Actually things like this used to happen almost every weekend in some streets in the UK. It became an epidemic. Don't know for now. The police used to patrol some streets all night just to pick up drunk youth who go out clubbing and drinking all night from after work on Fridays. They'll then be locked in the station till they regain consciusness, then warned and released. Good the have a responsible police force. Ours are gradually improving, good move.
