Executing not hard. Im guessing the hold up is prisoners appeals and maybe the state not signing death warrant. The reason Nigerian prisons are congested is because most prisoners are released on bail. The vast majority are awaiting trial immates. The said to be 70% of prison population.

States typically ignore FOIA. They claim they're not obligated since it applies only to federal institutions. Yu can see Lagos as an example. Either supreme court has to decide if it does apply to them or state assemblies should be lobbied to domesticate it.

This ruga settlement adds new dimensions to discussion. If the government is willing to assist their business why should they deny Nigerians options of importing?

It is OK to be against FG programs and policies based on sound and logical reasons, but in Nigeria, nothing is based on sane logic, it's always about tribe and tribalism.

The plan plainly asserted that it's optional so instead of railing against the plan in it's entirety, why not just lobby your state governors to either accept or don't accept the plan, it's very simple.

Some states are already implementing the plan as we speak and others are in the process of implementation.

The plan is already off the ground in some states and states like Adamawa, Benue, Kaduna, Plateau, Nasarawa, Taraba, Zamfara, Katsina, Kano, Kogi, Kwara, Ondo, and Edo. Well, the NEC approved NLTP back in January with the support of state governors including Governor Dave Umahi of Ebonyi, the chairman of the technical committee.

To be honest, nothing beats fresh beef as been sold in the country. Except the quality you mean is the way they cut and store meat abroad where customers never get to buy fresh beef.

Also, I don't see need for importing stuff that there is capacity to produce in-country; but same cannot be said for fish. I rarely eat beef abroad because it is not as tasty as those obtainable in Nigeria. For competition, other tribes should increase their numbers in the herding business so as to reduce the monopoly of the Fulani stock as it stands.

The point of importing vs exporting is doing what you have competitive advantage in. Im not going to get into preference argument avot taste. Health wise usda beef goes through more checks. You would still have choice to eat local beef if you truly liked it better.

Nigeria does have fish production capacity in same way it has beef production capacity. I dont see difference. There's a whole ocean and multiple rivers to get fish and you're allowed to import quality fish feed.

That's a harsh punishment. How many accidents are caused by people eating and driving? They're not interested in fines no more.

The conspiracy theories about ruga aka cattle colonies being forced on states were always dumb. Everyone knows the land use act makes that impossible. By the looks of things the ruga will be northern project.

There's still other issues to worry about like how its being funded. How much does end user pay in terms of leases and fees. Will beef and pork be taken off inport ban list afterwards?

Allocate land for ranches managed by the state ministry of Agriculture. Buy a space and take care of your cows, buy grasses from the indigenes and they will inturn buy your cows.

Ranchers will pay taxes and must not allow their cows to stray, if it does they get arrested and a fine of 1million Naira is paid for each head.

Cows only wonder off ranch if gate is left open. All you need is some barbwire fences to keep them in. It would also keep some most people out.
