If you're looking for peaceful countries with minimal to zero violence, then you should consider Germany, Netherlands, and the Nordic countries — Sweden, Finland etc... Yes, stipend from teaching assistanstship will be enough to cover it. The "FEES" are usually small fees like international students fees, orientation fees and the likes. The fees should not exceed a few hundred dollars.
