Benin: Crackdown on protests and wave of arrests fuel tense election period

The wave of arbitrary arrests of political activists and journalists, and the crackdown on peaceful protests, have reached an alarming level in Benin, Amnesty International said ahead of the country’s parliamentary elections on Sunday.

Since February, security forces have dispersed peaceful protests using tear gas and batons, and arrested opposition officials. At least one person died during clashes between protesters and members of the security forces in February in the northern town of Kilibo. This follows the Electoral Commission’s decision to authorize only two political parties - both from the presidential camp- to stand in the elections and to exclude all opposition candidates’ lists. Local authorities have introduced blanket bans on protests in the run up to the elections, including in the town of Parakou and the departments of Collines and Zou.

“The growing wave of arrests and detentions in Benin is extremely troubling, particularly in the context of elections. Banning peaceful protests and detaining those who speak up against the exclusion of opposition parties from the legislative election will only fuel political turmoil,” said François Patuel, Amnesty International’s West Africa researcher.

“The authorities need to ensure that rights to freedom of expression, association and peaceful assembly are upheld. Security forces must refrain from using force against peaceful protesters in any circumstances.”

Amnesty International has documented at least three instances where security forces have repressed peaceful protests organized by opposition parties ahead of the parliamentary elections. These took place on April 1, 4 and 19 respectively when security forces, including police, used tear gas, batons and compressed air launchers to disperse opposition gatherings. Members of the military armed forces and of the police deployed at demonstration sites were carrying firearms.

On 19 April, the security forces fired tear gas on two of Benin’s former Presidents, Nicéphore Soglo and Thomas Boni Yayi, and the eldest member of Parliament, 83-year-old Rosine Vieyra Soglo, as they were addressing protestors at a demonstration site in the capital Cotonou.

Several individuals were arrested in the context of the protests, including political leaders. Julien Agossou Bodé an opposition figure was arrested on 19 April and charged with inciting violence for a video he posted on social media. He was released on bail on 23 April pending his trial on 6 May.

Yibatou Sani Glélé, a member of the opposition Democratic Renewal Party (PRD in French) and MP in the current National Assembly was arrested with another member of her party at a gathering with women at the Ouando Market in the southern city of Porto Novo on 23 April.
They were peacefully protesting the exclusion of the PRD from the legislative elections. The police seized their placards and speaker. They were detained for six hours and charged with “holding an unauthorised gathering” and “incitement to hold an unauthorised gathering”. They were released on bail and are expected before court on 6 May.

Amnesty International considers requirements of prior authorization to hold assemblies and the criminalization of peaceful protest to be in violation of international human rights law and standards.

Journalists have also paid a high price with arrests and intimidation hanging over their head. On 18 April, the managing editor of “Nouvelle Economie” newspaper, Casimir Kpédjo was arrested at his house. His lawyer told Amnesty International that the arrest took place following a complaint from the State Judicial Officer, who represents the state of Benin before the courts, for a post on Facebook in which he claims that the country has a debt of nearly 725 million USD (428 CFA billion) in breach of the 2019 finance law. He was charged with publishing “false information”. He was released on bail on 23 April but is still facing trial.

Ignace Sossou, a journalist with the news website beninwebtv.com is being prosecuted for publishing “false information” over two articles he posted on tax evasion in Benin. He was summoned three times by the Central Office for the Repression of Cybercriminality and will be standing trial on 10 June.

Benin has adopted several repressive laws in recent years which are now being used to crackdown on dissent, including a Code of digital law adopted in 2017 which criminalizes the publishing of false information, press offenses online and incitement to rebellion online.

The country’s Penal Code, adopted in 2018, criminalizes “offenses against the symbols and values of the State, the Republic, communities and religions”, “unarmed gatherings that could disturb public tranquillity” and “provocations to unarmed gathering”.

In the same year, the National Assembly also adopted a law on the right to strike which restricts the maximum duration of a strike to 10 days per year for all civil servants, local government personnel, public and private-sector workers, and parastatal employees. The law bars health-sector staff from striking.

“We call on the authorities to take all appropriate measures to ensure that the election is held in a climate that is free from violence and allow all people to express their views and stop the intimidation of journalists which has a chilling effect on press freedom,” said François Patuel.

When you have sufficient presence of God, why would you go for those make-ups? The church is not an entertainment centre. It is a place where you go to worship God. Some people have derailed. So, if you don’t have entertainers, you will not come to my church again? Then, you are not a worshiper. Good worship and good songs are enough to inspire you. I vehemently condemn that and this is the position of the Assemblies of God, Nigeria.

I can vividly remember when she was pleading with me in the past to take it from her but since, I was no longer one, my conscience couldn't allow me to do it especially when we are yet to be married.

I just returned from a long trip and while there, I earlier made up my mind to do it once and for all but unfortunately, she just broke it to me that she had lost it to one stupid married bastard, who have been disturbing and flaunting his wealth around her just because he is a so called local politician. Nigerian prisoners languishing in Togo Prisons, Mr. Franklin Ezeona, President Global Society for Anti-Corruption (GSAC) has written to the Minister of Foreign Affairs, Mr Geoffrey Onyeama on the unbearable condition of Nigerians in Togo Prisons.

In the letter, Ezeona called for the extradition of the Nigerian prisoners in accordance with Section 1 subsection 1 of the Extradition Act, which emanated from the extradition treaty signed by Ghana, Benin, Togo, and Nigeria in October 1984.

According to him, the representative of the Nigerian prisoners in Togo, Mr. Ben Okolie, in an emotion-laden voice complained that the Nigerian Ambassador to Togo, His Excellency, Joseph Olusola Iji visited the inmates on April 7, 2019.

The visit, he claimed, fuelled more disappointment and hopelessness among the prisoners.

Sunday Sun gathered that Okolie in his outcry alleged that the ambassador could not be trusted, insisting that he has done nothing to save them from their deplorable conditions in prisons.

Okolie, revealing what transpired between the prisoners and the Ambassador on the day of his visit, stated that the Ambassador was defending the authorities of Togo Prisons and the government, claiming that the Togolese government was very lenient with them more than prisoners from other countries.

“When they complained about their sleeping conditions and lack of medical attention, he said that they should not expect to sleep well since they are prisoners.

“They gave an instance where a Togolese was convicted of same offence but was sentenced to five years while Nigerians were given 10 years. The Togolese served three years and was released while his Nigerian counterpart is still serving his 10-year jail term. They complained to him about Nigerian prisoners in Togo lying critically ill in the hospital and Nigerians are contributing money for their treatment but the Ambassador said nothing about it than telling them he brought Paracetamol to them.

“One of the women gave birth in prison but the Ambassador did not show any concern whatsoever to her plight or any of other Nigerian women prisoners.

“In this regard they are begging President Muhammadu Buhari and the Nigerian government to come to their rescue as they are dying one after the other in prison.

GSAC, in the letter dated Friday, March 15, 2019, to President Buhari and copied the Attorney General, Minister of Foreign Affairs and the Ambassador of Nigeria to Togo, revealed that it was in possession of video recordings and pictures of over 200 Nigerians jam-packed in a room and forced to sleep on the floor. “The actions of the Togolese government are against the provision of United Nations Universal Declarations of Human Rights, the group said.

Yesterday, the Peoples Democratic Party (PDP) governorship candidate, Engr Abba K. Yusuf, met a young girl who embarked on fasting and prayers since 9th March 2019 when the Kano Guber election was declared inconclusive.

The little girl insisted not to jettison her mission to remain robust in fasting and prayers until the day when the Electoral Tribunal sitting in Kano will pave way for declaration of Abba K Yusif as the winner of the recent Gubernatorial election.

In the video below, the mother of this little girl brought her to Engr Abba K Yusuf for the quest of his immense support to plead with her daughter to break the fasting.

The electronics of today's cars and trucks is extremely complex. One of the simplest devices we rely on to provide factual data is the speedometer. Majorly, the speedometer is powered by three independent components; the speedometer on the dashboard, the cable attached to the drive shaft by the speedometer, and the speedometer sensors attached to the drive shaft for measuring speed. Some speedometer problems are due to dirty or faulty sensors that transmit incorrect data over the cable and eventually appear on the dashboard.


The symptoms listed below indicates that there is a problem with your speedometer sensor:

1.
Speedometer does not work


Whether you have a digital or manual speedometer, if it does not display accurate information, it does not really help you. One of the biggest signs that your tacho sensor is not working properly is that the tachometer is displaying inaccurate readings or that the needle or digital numbers on the tachometer gauge are not moving at all. A faulty speedometer sensor can also cause a tachometer to operate irregularly, causing the reading to fluctuate from one speed to another; although you are not actually accelerating or slowing down.

If you think you are driving faster or slower than the speedometer indicates, it may be a good idea to have your vehicle checked by your mechanic as this may be a problem with the sensor that can be repaired. Being proactive in repairing your speedometer problem can improve safety, not only for you, but for others on the move. It can also reduce the potential to get two quotes; one for acceleration and one for a damaged speedometer.

2.
The cruise control does not work


The tacho sensor is also a critical component for the proper operation of a vehicle's cruise control. If the sensor is not functioning properly, it will not send a signal to the CPU, which will affect the vehicle's ability to set the throttle to the desired speed. As a safety measure, car manufacturers construct the cruise control so that the cruise control sensor does not activate the cruise control when it starts up. For most cars sold today, this is indicated by the illumination of the cruise light on the dashboard - even if it is not turned on. When this problem occurs, the tacho sensor may need to be replaced.

Check if the engine light comes on


The tacho sensor is located in the transmission and is attached to a drive shaft that affects several functions of the vehicle. As a result, the Check Engine Light in the dashboard may illuminate when a sensor problem is detected by the vehicle's CPU. Regardless of why the indicator light is on, this is neither a good thing nor should it be avoided. My speedometer sensor stopped working when i changed my gear box, also the mileage counter. Qv changed with about 2 sensors and it still won't work. Please advise

Sincerely, I got married with nothing, infact I was just a school teacher when I got married, I took a bold step though it wasn't easy but my wife's understanding is second to none, within 4 months of marriage, I got a very nice job and less than 2 years I have acquired so many things I never thought.
