Jail-breaking, rooting is legal anywhere in the world. There is no argument about that. Afterall, it's your device, bought with your own money.
Jail-breaking, rooting can never be made illegal in any developed countries in the world, except, of course, countries where the government don't respect human rights, such as China, Iran, South Korea.
Its your device but there are copyright laws and DRM laws. You need to read up on that.

That can't be legal undecided
Its legal in the US, illegal in the UK.

To me, its not illegal.. jail breaking is just a way to use apps not approved by Apple and do crazy things with your phone.

What is root access?
Root Access == super user.
Having root access is like being Seun of Nairaland. You have unrestricted access to the operating system.
When you jail break your phone, you have unrestricted access to the hardware and operating system on your iPhone.

It would be announced by the spokesperson or someone in authority.

Oga read the article again (and again) you will understand. Which law did GEJ and NOI breach? Can you point out the law? Did the GEJ and NOI use the money to buy "akara" or they used it for subsidy on behalf of Nigerians? Anyway, which law was breached?
The current revenue formula has the federal government getting over 52 per cent of all revenue; the 36 states get over 21 per cent, while the 774 local governments get the remaining.

It did not say pay subsidy. GEJ and NOI had no right to decide what each state and local government would do with their share.
Politics › Re: Jonathan, NOI, Governors And The Excess Crude Account Events by AZeD1(m): 11:34am On Jul 09, 2015
Mr Barcanista, i truly understand you have to earn your pay (Man must wack) but your article is a big pile of trash. The whole controversy surrounding the $2 billion withdrawal is who authorized it
NOI in her last press release yesterday said GEJ authorized it for the payments of subsidy, and we know that GEJ cannot unilaterally approve withdrawals from the ECA so why didn't she get approval from the appropriate quarters?

If you decide to go down the route of the ECA account is illegal so no approval was needed , then you should also remember that existing laws stated that all monies accrued to Nigeria be shared by the 3 tiers of government and so by using that money to pay marketers GEJ and NOI breached their law.

Defending PDP is not my "job"...Maybe you will help in making it a job. NOI stated same thing in January
In January, Ngozi said the money was shared by the states with Approval from the FAAC.

Just incase you have forgotten, i will refresh your memory.
Act 1 Scene 1
Adams Oshiomole accuses NOI of illegally withdrawing from the ECA account without recourse to the Governors

Act 1 Scene 2
Ngozi counters Governor Adams by saying no illegal deductions were made as the issues were discussed in FAAC meetings.

Act 1 Scene 3
Adams replies Ngozi, asking her to publish the memo authorizing her to make withdrawals

Act 1 Scene 4
The FAAC says they never authorized the withdrawal from the ECA.

Act 1 Scene 5 (Current airing episode in the series)
Ngozi says GEJ authorized the withdrawal not FAAC.

For good measure, i have added links for you to go through.

oga barcanista, u stand for what u believe in which is a normal thing but dont allow urself to be insulted because of this woman. a technocrat like mummy ngozi should know what is called due process.
when the govs raised an alarm initially about this issue, she said they states shared the money , she even went as far as publishing what the states received.
point 2, today she said the money was used to pay for subsidy claims

so which of the points is the correct answer'.

point 3, oga barcanista, The former Minister however said FAAC did not approve the withdrawal.
does she not know the difference between discussion and approval.A former world bank MD making such mistakes.

If they don't have the powers, who then has it. Mr. President is not the sole signatory to accounts belonging to Nigeria and same goes to any FEB member. Once the approval is given, the appropriate ministry now process the payment transaction with the signatories for that particular account. So, it's not like NOI or GEJ will withdraw the cash and start paying.

The Federal Government is not the presidency alone. But also the different Ministries, Parastatals and Agencies that constitute the Federal Structure.
For any money to be withdrawn from the ECA, all tiers of government i.e (Federal, state and Local government) have to agree not just the FG.

The government acted based on National interest. Was any law broken? No....because ECA in the first place is alien to our laws. If money was $4.1billion and FG removed $2billion to offset subsidy claims, what the States need to do is to demand that the $2billion be removed from the FG's overall share of the $4billion. This isn't a matter between states and officers of government. Haba
Which National interest is that? Is it National interest that made Ngozi not state this things since?

PS: I understand defending pdp is your job so i won't interfere anymore.

I deliberately used FEC because before any decision is made, the Executive through Mr President or members of the council will first give the go-ahead. As long as the said money was spent on subsidy then the governors should direct their demands to the FG and not officers of government. Iwaela is not finance minister personified neither is GEJ President personified. You can only cry if the said money was diverted to personal accounts of the former officials.
This is another big lie.
Also the governors will direct their demands to her because FEC does not have the power to authorize withdrawals from the ECA. You can't delegate powers you don't have.

What is lie? Did the FEC under Jonathan tell you that NOI withdrew it on her own? If you say the "FG was wrong to effect the withdrawal without recourse to states" that is a different thing altogether. In fact, it becomes a thing of States Vs FG and NOT States Vs Officers of Government EXCEPT in the case of theft which isn't the case here.
Ngozi's statement says GEJ, no mention of the FEC, so were did you get the lie that the "FEC under Jonathan approved the withdrawal?"

what are yu guys crying for? The Federal Executive Council led by Jonathan approved madam NOI to withdraw the $2billion to effect subsidy payment from the ECA. What is the problem here? Did she pay the marketers or not? Why are you guys making noise when there is nothing to talk of? Is it today that the former Minister informed Nigerians? Were you guys asleep in December and January when she and her team informed FAAC and the country? Did she pocket the money?
Rather than lie, its best you keep quiet. The FEC CANNOT unilaterally approve withdrawals from the ECA.

Is Olisa Metuh saying the PDP would rather make a political statement than perform its obligation to Nigerians?

You see why I never wanted to explain the role to you? Do PAs and SSAs appear in the constitution? By the way, there is nobody that will report to an informal impostor. The CoS is a full time role and not part-time assistance.
Pa and SSA's do not appear in the constitution because they are a "nice to have" not compulsory and a government can function without them.

As far we know, Buhari hasn't appointed a chief of staff and people have been reporting to him, directly or indirectly how is that possible?

So how did Pius Anyim impact this very vital position you are all making noise about?

He has over 60 special assistants to himself doing nothing and getting paid while still looting.

The Chief of Staff is overrated if the leader is not the right leader

Google Pius Anyim all over , all he did was sleep, eat and drink at most meetings

Hence the shabby hand over notes. Pius Anyim never did a days job other than be a guy man with a ship heading for nowhere.

Chief of Staff is all noise bug time. Unless you have the righ hands

Pius Anyim was a waste pipe and a total disgrace to his person and to the office

So what's the rush for.

Jonathan took 1 months and 2 weeks to assemble the last criminals that brought us in this rot

OBJ took 2 months to put jus together and Baba OBJ used to work and stay up till late in the middle of the night

I've seen his Green pen on documents signed and reviewed at 2 am mid night

He was a hard worker I must confess but was stubborn and not too tact Phil in his ways
I have no doubt Buhari will take us somewhere positive

Mark my words it's not business as usual hence the frustration we are all facing

Go and read what the CBN DID OVER the elections driving the Rconomy to a halt big time

The after effect now is just a spiral of what was done, it won't disappear over night

We did not vote in a magician but a thorough Leader

Please let's be patient

Minsters are overated unless we get the right hands

I am busy working on a blue print on Job creation and the VP has read over this document with red pen over 20 times back and forth

He reads email and his active for most of the day

Nigerians will marvel when the think tank team delivers the good of this Change

It cannot be rushed

Many a times I submit research work re job creation and value in the past and ministers don't even read them at all

This is a new move , let's pray for them

By the way my work us free, I am not asking a kobo for it

I just want to make people's lives better and move the country forward

I cannot use this medium to talk up work bn done in the background
You are one of the few with a working brain

Surely someone is doing the work. Surely some people are also serving as his advisers. However, there is unquantifiable psychological positive impacts that come with naming them officially instead of they working in unofficial capacity.
Dude i get your point but why are we as a nation bothered about people we didn't vote for (roles not specified in the constitution)? Shouldn't our worry be about whether Buhari is getting the job done or not?
That his advisers are un official or working pro bono shouldn't be our headache.

The Chief of Staff (Aso Rock) is the coordinator of all Aides of the President and also civil servants working in Aso Rock. He's the link between the President and his boss' aides that reports to him. Sometimes he attends to the aides on behalf of his boss. The President has so much aides and so much people reporting to him. They all can't go at the same time, the CoS coordinates them. He's also the Chief Adviser of the President. I tell you, the role of CoS is very important that no serious senior official whether in public or private sector can afford to do without it.
Since Buhari became president, he has been outside the country at least 3 times, had numerous meetings with the service chiefs and other guest.
Someone must have coordinated all the things, so whats all the noise about appointing a chief of staff?

PS: If the job of the chief of staff was so important, it would have been specified in the constitution.

The same goes for those shouting about advisers.....

Not naming key personnel has negative impact on perception and on investors' confidence. It's already affecting the stock markets.
That's because most Nigerians have the wrong perception of how things work in a normal society. We should working towards having strong institutions, that's the change I expect.
I don't care if he names a minister or not but i care that there's a power ministry but we don't have power, the workers should justify their pay. At least they get paid whether they get paid or not.

Combine the two. There are lots of redundant staffs in all ministries, how about we make them earn their pay without increasing the wage bill?
