Jesus was both God and man. He had two natures. He was divine and human at the same time. This teaching is known as the hypostatic union; that is, the coming-together of two natures in one person. In Heb. 2:9 But we see Jesus, who was made a little lower than the angels for the suffering of death, crowned with glory and honour; that he by the grace of God should taste death for every man. Also in Phil 2: 5-8 Let this mind be in you, which was also in Christ Jesus: 6Who, being in the form of God, thought it not robbery to be equal with God: 7But made himself of no reputation, and took upon him the form of a servant, and was made in the likeness of men: 8And being found in fashion as a man, he humbled himself, and became obedient unto death, even the death of the cross. We can deduce that Jesus "emptied Himself, taking the form of a bond-servant, and being made in the likeness of men . . ." Col. 2:9 says, "For in Him all the fullness of Deity dwells in bodily form." Jesus was both God and man at the same time. As a man, Jesus cooperated with the limitations of being a man. That is why we have verses like Luke 2:52 that says "Jesus kept increasing in wisdom and stature, and in favor with God and men." Therefore, at this point in his ministry he could say He did not know the day nor hour of His return. It is not a denial of His being God, but a confirmation of Him being man. Also, the logic that Jesus could not be God because He did not know all things works both ways. If we could find a scripture where Jesus does know all things, then that would prove that He was God, wouldn't it? He said to him the third time, "Simon, son of John, do you love Me?" Peter was grieved because He said to him the third time, "Do you love Me?" And he said to Him, "Lord, You know all things; You know that I love You." Jesus *said to him, "Tend My sheep" (John 21:17 - NASB). Jesus did not correct Peter and say, "Hold on Peter, I do not know all things." He let Peter continue on with his statement that Jesus knew all things. Therefore, it must be true. But, if we have a verse that says that Jesus did not know all things and another that says he did know all things, then isn't that a contradiction? No. It is not. Before Jesus' crucifixion and resurrection He said the Father alone knew the day and hour of His return. It wasn't until after Jesus' crucifixion and resurrection that omniscience is attributed to Jesus. As said before, Jesus was cooperating with the limitations of being a man and completed His ministry on this earth. He was then glorified in His resurrection. Yet, He was still a man (cf. Col. 2:9; 1 Tim. 2:5). After Jesus' resurrection, He was able to appear and disappear at will. This is not the normal ability of a man. But, it is, apparently, the normal ability of a resurrected and glorified man. Jesus was different after the resurrection. There had been a change. He was still a man and He knew all things. How? When asked about the times and seasons of the end the Glorified man and God did not answer. This time the authority and power Jesus had all been returned to him hence he did not answer the question Acts 1 : 6 When they therefore were come together, they asked of him, saying, Lord, wilt thou at this time restore again the kingdom to Israel? 7And he said unto them, It is not for you to know the times or the seasons, which the Father hath put in his own power. |

It is therefore in this spirit that we present here some of the prophetic utterances that have been made through Pastor Tunde Bakare in recent history. It is imperative to mention here that the Prophetic dimension of Pastor Tunde Bakare's ministry at present somehow has a primary focus on the nation Nigeria. At a time when he had nearly concluded arrangements to relocate out of the country, God intercepted the project. In an open vison, God told him: "Nigeria is your Primary place of assignment, Go back; PRAY, PREACH and PROPHESY until revival comes". The threshold of the prophetic presence in Nigeria's political terrain was in 1993. A number of other declarations have since followed. Some are already fulfilled while some others are still pending. Whatever the Lord says, "… though it tarries, wait for it; because it will surely come, it will not tarry." 1993 Before Chief M.K.O Abiola contested for the presidential election in 1993, Pastor Bakare made prophetic pronouncements dissuading him from participating in the election. "Is there no old man in MKO's house to restrain him because once he begins, he will not come out alive?" Bakare declared. M.K.O. Abiola languished in prison for daring to declare himself the democratically elected President of Nigeria and died in questionable circumstances at the end of it. In April 1993, while Nigerians eagerly awaited the emergence of a democratically elected president, Pastor Tunde Bakare came with the shocking prophecy that neither of the two existing political parties, the Social Democratic Party (SDP) nor the National Republican Convention (NRC) will attain political power. By the prompting of God, he declared, "SDP will fail, be cut off and swallowed up. The military will fall. Verdict '93: Our God reigns". Eleven days after the June 12 presidential election, General Ibrahim Babangida, then Military President, annulled the election. In June that same year,Pastor Bakare shared a vision God showed him during a church service at the church. He saw, "two pieces of meat hanged by a tiny thread with labels on them. One piece was labeled SDP; the other was labeled NRC. Then a fat cat dressed in the camouflage uniform of the Nigerian Army came and swallowed up both of them. Then came an arrow from heaven and pierced the cat." He explained that IBB would step down but the cat that was coming would annihilate the political structures. Nobody would be able to remove the cat but an arrow from heaven would pierce him through. When the exit of General Ibrahim Babangida (IBB) from power was uncertain, Pastor Bakare prophesied that either on or before 27th August 1993, he (IBB) would make mistakes that would make him go. Eventually, IBB stepped aside and the Interim National Government chaired by Ernest Shonekan was installed. Dr. Bakare prophesied that the Interim National Government was the "Ishbosheth factor"; a mere stopover. While the press was busy singing the praise of Late General Sanni Abacha as a well-trained soldier through and through, one who was apolitical and not interested in ruling the nation, Pastor Bakare saw the events that were to come. He led the church to pray one theme: "Abacha; that which you want to do, do it quickly." Just as Ishbosheth was disgraced and his head cut off, so would the regime of Ernest Shonekan. Abacha eventually seized power from Shonekan through a palace coup in November 1993. When General Sani Abacha took over the rein of governance in Nigeria, Dr. Bakare declared according to the revelation of God to him that the character of the new ruler is represented in Psalm 36. When his tenure in power is reviewed, the man clearly lived up to the character represented in those blessed pages 1995 The humiliation of the Sokoto caliphate in 1995 was also foretold by word of prophesy. In Pastor Bakare's words: "1995 is the year of the unprecedented humiliation of the Sokoto caliphate. Its influence in the sociopolitical setup of Nigeria will not only wane, it will die. This (the then) Sultan will not be there by the end of the year". Also, there would be a strong famine, pestilence, and desert encroachment in the northern part of Nigeria. Gen. Abacha being the instrument of fulfillment threw the Sultan into confinement. On the destiny of Abacha's transition programme, Dr. Bakare had this to say: "In an open vision, I saw over thirty political heavyweights jostling for the presidency of the country. Even with their money, manipulators set in to tamper with election results, which brought in confusion into the whole process. Three ugly things will characterize the transition programme - betrayals, deception and intrigues while the gullible and the desperate will have their political career terribly shattered". The most disastrous of the entire programme according to Dr. Tunde Bakare was that, "the gullible and the desperate will have their political past and future sidetracked, and many of them will be kept permanently in the tunnel." The nation witnessed the fulfillment of these prophecies. 1997 On the alleged coup of December 1997, Dr. Bakare prophesied after death sentence had been passed on the alleged coupists by the trial tribunal and the nation was expecting their execution thus: "just before the killer will kill, he himself shall be killed - expect the night-before miracle" At the 1997 Christian National Conference in Kampala, Uganda, Pastor Bakare prophesied that "instead of AIDS, God was bringing aid to the people of Uganda." Present in this gathering were some 18,000 Christians from all over East Africa including President Musoveni, Federal Ministers and other government functionaries. A month later, among other financial aids, United States of America wrote off debts of Uganda and gave her financial aid. 1998 Dr Bakare had shared with the congregation a vision early 1998 in which he saw General Abacha dying in the midst of two foreign women. In the same vision he saw the shoes of Bill Clinton, the United States of America President, replaced with tissue papers. The Monica Lewinsky saga became blown thereafter. Afterwards, he declared ceaselessly that,"The tender mercies of the wicked are cruel, Abacha, your time is up". During the same period, at a Conference of Prophetic and Apostolic Churches (COPAC) in Kano, Pastor. Bakare prophesied that, "it was not the first time that the corpse of a head of state would be brought to Kano for burial and it would not be the last. And that the city of Kano should expect the corpse of another Head of State" Abacha died in the early hours of June 8, 1998. According to the prophecy - the cat was pierced through by the arrow from above- The end of a tyrannical rule. Following General Abubakar's appointment as the Head of State after the death of General Abacha, Pastor. Bakare declared to the nation. Thus saith the Lord; "Abubakar is Saul". According to him, " if General Abubakar will yield to God and serve according to the will of God, he will become the midwife who will be instrument to the birth of David. Through him, a new nation will emerge. But if he has the fear of death and continues as he has said with programme of General Abacha, he will fall with his Armour bearers". 1999 March 7, 1999. On March 7, 1999, the following the election of General Olusegun Obasanjo as the President of the Federal Republic of Nigeria, Pastor. Bakare raised the voice of the Spirit saying, "in a vision, I eavesdropped on the conversation going on in the Heaven. I saw Jesus on the throne called the seat of the Governor and the subject they were discussing was Nigeria. This was what came out of the lips of the Lord: The Bible says we have an high priest in Jesus. He is pleading for the souls of men how come he is worried about the nation not the people be saved? This came to pass during the first term of this regime. The level of blood letting under this regime remains unparalleled in Nigeria’s history, save the civil war years. 2001 Sunday service, June 3 2001, Dr. Bakare made a declaration from God: “Son of man, announce to those who will hear, declare my word to those who will listen, proclaim to all what I am about to do: Vacancy! Vacancy!! Vacancy!!!” says the Spirit of the Lord “the sound of rejoicing and the sound of wailing in your nation will manifest at the same time. I will suddenly remove and take away the princes I have not chosen and the prophets I did not send. There shall be a vacuum for a moment and there shall be order in a little while, and I will bring princes to power and my prophet shall hear my word. I will no longer hide myself from your people. And the sound of rejoicing shall envelope the nation” says the Spirit of the Lord 2002 •January 1, 2002. Dr. Bakare described 2002 as “the year of suddenlies, it will be both sporadic and bewildering; it is a year characterised by sudden happenings, master minded by the invisible hand of God. It will fall one upon the other that the hearts of men will fail them…” He said further “from November 2001, the Lord said to me that Nigeria has shifted gear from the threshing floor to the valley of slaughter, which will be both political, economic and spiritual. He spoke directly into my heart and said within 100 days and 100 ways, I will do a thing that will break the power of hindrances and opposition in the lives of my people” A series of calamities tore through the nation. The Attorney General of the Federation was brutally murdered in December 2001. Terrible explosions ripped though the munitions dump of the Ikeja military cantonment killing thousands. While the nation was still reeling from the blasts, another ethnic clash erupted in Lagos claiming numerous lives and property. Fear gripped the land. While this was going on, Dr. Bakare had declared to the church; “I saw one who has become a political demagogue pursuing the prophet of God wanting to kill him at all cost; I see in that vision that the prophet will hide here, the man will come with his troops, but all of a sudden, the one that was pursuing became pursued”. February 28 came and passed and nothing of the sort happened. Pastor Bakare was away in Ghana when he called his lawyer, Chief Gani Fawehinmi to inform him of his arrival back in Lagos and that he might be arrested on arrival. He was arrested upon arrival by the SSS, and released hours later after interrogation. 2003 January 1, 2003. Dr Bakare described 2003 as “The year of unusual happenings…” “Towards the end of the second quarter of the year 2002, I had a terrifying vision. In the vision, I was by a swimming pool alone and I was about to swim. The moment I jumped into the pool to begin to swim, the concrete slab of my swimming pool split into two and the water of the pool carry me towards the fence of my residence. The moment the water hit my residence, it split into two and it became a big river. I was not in charge of the river anymore. The river took me to a place where I saw unusual creatures. They were crabs but they had no shells; every part of them was like the flesh of fish. But what was unusual about these creatures is that everyone of them spoke in one accord with a human voice. They said to me, "Welcome to the colony of witches." I started wondering what I was doing there. Then they said to me, "Do not disturb us because it is not yet our time" But something in me could not wait. I took one of them with a fist, smashed it. I came round and I discovered I was in my room. God did not speak to me about the vision until December 2002. He began to explain the vision to me. The first split - is unusual happenings. I announce the 'God factor' to you in the politics of Nigeria in the year 2003. The punch of Jehovah God Almighty will smash the citadel of witches. It was the year the US armed forces suffered more casualties after the cessation of hostilities than during the war itself. 2007 1. God is purging His firmament of ?shooting stars.? The first thing that God will do in 2007 that would shock His Church is that He would purge the firmament of ?shooting stars?: Those who love to have the preeminence in the Church; those who have become tin gods, those who have taken over the temple from Lord of the temple, who have become lords of the temple; God says their time is over! 2. God said to me: ?I am restoring the ministry of my saints. I am going to anoint ordinary people to do extraordinary exploits.? The grace of God is coming upon saints to do extraordinary things. You don?t have to leave your profession because the anointing of God is coming upon you to do the extraordinary things right there. No more spectator Christianity! The Lord told me that there will be more and more Grace, more and more People, more and more Power, and more and more Glory. There will be more people on God?s side like never before and more grace and power will be given to them to do great exploits for God (2 Cor. 4: 15; The MSG, NLT). 3. The Lord said in 2007, many will perish by prosperity. I have a fearful message for those who preach and embrace the message of prosperity without purpose in the church, who think that godliness is a means of gain. I saw a whirlwind rolling through the church of the living God, not only inNigeria but also in the nations of the earth. And God told me that it is hurricane prosperity. Those who have manipulated and told a lie over the years will be destroyed by this hurricane prosperity. Although year 2007 is a year of increase, do not compare it with the counterfeit prosperity that is being preached over the years through another spirit, typifying another gospel. Run from any prosperity that is not rooted in righteousness but in deception and sharp practices! There is hurricane prosperity. (Dan 8:15-25, Jer 17:11). [b]4. The Lord said, ?I am releasing the anointing of Deborah upon the Police Force.? Concerning the state of insecurity in Nigeria, I see the rise of a Super Cop. This Super Cop was a woman of great influence and authority. She began to change the Police Force as she was speaking to men with authority. She began to give instructions to men in the Police Force, and they were taking command. To some, she gave honey. To others, she stung them to death and the spate of insecurity began to wane. When I asked the Lord what this meant He told me that He allowed the state of insecurity for a while, but because of what He wants to do, He will stop it. (Judges 5:5-7). This vision prompted me to go into an in-depth study of the life of Deborah. Then I gained understanding just as Daniel did. This is the interpretation of the vision: It is a strange leadership that advances poverty and oppresses the people that releases violence in the city and nations. In other words, it is the multiplication of poverty that breeds armed robbers. When men sit on what belongs to others, others will also take gun in order to take part of what they thought is theirs. Any constitution that will not bend will have to break. The super Cop will sting the corrupt to death, but release honey to those who will do the work, because enlightenment has come. The veil is removed from the eyes of our people. Expect the tide of insecurity to begin to wane in our nation, as you see the emergence of this Super Cop.[/b] where is or where was the Super Cop? Congratulations to those president elects and vice-president elects. Congratulations to men of good will that are doing their best to steer the ship of our nation in the midst of confusion and horse trading that is going on. But the Lord sent me to you, and as many as could take this message and give it to our President, that the grave he is digging is about to cave in and he will fall into it, because bitterness is much more devastating than betrayal. Vengeance has no foresight?whatever weapon you are using to hit somebody else, remember what is called boomerang! This is what I hear from the Spirit of God:?Bitterness is more devastating than betrayal. Betrayal is something others do to you; bitterness is something you do to yourself.? The hardest time to be gentle is when we know we are right but somebody else is wrong?it is when someone?s destiny lies in our hand that we know whether we are gentle, humble, or not. I don?t know whether the Vice-President betrayed the President in 2003, but what is going on is nothing but the manifestation of bitterness. But it will only destroy the one who harbours it. It does not matter how many good things we do, when we allow bitterness to come in, and we withhold forgiveness from those who hurt us; we are not free and they also are not free. This is what the Spirit of God said to me concerning those who are manipulation the power process in Nigeria: ?What the wicked fears will hit him.? It is not your job to block another person?s chance?let God be God and let man be man. ??what the wicked dreads will overtake him? (Pro 10:24 NIV). (Input from Backslider) 17th of May, 2007: The Vision of Nigeria's Economy Dr. Tunde Bakare described the vision he saw on Thursday, 17th of May, 2007. He then went further to give the interpretation: ?Today, shortly after praying, I went into a vision. This is the vision upon my head: I found myself in a corporate setting among the big wigs in the corporate world.Nigeria?s business tycoons and barons of industry were present at this meeting. I sat on a table. And on this table was a foremost lawyer and industrial guru sitting beside me. Shortly after we exchanged pleasantries, he got up to move forward to greet other people. After taking a few steps to greet them, he suddenly suffered a debilitating stroke and collapsed headlong. Then a young man got up immediately to begin to shove him on the floor until he managed to push him into a couch. I got up from where I was, laid hands on him and prayed. Now to backtrack a little, twenty years ago, 1987 to be precise, I saw the same man. I was taken into his home town in the Spirit. I entered the house in the Spirit. He was casually dressed, playing Christian music on a grand Piano. I said to myself, ?So this man is a Christian!? Then I heard a voice in the Spirit that said, ?No, he is not a Christian; he is just playing Christian songs!? Subsequently, I found out that he was deep in the occult ? he is a member of the Amorc. Eventually, a time came that we had an opportunity to meet. I wanted to witness to him to share with him what I saw in the Spirit, but the Holy Spirit restrained me ? He said it wasn?t yet time! So, as I laid hand on him and prayed in the name of the Lord, he said amen but he was weeping bitterly. And he said to me: ?This shameful and embarrassing situation had happened to me before. I suffered this at the airport before; this is the second time. I hope I will recover.? I prayed for him again, and the vision ended. In my humanity I thought the end of this man has come. But I was taken into the second vision. In this second vision, I saw one of the members of the OASIS of The Latter Rain Assembly. She wrote me a letter. In the letter, there were four points of the devastation and lack that her family, husband and children were going through. Then as I began to pray, I saw the third vision: I found myself in the car park of my house. As I was driving in, someone had blocked the place I should park my car. It was dark because there was no light. Then I saw someone in the dark meddling with a car. So I took torchlight and beamed it on the person ? it was my late uncle. I asked him if I could give him a helping hand. Then I sent for an electrician. The electrician came and fixed the light. And as I was about to pay him, I brought out twenty-three pounds sterling. But the man asked for twelve pounds remuneration. I gave him the twenty-three pounds, and I asked for balance. Then, as I turned to my uncle to help him fix his flat tire, he suddenly turned to IBB (General Ibrahim Badamosi Babangida (Rtd.)), former military Head of State of the Federal Republic of Nigeria. I looked at him sternly and asked him, ?What are you doing here?? Then I came to myself.? This is the interpretation: [b] ?Thus says the Lord, the Nigerian Economy is about to suffer a debilitating stroke. That means the current economic bubble is about to burst. THE SOLUTION 'MYTO'll Encourage Investors, Correct Pricing Of Electricity' Last week, the Federal Executive Council approved a new tariff regime for the nation's power sector, the multi-year tariff order (MYTO) introduced by the Nigerian Electricity Regulatory Agency (NERC). Prior to that, NERC Chairman, Dr. Ransom Owan and other members of the power sector regulatory agency have been sensitising key stakeholders on the make up of the new arrangement. ASSISTANT BUSINESS EDITOR Bassey Udo attended one of the sessions held in Lagos. Excerpts: How did NERC arrive at MYTO? We have been working on MYTO since November 2005 to determine what is the correct pricing policy for electricity. As a commission, NERC has four areas of its mission. How do we provide adequate electricity for Nigerians? How do we make electricity safer for our use? How do we improve reliability of power supply? How do we encourage affordability? In 2005, PHCN submitted a request for increase in electricity rate by 60 percent. It was rejected, because with the sector regulator in place, the proper way to do it was not to take consumers by surprise. The way forward is to give NERC a chance to review all the methodology for determining all the revenue for the sector. What is it that is actually needed to run the sector? And given any level of output of power, what is it that would be needed to support it, before one begins to talk about correct or appropriate pricing? It has taken two years since then. But, we have reached that point that one can discuss the issue of correct pricing of electricity. What does that mean to both the consumer and those who wish to come and manufacture and sell electricity? But, the difference was that government did not quite care how much it actually cost to make electricity available to the people, so that even if the operators were to give a budget on what is actually needed in a year to provide electricity, they would simply have given a little money for them to go and manage. That is why most of the operators are just managing to pay a small fraction of their operating cost. That is, they have been running a deficit in perpetuity. If one says the private sector should come in and one is not ready to support their coming in, how can they produce power? The issue of correct pricing is faced by all utility industry regulators the world over. It is not only in Nigeria. Whether in pricing telephone, cable services, water service, electricity, natural gas, the question is: What is the correct pricing for all those utility commodities? Power generation began way back in 1929 when NESCO began producing power from tin mines in Jos to even a larger population of the people. It was not as if one could produce, make money and support the system. But, when there is misallocation between what is needed and what is given, one cannot perform a miracle. Electricity is like building a bridge, once one begins building it, if one does not complete it, no vehicle would go through. So, when one begins a power project, one must continue until it is finished. Electricity is something everybody needs, but nobody wants to talk about the cost. In the past, it was a case of one making a proposal to the President and in one meeting a tariff increase is signed. Consumers would not even be told. The next thing one knows is the discovery that the tariff has increased. Everyone thought it was a sensitive subject. But, NERC aims at changing that, and that is why we came about MYTO. Is MYTO going to be different from the arbitrary price fixing era? The way the nation had gone in pricing power had been for the price to be fixed, and because it is government-owned it would continue to be subsidised. So, today 45,000 employees of PHCN are all owned by government, which also owns generation of electricity, transmission and distribution. Though it has now been broken into 18 companies, because those companies have not actually changed hands to commercial sector, they are still owned by federal government. The price that consumers pay today for power had been fixed since February 2002 at an average of N6 per kilowatt-hour. (outrageously low) In any business that one is into, one needs to determine profit, which is made up of what is the fixed price multiplied by the quantity sold. When one gets that, one begins to determine what the revenue would be. But, in Nigeria today, because price for electricity had been fixed, nobody bothers to find out about a couple of things, if the price goes up. Usually, the producer can hold the quantity, to drive the price, or they may not be able to carry out maintenance, because the revenue is not coming in, and the quality of service would be reduced. That is precisely what has been happening in the nation's power sector. Because everything had been fixed for so long, PHCN was not getting enough money to operate efficiently. To make matters worse, electricity sector is an increasing cost industry. One cannot say the more one produces, the lesser the price, according to economy of scale. For electricity, the more one produces, the more people hire and other costs incurred. So, because it is an increasing cost and declining revenue industry, what one would have is a deficit. This gap has been ignored in the nation's power industry for all these years. We now have a situation where government decides to open up the business and change the way these things are done. And in 2005, government agreed that public-private partnership (PPP) is needed to bring investors into the sector. To create the legal framework, government brought the Electricity Act in 2005. It formed a regulator (NERC), with a mandate to attract businesses to help develop the system. NERC has attracted over 20 private/independent power producers so far, who are ready to produce over 10,000 mega watts (MW) of electricity. But, they have not yet moved their projects to conclusion, because they are still asking the questions about the price of power. What happens, since PHCN is very weak in terms of revenue? If they produce power and consumers refuse to pay, because there is no money, who is going to back them up? They are saying: If answers are given to these questions, they can go to the banks, bring their projects to financial closure and actually order the operational equipment. So, the key question the financiers of power projects are asking is for the power producers to show the price they would sell their commodity to recover money to repay their loans. Gas is a major component of power production, with electricity using more than 80 percent of the volume. The recent decision to gazette the pricing policy for gas in the country is a good development. This has been a major issue. At least one would know what the price would be in the next several years. To find a way out of this problem of appropriate pricing for electricity, NERC was empowered to look at the various ways to price electricity in the country. The law says if NERC selects any method, it should be gazetted for the public to see; leave it for 30 days and get public comments. If the public is okay with it, the method could be adopted for the country and then begin to work with the numbers. So, last year NERC published the gazette on the multi-year tariff order (MYTO). The other methods, such as cost of service study (CSS); locational marginal pricing (LMP), which makes a preferential customer in Lagos, Sokoto, Kaduna or Calabar to pay the same price of electricity, regardless of where he is coming from. The national policy says there should be uniform pricing for electricity across the country. Elsewhere, electricity is priced depending on how close one is to the location of supply, that the closer one is to the supply, the lesser one pays for electricity, because there are less line losses. But, in Nigeria, every consumer is put in the same spot and come up with average pricing. So, the only way out of the situation was the MYTO, which is an instrument that allows the total revenue required for electricity production to be captured throughout the country, whether it is government or private sector. With the data, one would say on the average, whether one's power plant is located in Lagos, or anywhere, what is the average cost in terms of the transmission and distribution network, cost of equipment, the retirement plan and the number of workers? Once the total revenue that is required is understood, one would know the level of electricity to be produced for the year. If the total revenue is divided by the volume of electricity to be produced for the year, one would get the unit price, all things being equal. If the volume increases by next year, that would also be divided by the revenue, and so on every year. What happens if people do not perform, to give the revenue figure for the year? Under MYTO, a regime of incentives, benchmarks and targets have been built in, so that when things change, operators would not become wary about it. Today, the nation's power sector is full of losses or leakages through illegal connections, stealing or refusal by consumers to pay their electricity bills. As at September last year consumers of electricity were owing PHCN over N90billion in unsettled electricity bills. Residential and commercial customers owe about N71billion. The rest are parastatals and government agencies as well as security services. So, we do not have a perfect system. We have to allow some losses, but it should be declining over the years. Therefore, NERC had to capture what are technical and non-technical losses. But, the methodology NERC is using is very transparent. NERC met with all operators, be it PHCN or the new IPPs, National Labour Congress (NLC), Trade Unions, NACCIMA, MAN, and other stakeholders to consult with them on what is being done for us to be able to address the question of correct pricing for electricity. Everybody is saying: Give us power and we will pay the price. But, NERC is saying: Let us address the two issues at the same time, because if one is asking for power first, before the price, the person who is coming to build the power plant would say that the bank they would take the loan are asking for the price it would charge before lending the money. It is a chicken and egg situation. But, NERC has decided to tackle the two issues together at the same time through MYTO. How would MYTO work? Because the revenue is subject to leakages, it is either government continues to fund the sector 100percent in perpetuity, or a way could be found to allow the private sector come in. In business, one cannot suffer losses in perpetuity. At some point one has to cut the losses. But, one would still need to find a way to allow producers, suppliers and consumers benefit. NERC believes that if these problems are put out, MYTO will help the process of power generation in the long run. The process of setting tariff gives room for the next 15 years to look at prices, which is good for operators, since it takes 3-4 years to construct the power plants and another 10-12 years to recover the debt and equity put in to construct the plants. So, when one is talking about 15 years, the producer would need to see ahead, so that they can do their cash flow analysis. On annual basis, they take into account issues like inflation, foreign exchange rate and other things they do not have control over. This will allow them to forecast and set a ceiling in the wholesale price. That will also take care of the point that anybody coming to the country to generate electricity would not need to know anybody in government to know the price. Everybody is a price-taker, which is used to work into the financial analysis to ensure that one does not charge more than the approved price. The model is driven by what is called efficient technology, which is a gas turbine simple open cycle, because everybody know how much it would cost to build the same plant. In other places of the world, it would cost about $400-$500 per mega watt. But in Nigeria, the operators are allowed over $800. There is at least $300 head room for the operators to be more efficient in their services, considering certain peculiarities of our country, especially where these power plants are going to be located. (very Good) Sometimes the sponsors have to put in place the pipelines to bring the gas themselves. They have to pay compensation to land owners and communities where the projects are to be sited. If one is building a power plant in the Niger Delta, reclaiming the land alone by sand filling and preparing the ground for foundation laying, takes quite some time and resources. NERC believes that MYTO will encourage investors, including the licensed independent power producers, to go ahead with the execution of the power projects. How would the consumer fair under MYTO? As one would be aware, the Presidency constituted the committee on accelerated power generation, to supply about 6,000MW of electricity within the next 18 months. The committee has been doing the due diligence on how to help the present administration realise its aspiration to produce 10-15,000MW during the first term. The data so far gathered have been plotted into the tariff scheme after making two propositions. One, that the regulator needs to announce MYTO so that investors can make their financial and investment decisions; two, that having taken the pulse of consumers, if electricity prices are increased today, people are going to be very unhappy, because the level of electricity supply is still very low. The best approach was for NERC to look t electricity prices and march that with when power will be stabilised, and then begin to reflect minimal increases. In doing this, NERC proposed that one thing that cannot be compromised is covering the revenue required each year to make the sector viable. But, to achieve this objective without government support, because though government has been subsidising the power sector 100 percent, no one seems to know where the money is going. In line with this, NERC announced a new tariff structure that would take effect from July 1, this year, though the freezing of prices that have been in existence since 2002 will continue until July 2009. That will give the Federal Government some time to improve the level of power generation and supply beyond 4,000MW this year to close to 5,000MW by year end and 6,000MW next year. But, NERC has asked government for some subsidy to cover the shortfall in revenue as a result of the continued charge of the old tariff regime. For the first time, government is being shown what it takes to run the power sector, though NERC is sensitive of the fact that with lack of power, if we increase prices this year and power is still not available, nobody will like it. But, the investors need to know up to five years and beyond what the path is for prices, so that they can make their investment decisions that will take between 3 and 5 years. So, even operators with license, their plants are not going to come on stream immediately. It might take them 3 or more years. But, at least it would have given them some comfort to know, by the time their power is coming on line, what is likely going to be the price, subject to the correlations with inflation, fuel and other issues they do not have control over. In return, NERC asked government for approval to create the Electricity Equalisation Fund (EEF) for the next three years, under which government will fund the first year 100percent, considering that there has been no increase in tariffs. At 4,000MW, whatever the shortfall is, in terms of the leakages, loses and everything else, the price will remain unchanged, while concentrating effort on fixing the system to stabilize the power supply. Next year, July 1, 2009, the price will be topped up with about N1, raising it to N7, though the actual price would have been over N11. The following year, it would be raised to over N8, and then year 4 and 5, N10 on the average from the initial N6. That is what is called moving to correct pricing of electricity. What happens with the equalisation fund? The fund will be for three years, which will be declining by the third year and no more henceforth. After three years, government will not be throwing money into a black hole. It will pay the difference between what the consumer can pay and what is being lost through other systems, though within those three years, there would be a whole roll out of prepayment meters, repair line losses, set up better systems in revenue collection and step up the level of efficiency in providing more electricity. So, the more power availability is increased, revenue would go up and government support will go down. Once the equalisation fund is approved by the Federal Executive Council, NERC believes that it would give comfort to both the consumer and investor, because government is not distinguishing between government-owned power plants and the joint venture companies. Whether one has a prototype agreement everybody needs to be paid. Government money is not free. Even when the 11 government-owned power plants are completed, MYTO would recover them, because government can use the money to build roads, hospitals, etc. Therefore, there must be a reasonable rate of return on investment and cost recovery as stated in our law. How would MYTO take care of the interest of the poor? There is a provision that takes care of the interest of the poor, though the suspicion is that its implementation would encourage fraud. But, NERC has proposed that the implementation would be later. Since prices are to be saved in the next one year, the period could be used to put final touches on the power consumer assistance fund, which is identified in the law. There is a provision that calls for the setting aside of a certain amount of money to pay for the poor. It also calls for the Federal Government to contribute by going to the National Assembly to ask for appropriation for that purpose. NERC will go ahead to design it and try to identify under residential customers - R1, R2, R3, R4 and R5 - who they are. Whether government says the first 50units of electricity is free to the consumer, because even where one is consuming low now, when power becomes more available, the consumption will increase. Therefore, if government does not do something, the poor will get poorer, and might just drop off and return to using firewood and kerosene, which is where NERC does not want to go. This happens in every society, where the poor are given subsidy to survive. The power distribution companies would supply those classes of consumers identified as legible and the first units of electricity approved for that purpose will go to them, and when the bill for their consumption comes, they can go to the fund to draw money to settle it. The objective is to ensure that everybody who works in the system - GENCOs, TRANSCOs and DISCOs - gets paid. |

But, the difference was that government did not quite care how much it actually cost to make electricity available to the people, so that even if the operators were to give a budget on what is actually needed in a year to provide electricity, they would simply have given a little money for them to go and manage. That is why most of the operators are just managing to pay a small fraction of their operating cost. That is, they have been running a deficit in perpetuity. If one says the private sector should come in and one is not ready to support their coming in, how can they produce power? The issue of correct pricing is faced by all utility industry regulators the world over. It is not only in Nigeria. Whether in pricing telephone, cable services, water service, electricity, natural gas, the question is: What is the correct pricing for all those utility commodities? Power generation began way back in 1929 when NESCO began producing power from tin mines in Jos to even a larger population of the people. It was not as if one could produce, make money and support the system. But, when there is misallocation between what is needed and what is given, one cannot perform a miracle. Electricity is like building a bridge, once one begins building it, if one does not complete it, no vehicle would go through. So, when one begins a power project, one must continue until it is finished. Electricity is something everybody needs, but nobody wants to talk about the cost. In the past, it was a case of one making a proposal to the President and in one meeting a tariff increase is signed. Consumers would not even be told. The next thing one knows is the discovery that the tariff has increased. Everyone thought it was a sensitive subject. But, NERC aims at changing that, and that is why we came about MYTO. Is MYTO going to be different from the arbitrary price fixing era? The way the nation had gone in pricing power had been for the price to be fixed, and because it is government-owned it would continue to be subsidised. So, today 45,000 employees of PHCN are all owned by government, which also owns generation of electricity, transmission and distribution. Though it has now been broken into 18 companies, because those companies have not actually changed hands to commercial sector, they are still owned by federal government. The price that consumers pay today for power had been fixed since February 2002 at an average of N6 per kilowatt-hour. In any business that one is into, one needs to determine profit, which is made up of what is the fixed price multiplied by the quantity sold. When one gets that, one begins to determine what the revenue would be. But, in Nigeria today, because price for electricity had been fixed, nobody bothers to find out about a couple of things, if the price goes up. Usually, the producer can hold the quantity, to drive the price, or they may not be able to carry out maintenance, because the revenue is not coming in, and the quality of service would be reduced. That is precisely what has been happening in the nation's power sector. Because everything had been fixed for so long, PHCN was not getting enough money to operate efficiently. To make matters worse, electricity sector is an increasing cost industry. One cannot say the more one produces, the lesser the price, according to economy of scale. For electricity, the more one produces, the more people hire and other costs incurred. So, because it is an increasing cost and declining revenue industry, what one would have is a deficit. This gap has been ignored in the nation's power industry for all these years. We now have a situation where government decides to open up the business and change the way these things are done. And in 2005, government agreed that public-private partnership (PPP) is needed to bring investors into the sector. To create the legal framework, government brought the Electricity Act in 2005. It formed a regulator (NERC), with a mandate to attract businesses to help develop the system. NERC has attracted over 20 private/independent power producers so far, who are ready to produce over 10,000 mega watts (MW) of electricity. But, they have not yet moved their projects to conclusion, because they are still asking the questions about the price of power. What happens, since PHCN is very weak in terms of revenue? If they produce power and consumers refuse to pay, because there is no money, who is going to back them up? They are saying: If answers are given to these questions, they can go to the banks, bring their projects to financial closure and actually order the operational equipment. So, the key question the financiers of power projects are asking is for the power producers to show the price they would sell their commodity to recover money to repay their loans. Gas is a major component of power production, with electricity using more than 80 percent of the volume. The recent decision to gazette the pricing policy for gas in the country is a good development. This has been a major issue. At least one would know what the price would be in the next several years. To find a way out of this problem of appropriate pricing for electricity, NERC was empowered to look at the various ways to price electricity in the country. The law says if NERC selects any method, it should be gazetted for the public to see; leave it for 30 days and get public comments. If the public is okay with it, the method could be adopted for the country and then begin to work with the numbers. So, last year NERC published the gazette on the multi-year tariff order (MYTO). The other methods, such as cost of service study (CSS); locational marginal pricing (LMP), which makes a preferential customer in Lagos, Sokoto, Kaduna or Calabar to pay the same price of electricity, regardless of where he is coming from. The national policy says there should be uniform pricing for electricity across the country. Elsewhere, electricity is priced depending on how close one is to the location of supply, that the closer one is to the supply, the lesser one pays for electricity, because there are less line losses. But, in Nigeria, every consumer is put in the same spot and come up with average pricing. So, the only way out of the situation was the MYTO, which is an instrument that allows the total revenue required for electricity production to be captured throughout the country, whether it is government or private sector. With the data, one would say on the average, whether one's power plant is located in Lagos, or anywhere, what is the average cost in terms of the transmission and distribution network, cost of equipment, the retirement plan and the number of workers? Once the total revenue that is required is understood, one would know the level of electricity to be produced for the year. If the total revenue is divided by the volume of electricity to be produced for the year, one would get the unit price, all things being equal. If the volume increases by next year, that would also be divided by the revenue, and so on every year. What happens if people do not perform, to give the revenue figure for the year? Under MYTO, a regime of incentives, benchmarks and targets have been built in, so that when things change, operators would not become wary about it. Today, the nation's power sector is full of losses or leakages through illegal connections, stealing or refusal by consumers to pay their electricity bills. As at September last year consumers of electricity were owing PHCN over N90billion in unsettled electricity bills. Residential and commercial customers owe about N71billion. The rest are parastatals and government agencies as well as security services. So, we do not have a perfect system. We have to allow some losses, but it should be declining over the years. Therefore, NERC had to capture what are technical and non-technical losses. But, the methodology NERC is using is very transparent. NERC met with all operators, be it PHCN or the new IPPs, National Labour Congress (NLC), Trade Unions, NACCIMA, MAN, and other stakeholders to consult with them on what is being done for us to be able to address the question of correct pricing for electricity. Everybody is saying: Give us power and we will pay the price. But, NERC is saying: Let us address the two issues at the same time, because if one is asking for power first, before the price, the person who is coming to build the power plant would say that the bank they would take the loan are asking for the price it would charge before lending the money. It is a chicken and egg situation. But, NERC has decided to tackle the two issues together at the same time through MYTO. How would MYTO work? Because the revenue is subject to leakages, it is either government continues to fund the sector 100percent in perpetuity, or a way could be found to allow the private sector come in. In business, one cannot suffer losses in perpetuity. At some point one has to cut the losses. But, one would still need to find a way to allow producers, suppliers and consumers benefit. NERC believes that if these problems are put out, MYTO will help the process of power generation in the long run. The process of setting tariff gives room for the next 15 years to look at prices, which is good for operators, since it takes 3-4 years to construct the power plants and another 10-12 years to recover the debt and equity put in to construct the plants. So, when one is talking about 15 years, the producer would need to see ahead, so that they can do their cash flow analysis. On annual basis, they take into account issues like inflation, foreign exchange rate and other things they do not have control over. This will allow them to forecast and set a ceiling in the wholesale price. That will also take care of the point that anybody coming to the country to generate electricity would not need to know anybody in government to know the price. Everybody is a price-taker, which is used to work into the financial analysis to ensure that one does not charge more than the approved price. The model is driven by what is called efficient technology, which is a gas turbine simple open cycle, because everybody know how much it would cost to build the same plant. In other places of the world, it would cost about $400-$500 per mega watt. But in Nigeria, the operators are allowed over $800. There is at least $300 head room for the operators to be more efficient in their services, considering certain peculiarities of our country, especially where these power plants are going to be located. Sometimes the sponsors have to put in place the pipelines to bring the gas themselves. They have to pay compensation to land owners and communities where the projects are to be sited. If one is building a power plant in the Niger Delta, reclaiming the land alone by sand filling and preparing the ground for foundation laying, takes quite some time and resources. NERC believes that MYTO will encourage investors, including the licensed independent power producers, to go ahead with the execution of the power projects. How would the consumer fair under MYTO? As one would be aware, the Presidency constituted the committee on accelerated power generation, to supply about 6,000MW of electricity within the next 18 months. The committee has been doing the due diligence on how to help the present administration realise its aspiration to produce 10-15,000MW during the first term. The data so far gathered have been plotted into the tariff scheme after making two propositions. One, that the regulator needs to announce MYTO so that investors can make their financial and investment decisions; two, that having taken the pulse of consumers, if electricity prices are increased today, people are going to be very unhappy, because the level of electricity supply is still very low. The best approach was for NERC to look t electricity prices and march that with when power will be stabilised, and then begin to reflect minimal increases. In doing this, NERC proposed that one thing that cannot be compromised is covering the revenue required each year to make the sector viable. But, to achieve this objective without government support, because though government has been subsidising the power sector 100 percent, no one seems to know where the money is going. In line with this, NERC announced a new tariff structure that would take effect from July 1, this year, though the freezing of prices that have been in existence since 2002 will continue until July 2009. That will give the Federal Government some time to improve the level of power generation and supply beyond 4,000MW this year to close to 5,000MW by year end and 6,000MW next year. But, NERC has asked government for some subsidy to cover the shortfall in revenue as a result of the continued charge of the old tariff regime. For the first time, government is being shown what it takes to run the power sector, though NERC is sensitive of the fact that with lack of power, if we increase prices this year and power is still not available, nobody will like it. But, the investors need to know up to five years and beyond what the path is for prices, so that they can make their investment decisions that will take between 3 and 5 years. So, even operators with license, their plants are not going to come on stream immediately. It might take them 3 or more years. But, at least it would have given them some comfort to know, by the time their power is coming on line, what is likely going to be the price, subject to the correlations with inflation, fuel and other issues they do not have control over. In return, NERC asked government for approval to create the Electricity Equalisation Fund (EEF) for the next three years, under which government will fund the first year 100percent, considering that there has been no increase in tariffs. At 4,000MW, whatever the shortfall is, in terms of the leakages, loses and everything else, the price will remain unchanged, while concentrating effort on fixing the system to stabilize the power supply. Next year, July 1, 2009, the price will be topped up with about N1, raising it to N7, though the actual price would have been over N11. The following year, it would be raised to over N8, and then year 4 and 5, N10 on the average from the initial N6. That is what is called moving to correct pricing of electricity. What happens with the equalisation fund? The fund will be for three years, which will be declining by the third year and no more henceforth. After three years, government will not be throwing money into a black hole. It will pay the difference between what the consumer can pay and what is being lost through other systems, though within those three years, there would be a whole roll out of prepayment meters, repair line losses, set up better systems in revenue collection and step up the level of efficiency in providing more electricity. So, the more power availability is increased, revenue would go up and government support will go down. Once the equalisation fund is approved by the Federal Executive Council, NERC believes that it would give comfort to both the consumer and investor, because government is not distinguishing between government-owned power plants and the joint venture companies. Whether one has a prototype agreement everybody needs to be paid. Government money is not free. Even when the 11 government-owned power plants are completed, MYTO would recover them, because government can use the money to build roads, hospitals, etc. Therefore, there must be a reasonable rate of return on investment and cost recovery as stated in our law. How would MYTO take care of the interest of the poor? There is a provision that takes care of the interest of the poor, though the suspicion is that its implementation would encourage fraud. But, NERC has proposed that the implementation would be later. Since prices are to be saved in the next one year, the period could be used to put final touches on the power consumer assistance fund, which is identified in the law. There is a provision that calls for the setting aside of a certain amount of money to pay for the poor. It also calls for the Federal Government to contribute by going to the National Assembly to ask for appropriation for that purpose. NERC will go ahead to design it and try to identify under residential customers - R1, R2, R3, R4 and R5 - who they are. Whether government says the first 50units of electricity is free to the consumer, because even where one is consuming low now, when power becomes more available, the consumption will increase. Therefore, if government does not do something, the poor will get poorer, and might just drop off and return to using firewood and kerosene, which is where NERC does not want to go. This happens in every society, where the poor are given subsidy to survive. The power distribution companies would supply those classes of consumers identified as legible and the first units of electricity approved for that purpose will go to them, and when the bill for their consumption comes, they can go to the fund to draw money to settle it. The objective is to ensure that everybody who works in the system - GENCOs, TRANSCOs and DISCOs - gets paid. |

One of the key ingredient is resolved which is cost. Now people will want to invest in power because of the cost and the more the investors power will be more cheaper. |
