All civil servants can fall under the umbrella of a public servant (emphasis on the word "public" because they render their services to a community); so they can actually be the same in some context.

A civil servant is one who is hired (paid) by the government to work for the public sector.

The other (public servant) is one who is elected or appointed as a member of the government for social or public services.

It is most times used interchangeably.

In other words, the use of the term "Public Servant" would have been wrong in this NNPC context.
