registered their opposition, forcing the government to stop toll payment, originally billed for take-off on January 3.
Fashola had told a Town Hall meeting that his administration paid N4billion to the concessionaire for as long as his directive to suspend tolling lasted.
Lekki residents complained that there was no alternative route for those without the financial wherewithal to pay the toll.
Some of the aggrieved residents who protested at the weekend were arrested by the police. The governor directed they should be released.
An excited Fashola expressed satisfaction with the take-off of the tolling and urged motorists to embrace the positive change introduced to road redevelopment by the initiative.
The governor urged residents to always give peace a chance.

He denied reports that there was a dead body on the highway on the eve of the inauguration of the toll, pointing out that the photograph published in a newspaper was a figment of imagination.
Fashola said: “The picture was non-existent. It was published with a malicious intention to malign the integrity of the Lagos State government.”

Fashola defended his administration’s position on the toll gate, saying that he acted in good faith and utter sensitivity to reality. He urged Lagosians to show understanding.
Fielding questions from reporters later, Fashola described the road as the first with a technologically driven toll gate in the country and assured motorists of efficient services as the road was built with facilities for electronic operations.
He admonished Lagosians to see the road, with its modern facilities, as a positive change which was necessary to connect them with the future.
He said: “Technology is change; Lagos is moving on; Nigeria is moving on. We cannot continue to wish this kind of thing only in our experiences outside our country. Change has come upon us; let us embrace it.”
The governor urged residents to see the future and the bigger picture of the toll gate rather than the little discomfort they may be caused by the introduction. “Change calls for all of us to give up our vested rights and move on,” he said, adding: “I see a better future, I see a brighter future.”

On the traffic congestion as a result of the tolling, Fashola said: “Really, it is the change. Every time we have had to adapt to something new, there is always some discomfort.

“The day GSM started, there were so many drop-calls that you could not connect. But within a few days, there were feedbacks which made it easy for the operators to rectify the situation and make it better.

“We need feedbacks. What is the problem? Feedbacks will help us and the concessionaire to adapt and respond. We are here to serve; that is our job. Anywhere the shoe pinches you, tell us and leave us to solve it and make it better.”
He said the decision to launch the toll payment on a Sunday was informed by the need to reduce the impact of a first experience and give the people time to adjust to the change. In the next few days, traffic will flow freely, he said.
Fashola advised motorists to use the electronic tag, instead of paying cash at the plaza, pointing out that the process of paying cash and obtaining change contributes to the delay that triggers the gridlock.

“You get a discount for even buying the electronic tag and you get the discount immediately. I am sure we will all be telling a better story in a few weeks time,” Fashola said.
In his view, the protesters were exercising their democratic rights. The governor said: “That is democracy; there must be another side. This is also employment. The concessionaire is a Nigerian company with international investments. They are employing our people.”
On alternative routes, the governor said his administration had provided an alternative route, contrary to insinuations that there was no alternative route.
Said Fashola: “Of course, there is an alternative route. We are increasing it. The story out there before was that there was no alternative road, but you have seen for yourselves that there is an alternative road. We will make it better and increase it as we go on.”

It is only Nigeria that would be having water scarcity even after we have over 25 rivers in Nigeria (fresh water source) with 2 great rivers that meet in Nigeria.

What a shame.

People need to start taking this water resources seriously if not, it would hit other parts of the country .

ENUGU— RESIDENTS of Enugu metropolis are experiencing tough times following acute scarcity of petroleum products and potable water.

A petrol dealer, who preferred anonymity, told Vanguard at the weekend that the major dealers resorted to hoarding products ahead of the planned removal of fuel subsidy by the Federal Government in January, next year.

Major marketers had suspended sales since last Wednesday, though many of the stations were said to have enough products.

The scarcity has forced the pump price of Premium Motor Spirit, PMS, popularly called petrol, to N75 per litre at filling stations owned by independent marketers.

Long queues were noticed at some filling stations that had products as buyers, preparing to travel for the yuletide, were struggling to fuel their cars.

Meanwhile, water supply to Enugu metropolis, which was suspended since the past three weeks, has imposed serious hardship on the residents.

Well water has become the major source of drinking water for most residents, who cannot afford water from commercial water tankers.

Officials of Department of Petroleum Resources, DPR, in Enugu could not be reached to comment on the petroleum products scarcity, yesterday.

However, an official of Independent Petroleum Marketers Association of Nigeria, IPMAN, warned that the situation might worsen if nothing was done to check the excesses of the major marketers in the state.

Only the Nigerian National Petroleum Corporation, NNPC, mega station in Enugu has consistently sold petrol at the approved pump price. Therefore, a long queue of vehicles had been a constant feature at the mega station in the last one week.

Meanwhile, Enugu State Government has taken steps to cushion the effect of kerosene scarcity on the people by procuring the product to be sold at a subsidised rate of N50 per litre.

Distribution of the product in all the 17 local government areas was expected to commence last Friday, but reports said, yesterday, that the rural dwellers were yet to access kerosene owing to late arrival of the suppliers.

The measure was part of the government’s Christmas package for the people.

Those who spoke on the water scarcity called on the state government to urgently intervene to forestall outbreak of epidemic that could result from lack of potable water.

Enugu is more of a city to me than Ibadan going by the quality of infrastructure. A cluster of houses and over population does not make a city. But both of them lack the high rises that give me the city feel. I feel happy driving around Lagos Island and Abuja. It gives me hope of a better Nigeria.

I have not been to enugu par-say but if what you are saying here is true, then enugu is Waaaayyyyy better than port harcourt and should be placed higher/ more qualified than Onitsha and port harcourt.

Very interesting. Would stay in enugu longer next time I visit the east.

How is Ibadan (Indeed, Ibadan is a city as I have repeated here) a city with all its own urban sprawls (Ojoo, Moniya, etc) and Abuja will be a mere urban sprawl and not a city, according to you?

I would like to separate some facts here.

What makes Onitsha , benin and co a city is the opportunities those cities provides along side the diverse population and amenities.

When I visited Nigeria last December, I was shocked by all the trash I was looking at (I visited Lagos & Onitcha for a month). Then, I also saw men peeing on the sides of roads. No big deal, people do that where I live, ONLY IF THEY REALLY HAVE TO.

Where you were coming from (abroad), I am sure the were clean public toilets everywhere, along side roadside restaurants and train stations having their own toilets that commuters can use isn't there ?

Well in Nigeria aka Onitcha and Lagos, there is no such thing as public toilets every 10 meters or so and the few public toilets there is, it is so dirty due to lack of maintenance that you would prefer to urinate publicly than in those toilets.

Not that people don't know the right thing to do but they are forced to do such

I think people tend to move to concentrated cities and abandoning the rest of the state. It makes more sense because there is more interaction with different people than just a small community.

Also traders love high concentration of people and thus they migrate there. same applies to buyers who love the high variety of produces with easy accessibly and also migrate.
