He claimed that Boko Haram was an invention of the government and that the President wanted to use them to get an Ijaw Republic. He also categorically called for the removal of all soldiers (see his tweets below). But surprisingly it has been exposed that Boko Haram is actually planning to bomb Kano this Easter so the question is whether Elrufai was preparing the way for them or whether his call for the removal of troops was an innocent coincidence.
