The erection of artificial shrines and unapproved buildings along the Calabar –Itu–Ikot Ekepene highway in Cross River and Akwa Ibom States is constituting an obstacle to the dualization of the expressway. The dualization, DAILY POST findings revealed, was undertaken by the present government. The road, which was constructed in the 70’s during the era of oil boom by the General Yakubu Gowon regime, had since become a death trap. The Federal Government had awarded the road contract in 2018 to a firm, Julius Berger, for the complete reconstruction and dualization of the entire span of over 50 kilometres stretch of the road. However, rather than appreciate this move by the government, villagers living along the stretch of the road have devised a plan of getting money from the government by erecting emergency structures close to the road. When our correspondent visited the road during the week, many villagers were seen building houses, erecting shrines and sinking boreholes by the side of the road which has already been surveyed with structures captured for demolition. For instance, the villagers along Okurikang, Ikot Okon Akiba, Kparam, Akai Effiwat, Itu Bridge head and Itu junction and other villages in Akwa Ibom State have erected shrines and unapproved structures. Some of the villagers, in an interview, admitted that they are rushing to build houses and shrines close to the road knowing that contract has been awarded for the construction. One of them in the village of Kparam, who gave his name as Ekpo Ekpo, said, “We are not aware of any road construction project. We are building on our land and nobody has told us not to build close to the road”. An elderly man on clutches in the same village, who refused to give his name, was seen supervising the building of his house. He explained that his other structure is a thatch house which could collapse at any moment. He stated that this was the reason he has engaged someone to build another one for him beside the road. Another young man, Elvis Samuel in Ikot Okon Akiba village, openly admitted that he is building his house close to the road so that he could get paid by the contractor when it is demolished in the course of the construction work. “We have been living here for many years and have been suffering the effect of the bad state of this road and now that government has decided to work on it, we should also be given some compensation for keeping the road alive by filling the bad spots with stones and sand for vehicles to pass,” he said. Reacting, the village head of Okurikang, Chief Inyang Inyang said he was unaware of any rush to construct houses close to the road, adding that if there is anything of such, “those doing the work should be the ones to complain not those just passing by”. At the Federal Ministry of Works, Calabar Office, the Federal Controller of Works, Engineer Bassey Nsentip said such “deceptive development” is not encouraged by the ministry. Nsentip said when the estate valuers were given the job of assessing structures on the road, they were instructed to do it with speed to avoid people cashing in on the situation, yet people are still building after the right of way for the project has been acquired. “It is common here to see that after the structures have been assessed and marked some people still build in front of the ones marked and use their red paint to mark their own structures but the estate valuers have a code to identify the ones marked by them,” he said. An orthopaedic surgeon at the Obafemi Awolowo University, Ile-Ife, Prof. Olayinka Adegbehingbe, who was kidnapped on Sunday, said that N5.045m was paid to secure his release. Adegbehingbe disclosed this on Tuesday in Ile-Ife in an interview with the News Agency of Nigeria at his residence on the university campus. The surgeon, who said he was hale and healthy, attributed his release to the power of God. According to him, the kidnappers had demanded for N30m and later collected N5.045m for his release after much negotiation. He condemned the level of insecurity across the country, saying majority of the youths are jobless and have now resorted to crime. “The Federal Government needs to invest more in security; we need to know the identity of people coming in and going out of the town, state and the country at large. “The people who abducted me were Fulani herdsmen and they had four guns and multiple rounds of ammunition as well as different dangerous weapons, ” he said. He called for community policing as well as provision of employment for the youths, adding, “idle hands are the devil’s workshop.’’ “I also thank the security operatives, the entire OAU and OAUTHC communities, our families, church members and all other well wishers for their prayers and other support rendered,’’ he added. President of the Nigeria Medical Association in Osun State, Prof. Oluwole Komolafe, expressed gratitude to God for the release of Adegbehingbe. “ The Federal Government should look into the issue of security across the country so that citizens would have rest of mind,’’ he said. Prof. Rasaq Adebayo, another colleague of Adegbehingbe and consultant cardiologist at OAU Teaching Hospital Complex, attributed the release to God’s intervention. “We thank God for the release of our colleague for we cannot afford to miss an intelligent, competent and qualified surgeon like him,” he stated. The Public Relations Officer of the university, Mr. Abiodun Olarewaju, while speaking with NAN, confirmed the release of the kidnapped lecturer at about 8:00 pm on Monday. Adegbehingbe was kidnapped on the Ife-Ibadan expressway on Sunday while returning from Lagos.

Rivers State Governor, Nyesom Ezenwo Wike has declared that communities with prevalence of insecurity, cultism and kidnapping will no longer enjoy State Government patronage. Addressing a Special Security Meeting at the Government House, Port Harcourt on Monday, Governor Wike said that the State Government will dethrone Traditional Rulers in communities where cultism and kidnapping are encouraged. The security meeting had in attendance the Rivers State Commissioner of Police, Usman Belel, State Director of Department of State Services, Tosin Ajayi, Commander SOG 115, Nigerian Air Force, Air Commander E.O. E Ebiowei, Commander NNS Pathfinder, Commodore SJ Bura and State Commander of Nigerian Security and Civil Defence Corps, ML Haruna. Also in attendance were Local Government Chairmen, Traditional Rulers, CDC Chairmen and all Youth Leaders in the state. Governor Wike said: "All those Local Government Areas where there is no serious cases of cultism and Kidnapping, the State Government will give them more projects and attention. "But Local Government Areas where cultism and kidnapping have become entrenched, the State Government will depart. "For communities where cultism and kidnapping are encouraged, their Traditional Rulers will be deposed. We will not allow crisis in our communities. If you don't want to take the war to them, we will take the war to you". The Governor noted that all youth groups found to be involved in cultism will be dissolved by the State Government. He noted that under the current dispensation, the Government and people of Rivers State will take their fate in their hands by collectively addressing the security challenges. He urged all stakeholders to work with security agencies to fight insecurity. "Enough is enough. Nobody arrested by security agencies and cultism will see the light of the day. If you say, we will not sleep, you also not sleep. Every logistic has been provided for security agencies to tackle the insecurity ", he said. He warned that any top Government Official caught in the process of trying to work for the release of arrested suspected cultist and kidnapper, will face the full weight of the law. The Governor directed council Chairmen to work with their respective Traditional Rulers, Community Development Committees and Youth Leaders to advance the course of peace. He also directed Council Chairmen to clear bushes along the East-West Road and other major highways of the State. In his remarks, the Rivers State Commissioner of Police, Usman Belel assured that the Security Agencies will fight to reduce crime to the barest minimum He said that the Police will use the community policing strategy to involve community stakeholders in the peace process. He called on Rivers people to support the police with information to tackle cultism, kidnapping and fake news. Chairman of the Rivers State Council of Traditional Rulers and Amayanabo of Opobo, King Douglas Dandeson Jaja urged the Security Agencies to take Traditional Rulers into confidence as they carry out their responsibilities. He, however, decried the situation where security agencies divulge information passed to them by Traditional Rulers.
