Globally, urban renewal has been embarked upon by public officials and private institutions to improve cities’ structures and to enhance their economic, cultural and social qualities.
After the Great Depression of the 1930s, President Franklin D. Roosevelt, in trying to address the immediate economic crisis of America, came up with the urban-centered New Deal Programme, which used public-works jobs to reduce unemployment, stimulate local economies, and subsidise state and local relief for the unemployable poor while bringing some changes in the structure and design of the cities.
In 19th Century England, rapid industrialisation of cities brought about cramped and unsanitary living conditions for the urban poor. Therefore, the concept of urban renewal emerged as a method for social reform with the belief that better housing conditions in a city would increase the capacity to reform its residents morally and economically.
According to Business Dictionary, Urban Renewal is defined as ‘the process where an urban neighbourhood or area is improved and rehabilitated. The renewal process can include demolishing old or run-down buildings, constructing new, up-to-date housing’.
In Nigeria, two places that come in mind, in terms of infrastructural development are Abuja, the Federal Capital Territory, and Lagos State. In evidence in these cities, are expansive road networks, modernised building structures, availability of relaxation spots, quality schools, advanced and accessible healthcare facilities and tourist attractions.
With all its reputation as the political centre of the north, Kaduna has lacked such infrastructures. Yet, the state’s population is currently approaching 10 million, with an estimated 4 million of them living in the Kaduna urban area. It is projected that by 2050, the population will rise 12.96 million based on a 3.18 per cent growth rate, with about 7-8 million people living in the state’s urban settlements. This underscores the urgent need for a coordinated and sustainable Urban Renewal Project.
In his remarks at the launch of the project in June 2019, Governor Nasir El-Rufai said: “The Kaduna Urban Renewal Project responds to the accelerated urbanisation of Kaduna City. Our state capital now straddles four local government areas: Kaduna North, Kaduna South, Chikun and Igabi. This metropolitan area is projected to be home to more than half of the state’s population by 2050. Kaduna Renewal seeks to make Kaduna a friendly home to its residents, a safe place to live in, equipped to support and promote the livelihoods of our citizens.”
The first phase of the Urban renewal is targeted at Kaduna metropolis, and focuses on road expansion/maintenance, housing and improved land use, mass transit, parks and recreational centres, market and neighborhood centres. Its execution adheres strictly to the 1967 Max Locke Master Plan of Kaduna. The Urban renewal project will subsequently be extended to Kafachan and Zaria, the two other major cities in the state.
To start with, 7 new roads totalling 23.7km have been identified that will significantly have multiplier effect on housing, businesses, unity and social development. One of such new roads that stands out is, the Kabala Costain Aliyu Makama road in Barnawa. The 1.4km road, which will pick up from Independence Way, will cut through Kabala Costain; cross over River Kaduna with a bridge of 230mm; and link up with Aliyu Makama road in Barnawa. The project will significantly reduce traffic across the historical Stadium roundabout – Station Market Bridge.
Over the years, residents of Kaduna have had to bear with the constant time-consuming traffic on the historic River Kaduna Bridge, especially during rush hours as people move to and fro their places of work. The completion of this new road and bridge will provide an alternative route for residents, reducing time travel and the traffic burden on the former bridge.
Another project that will greatly improve traffic in the State when completed is the road from Rabah by Arewa House to the Rigasa Train Station. This road will pick up from the Arewa House junction and pass through Unguwan Kanawa, to burst out on Nnamdi Azikiwe Express Way, and continue through Eye Centre resettlement layout to connect with Rigasa Train Station. Linking Eastern to Western bypass, the road will feature a flyover and underpass for maximum efficiency. The flyover will pick up from the Rabah road across the Arewa House junction and over the rail line running parallel to the road, to descending at Unguwan Kanawa. While the Underpass will pick up at the edge of the NDA old site golf course, go beneath Nnamdi Azikiwe Express Way linking to the other side of the road in Eye Centre.
Governor El-Rufa’i has shown commitment to ensuring that train commuters in Kaduna encounter as little hurdles as possible. Apart from the dualisation of Rigasa road from Nnamdi Azikiwe Expressway to the train station, which was completed early 2019, he also initiated and completed the construction of a link road from the train station, to the roundabout leading to the Airport, reducing travel time and serving as an alternative route for commuters.
Similarly, a new road linking Millennium City to Yakowa Way has been highlighted for construction. This road, to be called Urban Shelter Road, will save commuters the trouble of having to return to Unguwan Rimi before going to and from the two roads. It will be a direct link for residents of Kamazo, Karji, Jan Ruwa and Unguwan Maigero to Millennium city.
Apart from the new roads being constructed, some existing roads have been penciled for dualisation or other appropriate forms of improvement due to the strategic role they play to residents. A couple of them, including Katuru Road that links Isa Kaita to Rabah and Alkali roads, from Ali Akilu way to Race Course, are almost at completion stage and have been open to road users.
Worthy of mention also, is the commencement of the conversion of the Kawo flyover bridge to a double three-lane flyover bridge with three rotaries (roundabouts) underneath. The bridge will also be extended in length to begin from Hayin Banki and end at 1 Div gate while the three rotaries will serve commuters from Hayin-Banki, Kawo and Mando each. The creation of alternate roads has already begun, to ease traffic when work begins in earnest.
Beyond road construction, other components of the urban renewal programme have been going on simultaneously. The historical Gen Hassan Usman Katsina Park is undergoing total reconstruction to give it the befitting status it deserves. The park will house a movie theatre, a sports arcade and the zoological garden, which will be stocked with more animals. There will also be a Go-Kart track as well as three different water parks, one of which has been completed and open to the public.
The Centenary Park, named in honour of Kaduna marking 100 years, is far gone in construction and was the venue for the first ever Kaduna New year Countdown celebration, which has been termed by many as successful in enhancing unity in the State. Upon completion, the park will house a Go-Kart track, two football 5-aside pitches, an event centre and an amusement park for kids.
Construction of the Galaxy Mall, a standard shopping mall located on Waff Road, has been progressing steadily and has already attracted investors like Shoprite and leading cinema operators like Silverbird. It is to be completed in December 2020. Through the Kaduna Markets Development Company, regular markets are also being constructed and rehabilitated across the state. One of such is the Kasuwan Magani Market in Kajuru LGA. The over-crowded Sabon-Gari market in Zaria is to be demolished and reconstructed into a modern market capable of answering the needs of the people and ensuring their safety.
Ultimately the benefits of these urban renewal projects to the people of Kaduna is immeasurable, and include job opportunities and overall economic growth, in terms of increase in the value of property and increased IGR.
In the first four years of El-Rufai’s administration, he focused on creating institutions to support the urban renewal efforts. The Kaduna Investment Promotion Agency KADIPA was established to attract and create an investor -friendly environment in the State. Also established is the Kaduna Internal Revenue Service, which since its establishment has exponentially increased the state’s IGR from N800 million before the El-Rufai led administration to 44 billion in 2019.
The task of turning Kaduna State from its static and outdated self to a progressive modernised place is no small feat, and Malam Nasir El-Rufa’i seems to have held the bull by the horn.
A few years from now, Kaduna State will look nothing like its old self as the few projects mentioned here are said to be just a tip of the iceberg. Full-blown, they will result in a Kaduna of which great countrymen like Sardauna will certainly be proud of.

One that many Nigerians will not forget in a hurry is the raid on the home and library of Chief Obafemi Awolowo in Ikenne, Ogun State. Later chronicles of Nigeria's government and politics described some of those plots to discredit the disciplined and focused General Buhari and Idiagbon's government as the handiwork of Fifth Columnists.
The question today is: are there Fifth Columnists in the Buhari Presidency using their inside connections to undermine the administration and threatening its credibility and legacy?
For instance why is so many official leaks taking place including this week's leak of a stinker from the National Security Adviser, General Babagana Munguno to the Chief of Staff Abba Kyari?
Since the administration of President Muhammadu Buhari took office in 2015, Nigerians have witnessed a number of official documents purpotedly leaked from the office of the Chief of Staff to the President, Alhaji Abba Kyari. What can't be denied is that the Chief of Staff's office is the recurring decimal in all the leaks.
Some analysts argue that those leaks were deliberately carried out and deployed as a tactic and means of settling political scores
A simple online check found that no less than four official/classified documents have leaked from Mr Kyari’s office most of them aimed at indicting one person or another.
In 2017, the former Minister of State, Petroleum Resources, Mr Emmanuel Kachikwu had written President Buhari following insubordination and illegal award of contracts at state-owned oil company, NNPC under the leadership of Dr. Maikanti Baru.
But somehow the letter found its way into the media after it was leaked by the office of the Chief of Staff. The letter which was written by Dr Kachikwu detailed how Dr Baru took wholesale decisions to make appointments and award contracts without any communication to the board which Mr Kachikwu is chairman.
Mr Kachikwu’s letter was subsequently leaked and many believe that he was not reappointed minister because of the controversy that trailed the leak of that letter. He simply was set up way ahead even though he was one of the more cerebral ministers of the first term.
But Mr Kachikwu is one of many to have suffered similar fate. In 2018, the political differences between Senator Shehu Sani and Governor Nasir El-Rufai was at an all time high and there was a lot of back and forth in the media but none topped the leaked letter by Governor El-Rufai to President Buhari.
In what appeared to be a letter of blackmail, Governor El-Rufai listed how Senator Sani was denigrating the President, his political party, APC and himself (El-Rufai). If Governor El-Rufai thought it was going to be a confidential letter, he was wrong because someone ensured that the media got a copy of it.
Fast forward to 2019 and it was Babatunde Fowler’s turn to get a dose of the medicine. After many media reports that Abba Kyari was working tirelessly to have Mr Fowler replaced as executive chairman of the Federal Inland Revenue Service (FIRS) a letter petitioning Fowler was leaked.
The letter was signed by Mr Kyari was titled: ‘RE: Budgeted FIRS Collection And Actual Collections’ sought to probe Mr Fowler’s competence and to also suggest that he had failed in his role improve revenue collection when in the real sense, Mr Fowler was breaking records for revenue collection especially non-oil revenue collection.
The leaked letter turned out to be the first attempt to ridicule Mr Fowler. Months after the leaked letter, another letter written by Mr Fowler to President Buhari making himself available for reappointment was leaked.
Mr Fowler’s letter was in line with FIRS Establishment Act of 2007. The letter which should have stayed between the sender and receiver was leaked to the media. Mr Fowler was subsequently not reappointed by President Buhari.
The former Head of Civil Service of the Federation, Mrs. Winifred Ekanem Oyo-Ita was not spared. Following the controversial reinstatement and posting of the embattled former chairman of the Pension Reforms Commission, Abdulrasheed Maina, Mrs Oyo-Ita wrote a letter to clear the air.
If she thought it was a confidential element, she was wrong because the media got wind of it. President Buhari had to summon both Mrs Oyo-Ita and Mr Kyari over the leaked memo.
Speaking on the trend, an inside source said it is worrying that confidential documents are been leaked repeatedly. “The trend is very disturbing. The office of the Chief of Staff should not be leaking confidential letters is makes Nigeria look weak globally.”
The compelling argument is that all these leaks have one thing or the other to do with office of the Chief of Staff. This is just the fact. So why is this the case? Let us pray that another Fifth Columnist is not in existence to once again rubbish the credibility and legacy of the reformer government of this day.

sarrki: The National Women Leader of Miyetti Allah Kautal Hore, a Fulani socio-cultural association, Hajiya Baheejah Mahmood, has said Nigerians will know the importance of Fulani if they go on strike for one week.
She lamented that the Fulani people has contributed a lot to the Nigerian economy but they benefited nothing in return.
When asked on what the Fulani people has contributed to the economy of the country she said: "The Fulani contribute a lot to the economy of the country and its people. They provide the country with over 90 per cent of its meat requirement. The cattle provide beef; they rear chickens, guinea fowls, goat and sheep too.
"They contribute to the dairy (milk) production and supply of hides and skin of the country, which contributes to the GDP of the economy. The affordable meat and eggs consumed in Nigeria are largely as a result of the activities of the Fulani.
During festivities of Muslims and Christians, and almost anything in-between, cattle, sheep and goats are used which are readily available as a result of the transhumance activities of the Fulani. All the products of the activities of the Fulani contribute to the nutritional enhancement of the country with provision of protein in form of meat, eggs and dairy.
She continued, "The Fulanis as a people gain next to nothing from the government of the country. Because they are mostly on the move, the Fulani’s do not benefit from the provision of basic amenities such as schools, hospitals and roads. They hardly know the importance of infrastructural items such as electricity, tap or borehole water and bridges.
What the Fulani need is a kind of public/private partnership (PPP) arrangement with the government to boost the production of the animals and their products.
"For example, if the Fulani should decide not to bring their livestock to the market for one week, all Nigerians will then know and appreciate their contribution to the economy and the well-being of Nigerians.
Frank replies Gov. Ikpeazu: You are nothing but APC's mole in PDP
A political activist and former Deputy National Publicity Secretary of the All Progressives Congress (APC) Comrade Timi Frank, has replied the Abia state governor, Okezie Victor Ikpeazu, describing the governor as a mole in the opposition Peoples Democratic Party (PDP).
The governor who issued a statement on Sunday attacking the former APC spokeman over his earlier statement that most PDP governors were not committed to the opposition politics in Nigeria.
But responding back to Ikeazu through another statement on Monday, Comrade Frank, said rather than apologise for the misadventure, "the Abia state governor's shallow defence as to why he chose to jet out with the President at the expense of his party’s National Executive Council (NEC) meeting buttressed the belief in some quarters that he is indeed an All Progressives Congress (APC) mole even as a PDP governor.
"In Shakespeare’s play, Hamlet, Queen Gertrude said: "The lady doth protest too much, methinks". She did this in reference to the insincere overacting of a character in the play.
"From that day to today, nothing has changed. Insincerity is most obvious in overly dramatic denials. And this is what we see with Okezie Victor Ikpeazu’s response to my candid observation.
"The popular saying that an old woman is always uneasy at the mention of dry bones manifested itself in the reply of the incompetent Governor of Abia State, Okezie Ikpeazu to my statement I criticised him for hopping off to London with President Muhammadu Buhari in the midst of a serious national and political onslaught against the Peoples Democratic Party (PDP), in Imo State.
"Playing the ostrich, Ikpeazu pinned his trip with the President to the UK-Africa Investment Summit on the quest market his proposed Enyimba Economic City Project to foreign investors.
"Does a man go on a jamboree when his house is on fire? That is the question that Ikpeazu should answer rather than play acting in his protests that represent his guilty conscience."
The Bayelsa born activist also cleared the air over the allegagtion made by the governor that he (Frank) was used and dumped by the APC saying: "Let it be known to the indolent Governor that I resigned from the All Progressives Congress and refused to hero-worship General Buhari when the APC derailed and began to pursue anti-people agenda rather than what they promised Nigerians. How can I then be compared to an Ikpeazu, whose sycophantic laugh almost tore his mouth while he was throwing himself at General Buhari, to secure his post gubernatorial future?
"For the records, I stood my grounds while in the APC and I resigned my position as a principled person and not because of any political gain. And since the governor talks about political worth and jobbing, perhaps it is pertinent to expose him at this juncture for who he truly is.
"That Ikpeazu calls himself a national leader of the PDP is self delusional dream. Within the party, he is known for what he is, an unreliable person who would rather jamboree while there is fire at his doorstep. In case he does not know, Ikpeazu is as relevant to the PDP as the “P” in psychology.
"It is most unfortunate that in Ikpeazu's little world and mindset, it is only with the President that he can get attention from. This reflects his lack of initiative, drive and dynamism to push any project to profitability."
Discussing the reason why the governor traveled with the President, Frank emphasize that "projects such as Tinapa in Cross River state and the mechanised farm in Kwara state, sold themselves out to foreign investors on account of well-thought-out and executed marketing strategies which the governors of the states embarked on at the time and not because they carried empty brief cases on presidential trips looking for uninterrupted hours of snitching and mundane political theatrics with the President.
" One wonder the kinds of investors Ikpeazu is looking for in UK when he is one of the worst governor who is not consistent in paying workers salary in his state."
On why the governor is a mole in the PDP, Frank said Ikpeazu was among the PDP governors that gave General Buhari and the APC 25 percent votes in return for 2nd term, "in short, Ikpeazu is a confirmed PDP by the day and APC at night.
"The Abia governor capitulated when he posited in his reply that, 'Much as Governor Ikpeazu is not responsible for Timi’s unguarded spleen, no leader would prefer to attend a party meeting to attending a Summit where his ideas and programs for his people will be beamed at the global stage.'
"If for the sake of argument we yield to this convoluted reasoning of his, is he also saying that that the PDP’s NEC was not worth the attention of his deputy? Clearly he was sending a clear message of disdain to the party to impress his pay masters.
"When I alluded to Ikpeazu as a political hatchet man and mole for the APC, no fact underscores this than the 2015 and 2019 presidential election results in Abia State.
"Can Ikpeazu who regards himself as a PDP national leader explain to Nigerians how General Buhari and the APC scored 13,394 votes against the PDP's 368,303 in the 2015 presidential election - removing from the list of states that the APC had 25 per cent and then clearly explain to Nigerians, how in 2019 presidential elections, the APC and General Buhari scored 85,058 and PDP PDP scored a depleted 219, 698 votes?
"The simple answer to this eye popping revelation is the liability Ikpeazu is to the PDP and the reason he is all cheeks in smile with the President and perhaps while he will continue to be a sacred cow at the Supreme Court.
"May it not be the lot of Abians and the PDP in particular that tax payers money is being blown on the altar of presidential patronage and clandestine investor chase.
"Ikpeazu can catch his fun and be a political undertaker, however, the PDP and Abia people deserve more compassion."
