The presentation of the N7.298 trillion 2017 budget with 20.4%
increase over the 2016 estimate was scheduled for 10am but did
not start till 2.18pm. The 2017 budget was benchmarked at N305 against the US dollar ($1) with 2.2 million barrels. The 2017 budget also sets a benchmark of $42.5 per barrel of oil, as against $38 in 2016. Below are 6 takeaways from Buhari’s speech during the presentation of the budget. 1. Building the nation’s economy The president stressed the need for the country to focus on building the economy by producing more rather than depend on imported goods. He said for the nation to achieve self-sufficiency, more work needs to be done. "I hereby make a special appeal to states to make land available to farmers," he said. 2. Increase the production of oil Buhari noted that his administration was determined to get the production of oil back to at least 2.2 million bpd. 3. Infrastructure The government will focus on the development of infrastructure, especially road and rail in 2017. 4. Power sector He said this sector is experiencing funding issues though there has been an intervention. He said a provision was made in the 2017 budget to offset the country's electricity bills. 5. The war against insurgency Buhari said his administration was committed to maintaining peace and security nationwide. “We will continue to fortify our defence spending till all our enemies within and without are subdued. “The people who voted for us are waiting for us to change the course of this nation,” he said. 6. Provisions in the budget He disclosed that N100billion was allocated to the judiciary to allow them do their job with independence. Defence got the budgetary allocation or N140billion, water resources N85billion, interior N63billion, education N58billion, UBE commission N92billion, FCT N37billion and NDDC N61billion. Buhari expressed optimism that the 2017 budget will make the lives of Nigerians better than it did in 2016. This will be the second budget the president is presenting to the National Assembly. Suspected Boko Haram militants have killed another senior Nigerian Army officer, Premium Times reports. The name of the Army officer was reportedly given as Otus Umusu, a lieutenant colonel and commanding officer, 118 Task Force in Borno state. He was killed alongside his security details, by an IED in an ambush Monday evening, December 12. The Peoples Democratic Party (PDP) Vanguard reports further that this makes it the fourth Army officer to be killed by the terrorists in the last two months. O.Umusu and his security details were returning from Maiduguri to their location towards Baga, when the incident happened between Sari and Gudumbali. Recall that Nigerians were thrown into a state of serious mourning when Lieutenant Colonel Abu Ali was killed alongside six other soldiers under his watch. Barely one week after, the report about the death of Lt Col BU Umar sent shock waves across the country as well, the military again confirmed the death of BU Umar, the Lieutenant-Colonel and commanding officer of 114 TF battalion of the Nigerian Army. Digitization will make it possible to have at least 180 state channels, 30 regional channels and at least 10 national channels, catering for local music, news, film, children programming and sports. “The need for content to feed these stations will translate to huge number of jobs. “The jobs we are talking about will come from film production, VHS tapes to VCD and DVD, Nollywood will then move to Push and Subscription Video On Demand on the STB and online, bringing piracy to the lowest ever, making distribution cheaper and easier and putting much more money into the hands of film producers, who will create more films of better quality, ultimately surpassing 2000 movies a year. “The number of writers, lighting and sound technicians, cameramen, editors, actresses, actors, insurance costume will simply blow up.” Digitization is the process of converting information into a digital format. Some men of the Nigerian Police have been filmed shooting unarmed university students protesting over closure of their school. The shocking moment mobile policemen shot at the students of Ladoke Akintola University of Technology, Ogbomoso, Oyo State, on Friday, while protesting over the prolonged closure of the school has been captured on camera. Three people were injured during the protest, while three others were arrested. According to Punch, the unarmed students were shot at while they were protesting on the Ogbomoso-Ilorin Expressway over the prolonged closure of the school. The university has been shut down since June 2016 over ownership and funding crises caused by the two owner states, Oyo and Osun States. Since then, the Students’ Union Government of the school had paid several visits to the Ooni of Ife, the Olubadan of Ibadan, the Alafin of Oyo and other traditional rulers in the two states to help them appeal to the state governments. Meanwhile, to solve the problem of funding, there have been rumours that the owner states were planning to increase the tuition from N65,000 for students who are indigenes of Osun and Oyo states and N75,000 for non-indigenes to N350,000 respectively. As a result of this development, about 100 students took to the streets on Friday to protest against the six-month closure of the school and the rumoured increase in tuition fees. During the protest, several policemen fired teargas at some of the students, while shooting rubber bullets at others. One of the injured students, Fawole Israel, said he was shot at three times by the police while he was on a motorcycle. He said, “The protest was meant to be peaceful, but the police came and caused chaos. I was shot at three times. I fell down from a motorcycle. While I fell down, a policeman used the butt of his gun to hit me on the head. My head bled. “We have been doing nothing for the past six months and this is not helping us. We are about to lose a full academic session. That was why we had to protest.” A member of the school’s SUG who was also among those protesting, Abdulfatah Oloyede, said the police injured three students and arrested three others. “Right now, we don’t know the whereabouts of those arrested. The injured ones have been taken to the hospital for treatment. The protest was meant to be peaceful, but the mobile police came and caused chaos. They started shooting at students. This is terrible,” he said. Another student, Okedara Ridwan, appealed to President Muhammadu Buhari to come to the aid of the students. Radio Biafra shared the live updates with photos on their Facebook page. Kanu’s supporters who came from different states in Biafraland, gathered outside the court premises in Abuja, praying for victory ‘of light over darkness and waiting to see if masquerade with be allowed to appear in court.’ According to its page, the court premises are filled with armed DSS agents and police men who in their usual manner have positioned themselves and ready to prevent people from going through the gate. The IPOB leader has already arrived in court with his lawyers. Meanwhile, Barrister Ejiofor has said that there has been an amendment in kick off time for today's proceedings, reason being that justice Binta Nyako just returned from a conference and needed to be ready for today's case. The hearing will commence at 1pm. Kanu's case was decided by Justice Binta Nyako of the Abuja Division of the Federal High Court, Thursday, December 1. Kanu's supporters are seen around the court premises, this time in dazzling white garments, depicting the famous slogan that "Biafrans are whiter, and whiter than snow." Akwa Ibom state governor, Udom Emmanuel has also ordered the arrest of the contractor of the collapsed building. The commissioner said the state governor, Muhammadu Bindow would meet with members of Adamawa Muslim Council and other stakeholders to discuss the possibility of banning hijab use as a temporary measure. This was because those that carried out the Madagali suicide attack were in hijab. He said the meeting also underscored the need for people to be more vigilant during this festive period and in places like markets, motor parks, churches and mosques. “We also resolved in the meeting, based on security recommendations, to assist members of vigilance groups in the areas in view of their contribution to security agencies. “We also want to appeal to the media on sensational reporting and the need to verify their facts before reporting. The media need to know that the terrorists are banking on such sensational reports," he said. capital Cairo has killed at least 25 people, officials say.

Photos and video footage showed damage to the church, with shattered windows and broken roofing. The explosion happened at 10:00 (08:00 GMT) on Sunday. Video sourced by regional media appeared to show the interior of the church littered with broken and scattered furniture, along with blood and clothing on the floor. "I saw a headless woman being carried away,'' one eyewitness told the Associated Press. "Everyone was in a state of shock." "There were children. What have they done to deserve this? I wish I had died with them instead of seeing these scenes,'' she said. Egypt's Coptic Christians make up about 10% of the country's population. St Mark's Cathedral is the headquarters of the country's Orthodox church, and the home of its leader, Pope Tawadros II. By lunchtime, a crowd of protesters had gathered outside the cathedral complex. Police kept the area tightly cordoned off. On Saturday, six policemen were killed when a bomb exploded on a main road leading to the pyramids at Giza.
